The Competitive Neutrality Toolkit provides a set of good practices, based on examples from international experience, to support public officials in identifying and reducing distortions to competition due to state intervention. It supports the implementation of the principles set out in the OECD Recommendation on Competitive Neutrality to promote a level playing field, and covers the Recommendation’s main themes: competition law and enforcement, regulatory environment, public procurement, state support, and public service obligations.

The Civic Space Review of Portugal provides an in-depth analysis of the national legal frameworks, policies, institutions, and practices relevant to civic space protection, with an emphasis on harnessing user input to facilitate people-centred public service reforms. The Review assesses three key areas: 1) protecting the civic freedoms and information environment that create the conditions for public service reforms; 2) strengthening stakeholder and citizen participation in the process; and 3) moving towards more inclusive, accessible and people-centred public service design and delivery. The two case studies and concrete recommendations in the review offer a tangible path towards more inclusive, participatory public services that place citizens at their core.

The Civic Space Review of Romania provides an in-depth analysis of national legal frameworks, policies, institutions, and practices relevant to civic space protection. It reviews strengths and areas for improvement, and providing guidance on a wide range of issues. The Review assesses four key dimensions of civic space: civic freedoms, media freedoms and online civic space, the enabling environment for civil society organisations, and citizen participation in policy and decision making. The findings and recommendations offer a blueprint for a more transparent, responsive, participatory, and accountable governance in Romania that informs and engages citizens and empowers stakeholders to achieve shared objectives together.

Desde la lucha contra el COVID-19 y el cambio climático hasta la lucha contra la corrupción y la evasión fiscal, las organizaciones internacionales (OI) desempeñan un papel fundamental para ayudar a los países a encontrar soluciones a problemas comunes. Pero para que las OI brinden un apoyo óptimo a los países y sus poblaciones, sus instrumentos internacionales deben ser inclusivos, comprensibles y tener un impacto tangible. Este Compendio de Prácticas de Organizaciones Internacionales reúne las experiencias de alrededor de 50 OI con diferentes mandatos, miembros y marcos institucionales para obtener lecciones para la elaboración de normas internacionales. El Compendio examina la diversidad de instrumentos en el ecosistema normativo internacional; describe tendencias y desafíos; y analiza cómo fortalecer la implementación y evaluación de los instrumentos internacionales, garantizar la participación eficiente de las partes interesadas y maximizar las oportunidades de coordinación entre las OI. Asian corporations and their ability to access financing deserve special attention due to their importance in global markets, their integration into regional and global supply chains, and their ownership structures. This report covers some of the long-term trends observed in the listed corporate sector and capital markets in Asia. It also looks at how Asian companies used market-based financing during the COVID-19 pandemic, and the main fiscal and regulatory measures Asian authorities took to support the corporate sector’s access to finance during this period.

The OECD Centre of Government Review of Brazil offers key recommendations on consolidating the strategic role of the country’s centre of government (CoG) in managing policy priorities and improving outcomes. The review examines the CoG’s roles, mandates, and its co-ordination capacities. It provides an assessment of Brazil’s ability to translate political commitments into measurable objectives and delves into its capacity to link strategic plans to outcomes. Focusing on the capacities of the CoG to contribute to the budget strategy and the federal budget, it considers medium- and long-term plans and how these align with the budgetary framework and how the budget can support policies in a coherent manner. The review also examines the CoG’s role in monitoring and evaluating high-priority policy performance and how this information can be used to improve outcomes. Finally, the review assesses how Brazil can consolidate and reinforce public communication, both to pursue policy objectives and to promote a more open government.

This report provides an overview of the main trends and issues related to the implications of climate change for corporate governance. It focuses on economic, legal and accounting issues related to shareholder rights, corporate disclosure and the responsibilities of company boards. Importantly, this report informs the ongoing review of the G20/OECD Principles of Corporate Governance which help policy makers evaluate and improve the legal, regulatory and institutional framework for corporate governance.

The OECD Recommendation on Children in the Digital Environment provides guidance for governments and other stakeholders on putting in place policies and procedures to empower and protect children in the digital environment. The Recommendation was developed in recognition that the digital environment is a fundamental part of children’s daily lives, and that strong policy frameworks are needed to both protect children from any potential harm, and to help them realise the opportunities that it can bring.

This companion document aims to assist governments and other stakeholders in implementing the Recommendation. It expands upon the context in which the Recommendation was developed, and considers in detail specific aspects of the Recommendation, in particular different stakeholders and their roles (e.g. parents, governments, digital service providers) as well as key underlying concepts such as children’s privacy, digital literacy and child safety by design.

Este informe presenta los resultados de un ejercicio comparado realizado por la OCDE de posibles provisiones constitucionales que refleja experiencias de los países miembros de la OCDE. Los ámbitos tratados incluyen los derechos económicos y sociales, el sistema de gobierno, la gobernanza multinivel, la revisión constitucional, la gobernanza fiscal y el papel y funcionamiento de los bancos centrales.

Chile has embarked on an ambitious path towards a new constitution. For all countries, drafting a new constitution or amending an existing one is a stimulating challenge, but also a demanding process from both a political and technical standpoint. This report presents the results of a benchmarking exercise conducted by the OECD of possible constitutional provisions, reflecting the experiences of OECD member countries. The components covered include economic and social rights, the system of government, multi-level governance, constitutional review, fiscal governance and the role and functioning of central banks.

The pace and scope of innovation are challenging the way governments regulate. Existing regulatory frameworks might not be agile enough to accommodate the fast pace of technological development and, as a consequence, rules might become outdated. Beyond this pacing problem, technological innovation also blurs the traditional definition of markets, challenges enforcement and transcends administrative boundaries domestically and internationally.

This report, which results from a joint project between the OECD and the Korea Development Institute, presents a set of case studies illustrating the different regulatory challenges raised by emerging technologies and the diversity of regulatory responses used to address them. The case studies cover data-driven business models, digital innovation in finance, smart contracts relying on distributed ledger technologies, digital technologies for smart logistics, and the sharing economy.

Public communication is an essential part of government policy and an important contributor to transparency, integrity, accountability and stakeholder participation. This Citizens’ Voice in Jordan Report provides an analysis of internal and external communications processes, examining progress achieved to date and remaining challenges. It provides recommendations for the Government of Jordan for making a strategic use of public communication and strengthening the media ecosystem in the interest of promoting a more open government.

Public communication is an essential element of government policy and crucial for transparency, integrity, accountability and stakeholder participation. This OECD Review analyses public communication in Lebanon, by reviewing the relevant governance structures and procedures across the public administration, along with the prevailing use of core competencies for this function and their application to support transparency and stakeholder participation in public life. The recommendations in this report highlight important opportunities to shift towards a more strategic approach to public communication that can better serve policy goals and help respond to citizens’ needs and expectations.

In the wake of the COVID-19 pandemic, governments face both old and new fraud risks, some at unprecedented levels, linked to spending on relief and recovery. Public grant programmes are a high-risk area, where any fraud ultimately diverts taxpayers’ money away from essential support for individuals and businesses. This report identifies how Spain’s General Comptroller of the State Administration (Intervención General de la Administración del Estado, IGAE) could better identify and control for grant fraud risks. It demonstrates how innovative machine learning techniques can support the IGAE in enhancing its assessment of fraud risks in grant data. It presents a working risk model, developed with datasets at the IGAE’s disposal, and maps datasets it could use in the future. The report also considers the preconditions for advanced analytics and risk assessments, including ways for the IGAE to improve its data governance and data management.

COVID-19 and Well-being: Life in the Pandemic explores the immediate implications of the pandemic for people’s lives and livelihoods in OECD countries. The report charts the course of well-being – from jobs and incomes through to social connections, health, work-life balance, safety and more – using data collected during the first 12-15 months of the pandemic. It also takes stock of what has happened to human, economic, social and natural capital that, beyond their effects on people’s lives today, shape living conditions for years to come. It shows how COVID-19 has had far-reaching consequences for how we live, work and connect with one another, and how experiences of the pandemic varied widely, depending on whether and where people work, their gender, age, race and ethnicity, education and income levels. The report also examines the role that well-being evidence can play in supporting governments’ pandemic recovery efforts. It argues that a well-being lens can prompt policy-makers to refocus on the outcomes that matter the most to people, to redesign policy content from a more multidimensional perspective, to realign policy practice across government silos, and to reconnect people with the public institutions that serve them.

From combating COVID-19 and climate change to tackling corruption and tax evasion, international organisations (IOs) play a critical role in helping countries find solutions to common problems. But for IOs to deliver optimal support to countries and their populations, the international instruments they develop need to be inclusive, well understood and have a tangible impact. This Compendium of International Organisation’s Practices gathers the experiences of some 50 IOs with different mandates, members and institutional frameworks to draw lessons for international rulemaking. It examines the diversity of instruments in the international rulemaking ecosystem; describes trends and challenges; and discusses how to strengthen the implementation and evaluation of international instruments, ensure efficient stakeholder engagement, and maximise opportunities for co-ordination across IOs.

The IO Compendium is designed to serve not only all national and international policy practitioners, but also civil society actors, academic experts, private actors, and citizens who seek to understand, benefit from and possibly contribute to the international rulemaking process.

Thanks to tremendous renewable energy and energy efficiency potential and a stable, dynamic economy, Indonesia has become a coveted destination for investors in the clean energy sector. Clean energy investment, however, remains far below the level needed to realise Indonesia’s ambitious clean energy and sustainable finance goals. Instead, investment in fossil fuels continues to dominate.

This first Clean Energy Finance and Investment Policy Review of Indonesia supports efforts to reverse these trends and achieve a clean energy transition. The report provides a comprehensive overview of the current policy framework, highlighting progress and identifying untapped opportunities for strengthening policy interventions that can help scale up clean energy finance and investment. It also provides a number of tailored recommendations for the Government of Indonesia and development partners. The Review was undertaken within the OECD Clean Energy Finance and Investment Mobilisation (CEFIM) Programme, which supports governments in emerging economies to unlock finance and investment in clean energy.
