Overall, the German economy is performing very well. Still, many citizens feel they do not sufficiently benefit from Germany’s good economic performance, as evidenced by the outcomes of the recent election. They perceive that their well-being is compromised by technological change, foreign competition and the arrival of migrants. Germany’s new government will have to tackle these issues by making growth not only stronger, but also fairer and greener. This report identifies key policy reforms to help the country achieve this goal, to foster productivity gains, boost public investment and ensuring that everybody can benefit from Germany’s strong economy and that no one is left behind. The German government needs the right labour, education and tax policies to foster access to quality jobs for everyone, including women, youth, the elderly and immigrants, while meeting the country’s climate objectives. The OECD is proud of its long-standing policy dialogue with Germany and looks forward to supporting the new government. Together, let us design, promote and implement better policies for better lives in Germany and worldwide.

This can lead to persistent skill shortages and mismatch which are costly for individuals, firms and society in terms of lost wages and lower productivity and growth. These costs can be reduced through better assessment and anticipation of changing skill needs and by improving the responsiveness of skills development to these changes.
This report identifies effective strategies for improving labour market information on skill needs and ensuring that this information is used effectively to develop the right skills. It provides a comparative assessment of practices across 29 countries in the following areas: i) the collection of information on existing and future skill needs; ii) the use of this information to guide skill development policies in the areas of labour, education and migration; and iii) governance arrangements to ensure good co-ordination among the key stakeholders in the collection and use of skill needs information.

The costs of persistent misalignment between the supply and demand for skills are substantial, ranging from lost wages for workers to lower productivity for firms and countries. Addressing skills imbalances has become a pressing priority as OECD governments reflect on the implications of technological progress, digitalisation, demographic change and globalisation for jobs and work organisation. In light of these challenges, the OECD has undertaken new research to shed light on how countries measure changing skill needs while ensuring that employment, training and migration institutions are responsive to the emergence of new skill requirements. The Getting Skills Right in Australia review offers an in-depth analysis of the existing skill assessment and anticipation system in Australia, and makes recommendations for how it could be further improved. In addition to providing a summary of the state of skill imbalances in Australia, the report provides an assessment of practices in the following areas: i) the collection of information on existing and future skill needs; ii) the use of skill needs information to guide policy development in the areas of employment, education and training, and migration; and iii) the effectiveness of governance arrangements in ensuring strong co-ordination among key stakeholders in the collection and use of skill needs information.

The world of work is changing. Digitalisation, deepening globalisation and population ageing are having a profound impact on the type and quality of jobs that are available and the skills required to perform them. To what extent individuals, firms and economies can harness the benefits of these changes critically depends on the readiness of adult learning systems to help people develop relevant skills for this changing world of work. In Brazil, the speed of population ageing is projected to be significantly faster than what has been experienced by most developed economies. At the same time, increasing integration into the global economy will create new opportunities and propel growth. But it will also affect the content of exports and the stage at which Brazil contributes for Global Value Chains (GVCs). Profound changes in the economy are to be expected in the coming decades. As these changes have not yet fully materialised, Brazilian policy makers have a window of opportunity to prepare for the transformations ahead. This report aims at providing policy recommendations, based on best practices internationally, to prepare the Brazilian adult learning system so that it is ready to support people in acquiring the relevant skills for the future.

This study analyses the relationship between skills and labour market outcomes in Chile with a specific focus on disadvantaged groups: youth, women and the low-skilled. It examines the proficiency of the Chilean population in literacy, numeracy and problem solving in a technological-rich environment and disentangles the relationship between proficiency and labour market outcomes in Chile. The study also devotes significant attention to the demand for skills, by describing the use of skills at work in Chile and identifying its key determinants, as well as assessing the extent of skills mismatch and its implications for individuals. Throughout the study, differences between sociodemographic groups are highlighted to investigate the roots of labour market disadvantage.

This report presents the key results from the Priorities for Adult Learning (PAL) Dashboard which facilitates comparisons between countries along seven dimensions of the readiness of adult learning systems to address future skill challenges. Mexico has been a reform champion, having launched ambitious reforms in a broad range of areas. While the reforms are showing first positive effects they are not delivering to the extent they could. On many dimensions of well-being, including education, health and security amongst others, Mexico still lags behind the OECD average and regional development remains very uneven. While Mexico has done a lot to build a competitive economy, progress has been too slow in two complementary areas, namely strengthening institutions and fostering inclusion. The capacity of the public sector is weak, corruption remains widespread and the rule of law is week, all hindering trust in government institutions and the effective implementation of policies. Similarly, persistent inequalities and widespread poverty do not only mean that higher growth does not translate into widespread gains in well-being; these inequalities are also holding back growth as Mexico is not using all available talent. Mexico has taken measures to tackle these issues, but important implementation gaps remain. It will be important for the next government to build on past reform efforts, ensuring the full and effective implementation of already legislated changes to allow for reform continuity and to launch additional reforms in several priority areas, including the rule of law, education and social protection. Only then will Mexico be able to deliver a higher quality of life for all its people.

Learning resources are often considered key intellectual property in a competitive higher education world. However, more and more institutions and individuals are sharing their digital learning resources over the Internet, openly and for free, as Open Educational Resources (OER). This study, building on previous OECD work on e-learning, asks why this is happening, who is involved and what the most important implications of this development are.

The report offers a comprehensive overview of the rapidly changing phenomenon of Open Educational Resources and the challenges it poses for higher education. It examines reasons for individuals and institutions to share resources for free, and looks at copyright issues, sustainability and business models as well as policy implications. It will be of particular interest to those involved in e-learning or strategic decision making within higher education, to researchers and to students of new technologies.

The Global Compendium of Land Value Capture, a joint project by the OECD and the Lincoln Institute of Land Policy, is an ambitious undertaking to understand the full landscape of land value capture (LVC) instruments, how they are configured and deployed across the globe in OECD countries and non-OECD economies, and what it would take to unleash their full potential as a sustainable revenue source. Moreover, little systematic information is available about the LVC instruments that countries use and enabling frameworks at national and regional levels to guide local governments toward greater use. The report features an overview of the political contexts, legal frameworks, and LVC approaches used in 60 countries. Special attention is given to the differences and similarities between countries that have a mature LVC practice, versus countries that have nascent policies and allowances. This will help countries developing the capacity and competences for LVC to understand the opportunities, trade-offs, and pitfalls to avoid when configuring legal, governance, and planning frameworks and institutions to support the implementation of LVC policies.
