Construction work is about to begin on a new “intelligent” primary school for 300 students (later to be expanded for 600) in the Municipality of Solaro in the province of Milan. This is the fi rst primary school building in Italy designed according to the principles of the “intelligent school” as defi ned by the Centre for Educational Innovation and Experimentation of Milan (CISEM). The building received the 2006 EUROSOLAR Prize.

The paper is the first in a series of two papers mapping young people’s environmental sustainability competence in EU and OECD countries that were prepared as background for the forthcoming OECD Skills Outlook 2023 publication. The papers are the results of a collaboration between the OECD Centre for Skills and the European Commission - Joint Research Centre (Unit B4) on students’ environmental sustainability competence. The second paper is titled: ‘The environmental sustainability competence toolbox: From leaving a better planet to our children to leaving better children for our planet’.

This report focuses on the local level integration of migrants in Rome, and provides information on the national framework for integration in Italy. While the study assumes that local authorities are at the forefront of migrant integration – providing information and essential services, ensuring access to education and the labour market, overcoming the barriers for full inclusion in the host society, and managing conflicts – local authorities are not alone. This report stresses the importance of multi-level governance of migrant integration, highlighting the key role of third sector enterprises, NGOs, business, faith-based organisations and unions. It identifies and shares selected local actions and governance practices to manage the short- and long-term effects of migration flows, and provides an international comparative of practices implemented by other EU cities, highlighting the most effective measures and lessons learned.

Public officials are most likely to detect wrongdoing in the workplace, such as fraud, misconduct or corruption. However, experience shows that when a so-called whistleblower reports such cases they may suffer various forms of retaliation. The protection of whistleblowers is therefore an integral tool in an integrity framework to prevent and combat corruption. In Italy, until the adoption of the new Anti-Corruption Law, no legal protection was provided to whistleblowers. In line with the G20 Guiding Principles for Whistleblower Protection Legislation developed by the OECD, this chapter analyses the relevant provisions in the new Anti-Corruption Law. It also provides a gap analysis assessment and mitigation strategy to ensure the effective protection of whistleblowers in Italy.

This policy brief was developed by the Secretariat of the OECD Network of Economic Regulators (NER) and is based on examples of practice submitted by members of the NER. It reviews emergency measures taken by economic regulators during the COVID-19 pandemic to ensure continuity of services in network sectors, as well as to adjust regulatory practices and adapt governance arrangements. It identifies long-term questions and implications of the crisis with regard to market structure, infrastructure investment and the role of regulators.

Governments around the world have adopted unprecedented policies to deal with COVID-19. This paper zooms in on business shutdowns and investigates their effectiveness in reducing mortality. We leverage highly granular death registry data for almost 5,000 Italian municipalities in a diff-in-diff approach that allows us to mitigate endogeneity concerns credibly. Our results, which are robust to controlling for a host of co-factors, offer strong evidence that business shutdowns are very effective in reducing mortality. We calculate that the death toll from the first wave of COVID-19 in Italy may have been about twice as high in their absence. Our findings also highlight that timeliness is key – by acting one week earlier, the death toll may have been reduced by up to an additional 25%. Finally, shutdowns should be targeted. Closing service activities with a high degree of interpersonal contact saves the most lives. Shutting down production activities – while substantially reducing mobility – only has mild effects on mortality.

This study presents the direct, economic effects of counterfeiting on Italian consumers, the Italian retail and manufacturing industry, and the Italian government. The findings of this study should assist public and private decision-makers in formulating effective, cohesive, and evidence-based responses to this risk. In addition, the methodology developed for this report could be re-used to determine the scale of harm caused by counterfeiting on the Italian economy on a regular basis.

The present paper presents methodologies to forecast and conduct policy analysis for three well-being indicators with the goal of informing the Italian government’s budget planning process. For each of the three indicators (healthy life expectancy, overweight and obesity, and early school leaving), a model is developed that allows projecting future trends under a status quo scenario and that allows estimating the impact of policy and budget levers on future outcomes. The micro-economic models for being in good health have a moderate explanatory power with an R2 ranging between 0.2 and 0.3. The strongest predictors of good health are by far the prevalence of chronic diseases, followed by low mental health, sport practice and diet. Overall, the combined changes in inputs yield an improvement in the share of people declaring being in good health by 2.7 ppt, from a baseline of 62% among people older than 18. The micro-economic model for being in excess weight has lower explanatory power (R2 between 0.05 and 0.15). As a result, the combined changes in inputs yield a relatively small decrease by 0.5 ppt starting from a baseline of 47.6% of the population. The most important predictors are those associated with a healthy diet. Finally, the cross-region macro-economic model of early school leaving has high explanatory power (R2 above 0.90) and highlights a wide range of ‘push and pull’ factors. The combination of benchmark inputs yields a decrease in the rate of early leavers by 1.8 ppt, starting from a baseline of 13.1%. Overall, these results highlight the large scope for policy intervention to improve well-being outcomes, as well as the multiplicity of policy levers.

The Italian financial system managed to cope with the “first round” of the crisis better than most of its European peers, and banks have suffered mostly on the funding side, due to the strong tensions affecting interbank markets. Banking supervision rules and practice played an important role in ensuring Italian banks took a relatively prudent attitude as did some specific features of the economy, such as the comparatively smaller size of firms and the low debt of households. However, some of these same features that helped to shield Italian banks from the first round of the crisis may expose them to the consequences of the recession. Italian authorities and the European Central Bank provided a prompt response to ensure the banking system had sufficient liquidity, and tensions in interbank markets eased significantly in recent months. A bank recapitalization scheme, though less urgent than in other countries, has been set up relatively late, and carries conditions that may have important limitations.

Traditionally, pay analysis in the public sector has been based on cross section data, such as average or median wages. This study differs in that micro longitudinal data are used to explain and compare pay determination in the French and Italian civil services. Based on examples, the report presents different readings obtained from aggregate data and individual longitudinal data. It focuses on the weight of various components of human capital -- gender, age, year of birth, seniority, educational level -- on trends in civil servants' pay throughout working life. This type of analysis sheds new light in the area of human resource management in the civil service and, in particular, may be seen as a key tool for analysing gender pay discrimination.

The construction sector is pivotal for Italy’s transition to a circular economy, mainly due to its demand for raw materials and the substantial levels of waste generation. Virgin material taxes have been used by some countries to lower virgin material demand, promote a more efficient use of resources as well as accelerate a shift to secondary and other recovered materials.This chapter offers practical guidance for the possible introduction of virgin material taxation on construction aggregates in Italy. It provides key data and considerations for instrument design and implementation, including information on current trends in mineral extraction in Italy, various options for defining the tax, and an evaluation of the associated economic and environmental implications. The chapter concludes with policy recommendations on the definition of a national legislative framework on extractive activities and considerations for creating an effective policy mix.
