This paper presents the first international assessment of the Lightcast vacancy data representativeness based on benchmarking against officially reported vacancy data in Australia, Canada, the United Kingdom and the United States. The analysis compares distributions in the Lightcast data versus official data across large (TL2) regions, industrial sectors and occupational categories. The analysis shows differences in representativeness across countries and on the three dimensions considered. In general, regional representativeness is considerably better than both occupational and sectoral representativeness.

Data on online job postings represents an important source of information for local labour markets. Many countries lack statistics on labour demand that are sufficiently up-to-date and disaggregated across regions, sectors and occupations. Web-scraped data from online job postings can provide further insights on the trends in labour demand and the skills needed across regions, sectors and occupations. This paper assesses the comparability and validity between Lightcast and other data sources for Austria, Belgium, Bulgaria, Germany, Hungary, the Netherlands, Portugal, Romania, Spain and Sweden, for the years 2019 to 2022 across regions, sectors and occupations. It concludes with some recommendations for labour market analysts that want to use data on online job postings for assessing labour demand trends.

Private schools cater for around 1 in 5 students from pre-primary to the end of secondary education, a share that has not changed materially since 2015. They enjoy greater autonomy, suffer fewer shortages of all kinds and handled the COVID-19 pandemic better than public schools. Although their students achieved better results in PISA 2022 in many countries, this is mainly because they enrol more students from advantaged socio-economic backgrounds than their public counterparts. The main challenge in many countries today is to increase the social mix in public and private schools, which is why many efforts have been made in this direction over the past decade.

Cities have a pivotal role to play in achieving net-zero emissions by 2050. Smart city solutions can help enable and accelerate the net-zero transition by, among many others, curtailing energy use, accelerating the shift from fossil fuels to renewable energy, improving resource efficiency, reducing transport demand, and fostering necessary behavioural change. This paper summarises the proceedings of the 3rd OECD Roundtable on Smart Cities and Inclusive Growth, which took place on 3 July 2023 at the OECD Headquarters in Paris. It discusses concrete solutions that can boost the net-zero transition, explores the barriers to scaling up smart city solutions and the enabling factors that can help overcome them, and proposes ways to strengthen the net-zero objective in the OECD Smart City Measurement Framework.

Heavy diesel trucks emit nearly three-quarters of all CO2 from freight transport. They are also among the most difficult vehicle types to power with sustainable fuels. This report reviews which emerging technologies show the most promise to drastically cut road freight emissions. It also proposes an approach for governments to decide which technologies deserve support – and thus to speed up the urgent transition to clean trucking.

Understanding people’s beliefs of social mobility is key to designing and implementing policy mixes that address structural disparities and garner broad public support. Beliefs in social mobility may help strengthen the social contract; however, strongly held views on the role of individual effort in determining success in life can also contribute to diminishing support for policies designed to promote greater opportunity for vulnerable populations and reduce inequality. Drawing on data from the Opportunities module of the 2022 wave of the OECD Risks that Matter survey, this policy insights investigates people’s views of the main determinants of social mobility in 27 OECD countries. On average, 60% of respondents believe that hard work is essential or very important in determining one’s social position. However, of this majority, only one-fifth believe that working hard is the only key factor to success.

Module A of the OECD Higher Education Policy Survey (HEPS) 2022 elicited information on policies to promote digitalisation of higher education in OECD member and accession countries. In total, 30 jurisdictions responded, providing comparative information on various areas of digitalisation policy, from regulation and governance to financial and human resources. The survey results provide insight into the role of public authorities in guiding, coordinating and resourcing the digital transformation of higher education institutions. The analysis and comparative tables in this working paper provide insights that can support the development of strategic digitalisation policies.

The Sahel and West Africa region is facing a serious food and nutrition security crisis with high rates of acute malnutrition, combined with high rates of malnourishment and over-nourishment – the “triple burden of malnutrition”. Poor-quality diets are the root of all forms of malnutrition, as well as common non-communicable diseases, and are responsible for an estimated one in five adult deaths globally. The high cost of food is a key barrier to accessing a healthy diet. Even before the recent global inflation in food prices, West Africa’s food prices were 30%-40% higher than other regions in the world of comparable income levels. The paper analyses the costs of healthy diets in 17 countries in the Sahel and West Africa and which food groups drive up costs. The observed high cross-country variability in costs and cost composition points to a need for more targeted and nutrition-sensitive food system policies as well as the need to invest in better food price data and monitoring capacities.

Business investment in OECD countries has remained weak, in particular since the 2008 global financial crisis. At the same time, the cost of capital has significantly and steadily decreased over the last thirty years, reflecting a fall in both interest rates and corporate tax rates. This raises the question of whether business investment still responds to the cost of capital and thus whether corporate tax policy can support investment. This paper analyses trends in business investment and in the cost of capital in OECD countries over the past three decades. Then, it investigates empirically the sensitivity of business investment to corporate taxation, and how this sensitivity varies across firm, investment and tax-design characteristics. Panel regressions at the firm and industry levels confirm that business investment rates are negatively related to corporate taxation, measured by country-level forward-looking effective tax rates. However, the tax sensitivity of business investment has fallen significantly since the global financial crisis. It also differs significantly across firms, assets, and corporate tax design characteristics. Overall, the estimation results suggest that a nuanced and granular approach to corporate tax policy, accounting for heterogeneity in tax sensitivity, is needed to support investment effectively. The paper discusses possible policy options, including the reduction of non-profit taxes, the use of targeted corporate income tax instruments, and the use of more generous capital allowances where they may induce strong investment responses.

This OECD Guide takes stock of the current advice, guidelines, and good practices for assessing the impact of global events. Global events (including culture, sports and business events) can have a significant impact on local development. Yet measuring this impact in a consistent, reliable and comprehensive way can be challenging. This Guide provides an overview of approaches to impact assessment, discusses the issues, challenges and considerations to be made in conducting impact evaluations, and offers a set of actions which event hosts can take to improve impact assessments. In doing so, the Guide supports the OECD Recommendation on Global Events and Local Development, which helps countries and future hosts bring greater local benefits and legacies from global events. This Guide can be read alongside "Impact indicators for culture, sports and business events: A guide, Part II".

Creative thinking matters. It is consistently ranked among the top skills employers value and, when students think creatively, their motivation to learn increases and their learning becomes deeper and more transferable. As more education systems formally recognise the key role that education can play in nurturing creative thinking skills, the question is: what policies are needed to ensure that, systematically, all young people have the opportunity to develop these skills as part of their formal education? To what extent are education systems supporting their students and teachers in promoting the kinds of learning environments where creative thinking can flourish? This brief addresses these questions by reporting and analysing responses to an online policy survey from 90 national and sub-national education jurisdictions participating in PISA 2022.

The housing sector is one of the main sources of CO2 emissions in OECD countries, accounting for over a quarter of the total. Robust and rapid action is required to reach the net zero emission target by 2050. Decarbonising housing involves halting the use of fossil fuels in homes, ensuring that electricity is generated from carbon-free sources, using high-energy-efficiency appliances and heating systems, ensuring effective insulation and encouraging behavioural changes. This paper discusses which policy instruments can prompt this transformation of the housing sector, ranging from carbon pricing through energy labelling requirements to green housing finance.

Overall, the health of the Irish population has improved substantially during recent decades and is quite good compared with other OECD countries. However, spending is elevated, partly reflecting a system that is strongly based on hospitals. Population ageing is exacerbating spending pressures. In addition, the health sector is dealing with past underspending, particularly in capital outlays in the years following the global financial crisis, that have constrained service delivery, contributing to substantial waiting lists and heavy pressure on staff. The government has initiated wide-ranging reforms, termed Sláintecare, with the aim of broadening the coverage of universal care, decentralising provision and enhancing the integration of primary, community and hospital care. The reforms are complicated, reflecting a healthcare system that is complex and at times opaque. This is particularly the case with the interaction of the public and private parts of the system in which private patients enjoy easier access to care, leading to concerns about a two-tier healthcare system. The creation of new regional health areas is set to support more decentralised decision-making, but information systems to track spending and reform implementation need an overhaul. The COVID-19 pandemic has diverted policy-making attention just as the reforms got underway, but stepping up the efforts to address legacy issues and move forward on the reforms is now key to meet the coming challenges while using resources effectively.

The automotive sector is important across OECD countries in terms of value-added and R&D, but is also heavily affected by the green and the digital transformations. This paper offers a novel and holistic view of the automotive sector and its surrounding ecosystem based on a combination of Inter-Country Input-Output (ICIO) tables, patent data, mergers and acquisitions (M&A) transactions, cross-country micro-distributed data and firm-level balance sheet data. It identifies the boundaries of this industrial ecosystem including connected sectors (e.g. upstream and downstream) as well as knowledge and technology providers (e.g. universities or the digital industry). The paper documents emerging trends at the geographical and technological levels and provides a comprehensive assessment of the ecosystem’s changing microstructure, with a growing role of young and digital-intensive companies. Finally, it provides recommendations for effective public policies to support the automotive ecosystem, with a focus on innovation, competition and the growth of young firms.

Mass lay-offs from firms and plant restructuring occur regularly and can have potentially large consequences on places and communities. Policy makers may consider supporting firms, in order to prevent mass lay-offs but at the risk of interfering with economic dynamism, or targeting affected workers, to help them transition to new employment. Which strategy (firms versus workers) is the most appropriate and under which circumstances can be informed by better understanding the nature of the economic impact from mass lay-offs. This paper estimates the impact of mass lay-offs between 2008-18 across small regions (TL3) in Europe on regional employment and productivity. It finds there are persistent negative employment effects of mass lay-offs, and rural regions are more negatively affected on average. In part because of differences in the nature of the firm in the region, its relationship with nearby suppliers and clients, and the broader economic context of the region, productivity effects can be both positive and negative over the longer term.

Governments vary greatly in the way they decide the level of funding for public primary schools, although typically it involves using a combination of rule-based and discretionary criteria. They also tend to place restrictions on how funding is used by earmarking it for particular categories of expenditure. This practice is not universal, however, and schools in some OECD countries have considerable autonomy in how they allocate their resources even if they have little influence over how much they receive.

Using micro-data from the OECD Survey of Adult Skills (PIAAC), this paper seeks to answer how age, gender and childbirth are reflected in literacy proficiency, employment prospects and pay, and to which extent labour market outcomes are determined by these demographic profiles rather than education, skills and experience. It finds that literacy skills and tertiary education, objective measures of skills, which are highly correlated with employment and productivity in most OECD countries, do not significantly affect the likelihood of employment in Korea. Work experience and educational level are highly correlated with pay. Age, gender and parenthood are strongly correlated with both pay and employment. The weak link between objective skills and labour market outcomes points to a misallocation of human capital and likely a substantial loss of productivity.

AI and emerging technologies offer tremendous opportunities for well-being, productivity, growth and solving pressing societal challenges. However, they also pose risks to human rights, fairness and human agency, among others. Many countries recognise the need to develop forward-looking policies and adapt governance frameworks to keep pace with these developments and to leverage technological benefits while mitigating risks. This paper builds on the OECD’s extensive work on AI, data governance and connectivity to support policy makers in this process. It highlights the importance of co-operating internationally to ensure that emerging technologies are trustworthy and calls for building a common understanding of AI and emerging technologies, sharing good practices and creating the evidence base to inform policy design, implementation and evaluation.

Russia’s war of aggression against Ukraine is demonstrating the new role of commercial space systems in crisis management. The improved availability of commercial satellite data and signals is contributing to the quality and resilience of government systems, with telecommunications and follow-ups of military actions and impacts on the ground for civilians. But the war has also revealed vulnerabilities of space infrastructure and in global supply chains. It also unleashed a series of new threats, notably unanticipated third-party uses of satellite data and disruptions of civilian telecommunications. Furthermore, the current geopolitical situation raises questions about the future of international co-operation in space activities, at a time when it is urgently needed to collectively manage the use of orbital resources. This policy note includes OECD recommendations for policy responses to improve the resilience of space infrastructure, manage access to and use of data and signals and ensure long-term sustainability of space activities.

This paper analyses the budgetary and health governance responses to the COVID-19 pandemic in Latin American and Caribbean (LAC) countries during 2020 and 2021 to identify good practices which could support countries improve the resilience of their health financing systems for future crises.
