Better understanding multi-level governance frameworks and the scale of subnational government fiscal space can help countries cope with the different crisis and shocks, including the COVID-19 pandemic and Russia's aggression against Ukraine, but also address megatrends and persistent and long-standing spatial disparities. Increasing the knowledge on multi-level governance and subnational finance is also key to implement and monitor the Sustainable Development Goals.

After two previous editions in 2016 and 2019, the OECD-UCLG World Observatory on Subnational Government Finance and Investment (SNG-WOFI) has become the largest international knowledge repository on subnational government structure and finance ever produced. It provides reliable and comparable information on multi-level governance frameworks, decentralisation and territorial reforms, subnational government responsibilities, fiscal decentralisation, and covers dozens of indicators on subnational expenditure, investment, revenue and debt.

The 2022 synthesis report presents internationally comparable data and analysis for 135 countries and provides insights into ways to strengthen the resilience of subnational public finance. It also offers a specific focus on the impact of the pandemic on subnational governments, the territorial dimension of recovery plans, property taxation systems, innovative subnational budgeting practices, subnational public-private partnerships, and a special chapter dedicated to 31 Least Developed Countries.

The past decade has seen increasing international recognition of civic space as a cornerstone of functioning democracies, alongside efforts to promote and protect it. Countries that foster civic space are better placed to reap the many benefits of higher levels of citizen engagement, strengthened transparency and accountability, and empowered citizens and civil society. In the longer term, a vibrant civic space can help to improve government effectiveness and responsiveness, contribute to more citizen-centred policies, and boost social cohesion. This first OECD comparative report on civic space offers a baseline of data from 33 OECD Members and 19 non-Members and a nuanced overview of the different dimensions of civic space, with a focus on civic freedoms, media freedoms, civic space in the digital age, and the enabling environment for civil society. It provides an exhaustive review of legal frameworks, policies, strategies, and institutional arrangements, in addition to implementation gaps, trends and good practices. The analysis is complemented by a review of international standards and guidance, in addition to data and analysis from civil society and other stakeholders.

The Dominican Republic has made strides on many socioeconomic fronts over the years. The country has been one of the leading economies in Latin America and the Caribbean in terms of GDP growth, reaching upper middle-income status in 2011. However, progress on the different dimensions of well-being has been insufficient. In particular, socioeconomic and territorial disparities are still important, and public institutions remain insufficiently solid. For the Dominican Republic to embark on a more prosperous development path, three critical dimensions must be tackled. First, providing quality jobs for all, with particular emphasis on boosting formalisation and productive transformation. Second, mobilising more public and private finance for development, with more progressive and effective taxation systems, more efficient public expenditure and deeper capital markets. Third, accelerating digital transformation to boost productivity, enhance inclusion and support job creation.

Russia’s war against Ukraine and the international sanctions introduced against the former have had an unexpectedly mild impact on Central Asia, despite the region’s deep economic dependence on its northern neighbour. Notwithstanding high inflation, the five Central Asian states – Kazakhstan, Kyrgyzstan, Mongolia, Tajikistan and Uzbekistan – have so far shown surprising resilience to the economic headwinds: remittances registered record-high figures in the first half of 2022, national currencies quickly rebounded to pre-war levels after an initial drop, and an influx of skilled workers boosted demand for services and hospitality. However, as the medium-term effects of the sanctions against Russia, the global cost-of-living crisis, and China’s economic slowdown start to unfold, Central Asia is faced with lingering uncertainty. This publication provides an assessment of the short-term effects of Russia’s war on Central Asian economies and the policy responses provided. It also analyses the challenges ahead and formulates policy recommendations to make Central Asian economies more resilient and diversified.

This report reviews evidence that overshooting 1.5°C may push the earth over several tipping points, leading to irreversible and severe changes in the climate system. If triggered, tipping point impacts will rapidly cascade through socio-economic and ecological systems, leading to severe effects on human and natural systems and imposing important challenges for human adaptation. Of particular concern are the likely collapse of the West Antarctic and Greenland ice sheets and the abrupt melting of permafrost grounds in the Arctic, which would result in additional sea-level rise and greenhouse gas releases, leading to more warming.

Based on the most recent science and consultations with renowned experts, Climate Tipping Points: Insights for Effective Policy Action argues that it is no longer appropriate to consider the risk of crossing tipping points as low-probability. Overshooting 1.5°C may likely lead to irreversible and severe impacts, which must be avoided, heightening the urgency to drastically reduce emissions within this decade. The report calls for a shift in how tipping points are treated in climate policy today and provides recommendations on how climate risk management strategies can better reflect the risks of tipping points in the areas of mitigation, adaptation and technological innovation.

Nearly three years after the outbreak of the COVID-19 pandemic, a succession of mutually reinforcing crises and a challenging global context are putting the multilateral development system under pressure. Multilateral development finance is stretched across an ever expanding list of priorities, ranging from humanitarian crisis response to the provision of global and regional public goods. The urgent nature of these crises requires renewed efforts to strengthen the financial capacity of the multilateral development system but should not divert attention from other parts of the reform agenda, such as the need to reduce the fragmentation of the multilateral architecture.

This third edition of the Multilateral Development Finance report presents recent trends in multilateral development finance in order to inform decisions by the members of the OECD Development Assistance Committee (DAC) on their strategic engagement with multilateral organisations. It presents an overview of challenges and ongoing reform efforts, and examines the evolution of financial flows to, and from, multilateral organisations. The report is supplemented by online statistics on DAC members’ multilateral contributions, available in the Development Co-operation Profiles.

Rural regions in Colombia have untapped potential to boost wealth and well-being in the country. Despite remarkable economic growth over the last two decades, Colombia’s development policy needs to increase its focus on rurality, as regional inequalities remain high by OECD standards and structural challenges still prevent greater development in rural places. This report assesses trends, challenges and opportunities of rural Colombia and examines the country’s rural development policy. It offers recommendations to mobilise rural assets and improve rural well-being with a focus on: strengthening multi-government coordination and policy implementation; enhancing transport and broadband connectivity as well as accessibility to quality education and health and; improving land use management in rural Colombia.

Cette Feuille de route constitue un suivi du rapport au G20 de 2021 sur les pays en développement et le Cadre inclusif de l’OCDE et du G20 sur l’érosion de la base d’imposition et le transfert de bénéfices (BEPS). Elle tient compte des progrès réalisés depuis 2021 et établit les principales priorités. Le rapport présente également une feuille de route permettant d’orienter les initiatives prises par les membres du G20 intéressés et d’autres parties prenantes, afin d’aider les pays en développement à optimiser les bénéfices d’un engagement multilatéral en matière de fiscalité internationale, et de capitaliser sur les avancées réalisées en termes de politique et d’administration fiscales visant à soutenir la réalisation des Objectifs de développement durable.

يمثّل الشباب (12-30 عاما) أكثر من ثلث مجموع السكان في الأردن، مع نسبة تصل إلى 36%. تعتبر الحوكمة العامة ضرورية لدعم انتقال الشباب إلى العيش المستقل وتوفير الفرص لمشاركتهم في الحياة الاقتصادية والاجتماعية والعامة. ضربت جائحة كوفيد-19 الشباب في الأردن بشكل قوي، مؤكّدة بذلك على أهمية وصول الشباب إلى خدمات عامة عالية الجودة وفرص للمشاركة في عمليات صنع القرار.

يورد هذا التقرير تحليلا للترتيبات الخاصة بالحوكمة التي وضعتها حكومة الأردن لتحقيق نتائج سياساتية مراعية للشباب، مركّزا على خمسة مجالات: 1) الاستراتيجية الوطنية للشباب في الأردن للأعوام 2019-2025، 2) القدرات المؤسسية لوزارة الشباب، 3) أدوات الحوكمة لإدراج الاعتبارات الخاصة بالشباب في عملية وضع السياسات وتقديم الخدمات، 4) مشاركة الشباب وتمثيلهم في الحياة العامة، 5) الأطر القانونية المراعية للشباب.

The consequences of climate change in developing countries are worsening fast: many ecosystems will shortly reach points of irreversible damage, and socio-economic costs will continue to rise. To alleviate the future impacts on populations and economies, policy makers are looking for the spaces where they can make the greatest difference. This report argues that intermediary cities in developing countries are such spaces. Indeed, in the context of fast population growth and urbanisation, these small and medium-sized cities silently play an essential role in the rapid transformation of human settlements, not least by supporting the massive flows of population, goods and services between rural and metropolitan areas. Most of those intermediary cities are still growing: now is therefore the time to influence their dynamics, and thereby the entire design of urbanisation in those regions, in ways that limit the exposure of urban dwellers to climate shocks and avoid carbon lock-in. To that end, based on fresh evidence and policy analysis on the challenges faced by these agglomerations in the context of climate change, the report makes the case for new development approaches to avoid the unsustainable paths followed by too many cities in the recent past.

How can fossil fuel producers and mineral-rich developing countries design realistic, just and cost-effective low-carbon transition pathways? Taking into account the heterogeneity of low-carbon trajectories, the Equitable Framework and Finance for Extractive-based Countries in Transition (EFFECT) provides options for policy makers, industry and finance institutions in search of the answers. The report aims to help them seize the transformational opportunities linked to sustainable, low-carbon growth. It identifies ways of mitigating the transition’s impacts on fossil fuel industries, workers and poor households, and of preventing the risks of high-carbon lock-in and stranded assets. Recognising the shared responsibility of consuming and producing countries in reducing fossil fuel production and use, EFFECT advocates for transformative partnerships for technology transfer, green finance and capacity building. Ultimately, it supports an equitable sharing of the transition’s benefits and costs, both across and within countries.

This annual publication compiles comparable tax revenue and non-tax revenue statistics for 31 countries in Africa: Botswana, Burkina Faso, Cabo Verde, Cameroon, Chad, Republic of the Congo, Democratic Republic of the Congo, Côte d’Ivoire, Egypt, Equatorial Guinea, Eswatini, Ghana, Kenya, Lesotho, Madagascar, Malawi, Mali, Mauritania, Mauritius, Morocco, Namibia, Niger, Nigeria, Rwanda, Senegal, Seychelles, Sierra Leone South Africa, Togo, Tunisia and Uganda. The report extends the well-established methodology on the classification of public revenues set out in the OECD Interpretative Guide to African countries, thereby enabling comparison of tax levels and tax structures not only across the continent, but also with the OECD, Latin America and the Caribbean, and Asia and the Pacific. Data on African countries presented in this publication are also included in the OECD’s Global Revenue Statistics database, which is a fundamental reference for analysis of domestic resource mobilisation. This edition includes a special feature on taxation of the informal sector in Africa. The publication is jointly undertaken by the OECD Centre for Tax Policy and Administration, the OECD Development Centre, the African Union Commission and the African Tax Administration Forum, with the financial support of the European Union.

SPECIAL FEATURE: EFFICIENT TAXATION OF THE INFORMAL SECTOR IN AFRICA

Ces examens visent à améliorer la qualité et l’efficacité de leur coopération pour le développement, en mettant en évidence les bonnes pratiques et en recommandant des améliorations. Les États-Unis ont endossé un rôle de chef de file en apportant des contributions d’APD substantielles en réaction aux crises multiples. L’aide extérieure est programmée et acheminée par 21 organismes publics américains. USAID intègre systématiquement la collaboration, l’apprentissage et l’adaptation dans les cycles de ses programmes, et elle s’attache à améliorer la diversité, l’équité et l’inclusion en se faisant le champion des approches pilotées à l’échelon local. Cet examen par les pairs formule, à l’intention des États-Unis, un ensemble de recommandations visant à atténuer les répercussions négatives transnationales de leurs politiques publiques, à encourager des dotations budgétaires plus flexibles concordant avec les besoins, à adopter une approche plus claire vis-à-vis des partenariats multilatéraux, et à doter leur institution de financement du développement des moyens qui lui permettront de mener à bien sa mission. The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. The United States has led with substantial ODA contributions in response to multiple crises. Twenty-one US government agencies programme and deliver foreign assistance. USAID systematically incorporates collaboration, learning and adapting in its programme cycle and works to increase diversity, equity and inclusion by championing locally-led approaches. This peer review provides a set of recommendations for the United States to mitigate negative transboundary effects of its policies, promote more flexible budget appropriations in line with needs, equip its development finance institution to deliver and adopt a clearer approach to multilateral partnerships. It recommends that the United States puts development effectiveness at the heart of localisation, reinforce human resources, and consider conflict prevention in all country programmes.

Successive crises including COVID-19, Russia’s war of aggression against Ukraine and the climate emergency are exacerbating inequalities between and within countries and stifling progress to achieve the Sustainable Development Goals (SDGs) and the Paris Agreement. While developed countries deployed historic stimulus packages to build back better, developing countries lacked fiscal and monetary buffers to respond. Countries with the fewest resources face challenging trade-offs between short-term rescue and long-term financing for a sustainable recovery. The SDG financing gap in developing countries grew due to a drop in available resources called upon in the Addis Ababa Action Agenda coupled with rising financing needs. Official Development Assistance (ODA), or aid, played an important role to help narrow the gap, but could not do so on its own. Global crises open a window of opportunity for SDG alignment of broader resources to narrow the gap. Growing trillions in developed countries aim to reduce risks, including environmental, social, and governance (ESG) criteria. However, resources are not reaching the countries most in need. Urgent action is needed to remove bottlenecks for a more equitable and needs-based allocation of sustainable finance.

Close to the halfway point of the Sustainable Development Goals, a significant data gap threatens to leave the poorest and most vulnerable behind. The PARIS21 Partner Report on Support to Statistics 2022 raises the alert on shortfalls in funding to data and statistics that have grown larger in 2020 – only partly due to the COVID-19 pandemic. Amidst a worsening picture for global development and a rise in complex global threats, leaders need to reaffirm their commitments to data and statistics as a core component of effective and impactful policy making.

The PARIS21 Partner Report on Support to Statistics, PARIS21's flagship report, is the most comprehensive annual analysis of donor financial flows to data and statistics. This 2022 edition reveals for the first time the impact that the COVID-19 crisis has had on support for statistics, as well as advocating for a renewed focus on data and statistics in order to navigate through future crises.

The report discusses the potential impact of COVID-19 on productivity and examines the role of Multifactor Productivity (MFP) as a major driver of economic growth and changes in living standards. It then identifies the most important factors influencing MFP growth and describes the most important challenges affecting the measurement of each of these factors as well as the estimation of their impact on MFP. The report provides key recommendations to improve the reliability and interpretation of the empirical evidence for economic analysis.

La question de la confiance entre les entreprises multinationales (EMN) et les administrations fiscales est un élément essentiel du système fiscal, mais relativement peu étudiée. S'appuyant sur des recherches antérieures de l'OCDE sur le civisme fiscal, qui mesurent les perceptions et les attitudes des contribuables à l'égard du paiement des impôts et de la fraude fiscale, ce rapport présente de nouvelles données sur la façon dont les administrations fiscales perçoivent le comportement des EMN en matière de conformité fiscale.
