This report provides concrete recommendations for strengthening the legislative and institutional framework for elected and appointed officials in Malta. It reviews the institutional and procedural set-up of the Commissioner for Standards in Public Life and analyses the omissions, inconsistencies and overlaps in the Standards in Public Life Act. It also provides recommendations to the Government of Malta on developing the most feasible lobbying regulation, and identifies concrete measures to strengthen the existing codes of ethics for elected and appointed officials, as well as the system of asset and interest declarations.

Public integrity is necessary to respond to corruption, sustain trust in public institutions and manage crises such as COVID-19 effectively. This report analyses the institutional responsibilities on public integrity in Ecuador. It proposes concrete recommendations to address fragmentation and to build a public integrity system involving all relevant actors at national level. The report also reviews Ecuador’s strategic approach to public integrity and proposes a roadmap toward a long-term state policy in line with national and international development objectives. Finally, it examines how Ecuador could mainstream integrity within the public entities of the executive branch.

This OECD Public Governance Monitor (PGM) provides a concise analysis of Sweden’s public governance system, instruments and capabilities, and helps identify areas of opportunities for public governance reforms. The report provides an overview of public administration in Sweden looking at public governance mechanisms around six key themes: public sector effectiveness, spending, citizen participation, the governance of climate change and other cross-cutting priorities, digital transformation, and public integrity. The report suggests several priorities for reforms to improve public sector effectiveness, increase the impact of participatory mechanisms, reinforce the governance of cross-cutting topics, strengthen the steering of digital government policy and take a more holistic approach to public sector integrity, in particular by revising the national anti-corruption plan.

Agriculture is a provider of commodities such as food, feed, fibre and fuel, and it can bring both positive and negative impacts on the environment. Yet most policy measures target farm systems, inputs and practices and agricultural infrastructure (driving forces) rather than the provision of agri-environmental public goods (environmental outcomes).

This report analyses how a handful of OECD countries (Australia, Canada, Japan, United Kingdom and the United States) defines agri-environmental public goods and sets agri-environmental targets and reference levels, and the policies they implement for targeting certain agri-environmental public goods.

This report analyses current public financial management practices in Peru in light of OECD recommendations and good practices, and identifies areas where Peru could improve.

It focuses on four areas: budgetary practices and governance; treasury modernisation and cash management systems; ensuring a fiscally sustainable, competitive pay regime for the Peruvian public sector; and public infrastructure programming, budgeting and management. It analyses these issues both at central government level and for sub-national governments.

The report provides detailed policy recommendations to overcome the main challenges and their implications in each of the areas.

This book presents a study of the corporate governance legal framework and enforcement by capital market regulators in participating Asian jurisdictions. The study focuses on the following areas: the legal framework and adequacy of laws, with a focus on related-party transactions, disclosure of ownership and control, and fiduciary duties of directors; the structure of enforcement authorities; the authority to monitor, supervise, investigate, enforce and impose sanctions; disclosure of enforcement actions and practices; the role of the courts and the judicial system; and cross-border enforcement.

A workshop held in Ottawa in October 2002 brought together a wide range of Canadian stakeholders and delegates from radioactive waste management programmes in 14 countries. This third interactive workshop of the NEA Forum on Stakeholder Confidence focused on key areas such as the social concerns at play in radioactive waste management, how these concerns can be addressed, and development opportunities for local communities. These proceedings provide a summary of the workshop, the full texts of the stakeholder presentations and detailed reports of the workshop discussions.

This Public Communication Scan of the United Kingdom, the first such scan of an OECD Member country, brings new insights to the OECD’s work on understanding how public communication contributes to democratic governance. The scan analyses how the United Kingdom’s Government Communication Service (GCS) is building a more effective communication function amid changes to the information ecosystem and how it can help make policymaking more responsive to citizens' needs. The analysis and recommendations in this Scan highlight opportunities for the GCS and the UK Government to align ongoing communication reforms with actions to promote more inclusive and people-centred communication that contributes to greater engagement, improved public trust, and better policy outcomes.

Public attitudes to nuclear power are critical in shaping nuclear policies in OECD/NEA countries and the latter will only be able to make use of this energy source if a well-informed public considers that its benefits outweigh its risks. This report provides a number of insights into public attitudes towards nuclear power. Support for nuclear energy is generally correlated with the level of experience of and knowledge about nuclear power. Interestingly, while the public is generally aware of the contribution of nuclear power to ensuring security of energy supply, its potential contribution to combating climate change is less well recognised. Solving the waste disposal issue would also significantly increase the level of public support. Furthermore, OECD/NEA governments may wish to reflect carefully on how to react to these results as, according to the surveys, they are the least trusted source on energy issues, far behind regulators, non-governmental organisations and scientists.

This collection of studies of public attitudes to development co-operation in OECD Development Assistance Committee (DAC) Member countries demonstrates that the concept of "aid fatigue" is misplaced. A serious lack of adequate knowledge about development co-operation, however, is also revealed. The opinions of policy makers are, therefore, overwhelmingly important and development education efforts should be specifically addressed to them. The book also demonstrates that the role of NGOs is important in general development education. Not only do these organisations mobilise their members in the development field, but their activities create a fund of information within their societies. Remarkable progress by both governments and NGOs has been made during the 1990s in improving co-operation domestically and in operational development activities in the field. Most DAC Member countries have significantly increased the involvement of NGOs in their development efforts, and most NGOs have become increasingly effective in their work. The editors conclude that NGOs and governments both need to work towards more and better public and political-level understanding of development efforts. This will require a wide range of complementary activities, some of which are best undertaken by NGOs, and others by government agencies.

This report analyses the performance of public administration in Ukraine through a set of standard indicators based on the Principles of Public Administration.

The Principles set out what good public governance entails in practice and outline the main requirements to be followed by countries during the European Union (EU) integration process. They address the preconditions for a good public administration (good laws, policies, institutional capacity and procedures) and how an administration performs in practice.

In its 2014 and 2018 Enlargement Strategies, the European Commission highlighted public administration reform as one of three “fundamentals first” areas of the EU enlargement process. Given the European Council decision of December 2023 to open accession negotiations with Ukraine, this report provides data and recommendations on how Ukraine could better meet the standards set by the Principles.

The report follows up on the 2018 SIGMA Baseline Measurement Report and provides comparative information on reform successes and remaining challenges. It covers the six thematic areas of the Principles (strategic framework of public administration reform, policy development and co-ordination, public service and human resource management, accountability, service delivery and public financial management). The report provides indicator values and comparison of overall trends across the administration.

Public administration has entered a new age. In the 1980s, “less” government was the prevailing idea; in the 1990s and early 21st century, “New Public Management” was the dominant theme. Today, public administration is moving in new directions. Reforms are focusing on the quality of services for citizens and businesses and on the efficiency of administration (the “back office” of government). The OECD is studying these new trends in a multi-annual, cross-country project called “Value for Money in Government”.

This is the first report in a new OECD series on the topic. The book examines four themes in nine OECD countries: the development of shared service centres, the steering and control of agencies, automatic productivity cuts, and spending review procedures. In addition, it contains a quantitative analysis of the size of employment in central government. The countries studied are Australia, Canada, Denmark, Finland, Ireland, the Netherlands, New Zealand, Sweden and the United Kingdom. The book pays particular attention to the case of the Netherlands, the country that first proposed an OECD study on value for money in government.

For most children, early childhood education and care (ECEC) provides the first experience of life in a group away from their families. This experience plays a crucial role in children’s learning, development and well-being. The benefits of high-quality ECEC are not restricted to children’s first years of life. However, little is known about this first experience. What do children learn and do in ECEC settings? With which staff do children interact at their centres? Do all children face the same opportunities to enrol in high-quality settings? What are the main spending priorities to raise the quality of ECEC? These are key questions for parents, staff and policy makers.

The OECD Starting Strong Teaching and Learning International Survey (TALIS Starting Strong) is the first international survey that focuses on the ECEC workforce. It offers an opportunity to learn about the characteristics of the workforce, the practices they use with children, their beliefs about children’s development and their views on the profession and on the sector. This first volume of findings, Providing Quality Early Childhood Education and Care, examines multiple factors that can affect the quality of ECEC and thereby can influence children’s learning, development and well-being.

This study analyses the promotion of collective action for agri-environmental public goods and addresses externalities by reviewing the experience of various OECD member countries. Twenty-five cases from
13 countries (Australia, Belgium, Canada, Finland, France, Germany, Italy, Japan, the Netherlands, New Zealand, Spain, Sweden and the United Kingdom) are examined. The study shows that collective action should be given serious consideration as a means of addressing many agricultural and natural resource issues, and in some cases collective action should be actively promoted.

Pension fund members across OECD countries have seen the loss or reduction of pension benefits in recent years. This has been associated with declining assets and increasing liabilities, with accounting and regulation changes crystallising these problems. Consequently, the issue of how to protect pension benefits has returned as a major topic of policy debate for many governments and for the pension industry worldwide. OECD countries have responded in different ways:

  • Re-examining and altering accounting and funding rules;
  • Strengthening or introducing pension benefit guarantee schemes; and
  • Looking at the related issue of whether pension benefits should receive protection in bankruptcy and insolvency procedures.

Finally, debate has also focused on whether pension fund related risks can or should be shared, with guarantees for insured or pension products attracting renewed attention.

This volume looks at various methods of protecting pension benefits. It provides in-depth information on the application of these methods in OECD countries and analyses their advantages and drawbacks. Methods of risk sharing amongst pension fund beneficiaries, providers and sponsors are discussed through an analysis of insured pension contracts and of the pension systems in place in Denmark and Iceland. This publication offers unique international comparative and analytical data for policy makers and pension industry participants globally.

This innovative book combines results from research conducted in Colombia about how communications services consumers make consumption choices with OECD expertise in regulatory policy, behavioural economics, and data analytics, in order to help improve the consumer protection regime in Colombia. It focuses on the types of incentives that should be provided to change both provider and user behaviour, and considers where appropriate regulatory interventions may be needed to ensure that these incentives are realised. This work supports the Communications Regulator of Colombia in redesigning its consumer protection regime. This effort has refocused the regulatory framework from “protecting rights” towards making the market function best; this involves encouraging the providers to improve the quality of their services and rates offered in the market and to foster a better understanding of what is being offered and how. The book also makes specific recommendations on possible follow-up experiments to test some of the possible solutions to help communications services consumers better understand the information provided by service operators.
