Two years after ministers of the OECD Development Assistance Committee endorsed the Principles for Good International Engagement in Fragile States and Situations, six countries – Afghanistan, the Central African Republic, the Democratic Republic of Congo, Haiti, Sierra Leone and Timor-Leste – have decided to take stock of the quality and impact of international engagement. Based on six national consultations and using a mixed methods approach, the survey has catalysed dialogue among national and international stakeholders and contributed to deepening consensus on key goals and priorities. The Global Report synthesises main findings and recommendations from across these six countries, providing evidence from the ground of what works and what doesn’t.

Pursuing sustainable development requires a whole-of-society effort, where the public sector engages with citizens, the private sector and civil society organisations. With this goal in mind, in 2014, the Nuevo León (Mexico) government created the Nuevo León’s Council for Strategic Planning to develop, inter alia, a 2015-2030 Strategic Plan.

This review provides an assessment of Nuevo León’s monitoring and evaluation systems for this Strategic Plan, as essential tools for achieving long-term objectives and delivering results. The review also assesses the general role of the Council in providing policy advice. It draws on a wealth of comparative international experiences in promoting sustainable development through long-term planning, as well as in monitoring and evaluation of policy priorities through inclusive and participatory processes.

The report’s recommendations seek to promote an evidence-informed approach to public governance, and, ultimately, help Nuevo León deliver better results for citizens, paving the way for inclusive and sustainable development.

Since the accident at Chernobyl in 1986, many countries have intensified their efforts in nuclear emergency planning, preparedness and management. Experience from the NEA nuclear emergency exercises (INEX 1 and INEX 2) indicated a need to improve the international system of communication and information in case of a radiological emergency. To address this need, research was carried out by three NEA working groups, the findings of which are synthesised in the present report.

This report defines emergency monitoring and modelling needs, and proposes strategies which will assist decision makers by improving the selection of data that is transmitted, and the way in which data and information are transmitted and received. Modern communication methods, such as the Internet, are a key part of the strategies described.

Peru has seen great progress towards the goal of providing universal health coverage to its population but still faces structural barriers to provide accessible and quality care . At the same time, Peru is going through a demographic and epidemiological transition, with an increasing disease burden from non-communicable diseases, with significant increases in cancer, CVD and diabetes, especially in urban areas. Measuring how the Peruvian health system is responding to these challenges requires a solid set of health sector statistics and indicators, underpinned by a robust health information system. The breadth and depth of data must be relevant and applicable to decision making at all levels of the health system, both to respond to national policy needs as well as comparing Peru in a regional and global context. This report assesses the status and availability of Peru’s routinely reported health sector data and statistics as well as the underlying data infrastructure. The report provides a set of recommendations to improve the health information system and to strengthen data coverage and comparability as Peru’s health care system develops.

This report is based on four main sources: an extensive literature review, the analysis of the
answers to a questionnaire sent to FATF and FSRB members; the results of a typology workshop and
subsequent consultation with the football sector.
 Results to the questionnaire were obtained in October 2008 from 25 countries, mostly European,
seven South-American countries, two from Asia and Australia. The responding countries differ widely in
size, role and organisation of football in society (ranging from large countries with big football leagues to
smaller nations or nations with only non-professional football). Differences in information, position and
interest in the person or organisation that provided the answers (national football association, government
representatives, national FIUs, the police or judicial authorities) needed to be taken into consideration as
well.
Following the analysis of questionnaires, a workshop on money laundering and the football
sector was held in Monaco in November 2008 as part of the 2008 FATF/MONEYVAL Typologies
meeting. This workshop was very well supported by members of the FATF, MONEYVAL and
representatives of other countries. The following participants were involved in the 2-day breakout session
which considered issues in depth: Belgium, Brazil, Cyprus, Egmont Group, France, International Olympic
Committee (IOC), Ireland, Italy, Monaco, Norway, Russia, Slovenia, South Africa, Switzerland, the
Netherlands and the United Kingdom.
The study has also relied on the experience and cooperation of the private sector. A
representative of the IOC attended the Monaco workshop in November 2008. Consultation with
representatives of the Fédération Internationale de Football Association (FIFA) and of the Union of
European Football Associations (UEFA) also took place in January and April 2009. Those representatives
received a copy of the report and were given the opportunity to comment. All the comments of the private sector were taken into account when considered relevant.
The purpose of this handbook is to raise the awareness level of tax examiners and auditors on money laundering. It provides guidance in identifying money laundering during the conduct of normal tax audits. It also describes the resources and tools that are available for effective detection and deterrence. While the handbook does not detail criminal investigation methods, it does describe the nature and context of money laundering activities so that tax examiners and auditors can better understand how their contribution can assist criminal investigators in countering money laundering. Tax administrations can adapt the handbook to suit their particular circumstances and to take into account the varying roles that tax administrations have in relation to reporting unusual or suspicious transactions, receiving suspicious transaction reports and investigating money laundering offences.

To aid this adaptation key areas of the handbook have been highlighted for “Country Specific Insertions”. While the aim of this handbook is to raise the awareness of tax examiners and tax auditors about the possible implications of transactions or activities related to money laundering and tax crimes, the handbook is not meant to replace domestic policies and procedures.

Moldova is largely dependent on fossil fuel and electricity imports, with the vast majority of its natural gas imports coming from the Russian Federation. Moldova has made considerable efforts to diversify their supply sources and increase the security of both electricity and gas supply. Further integration with Europe for both gas and electricity imports is ongoing as Moldova prioritises moving away from Russian sources of energy. The March 2022 emergency synchronisation with ENTSO-E, triggered by Russia’s invasion of Ukraine, has pushed Moldova closer to full electricity trade with Europe.

Since Moldova signed an Association Agreement with the European Union in 2014, it has been working to adopt core EU legislation. Moldova’s National Energy Strategy for 2030 reflects this work, with key government priorities including: ensuring the security of energy supply; further developing competitive markets and integration on a regional and European level; and ensuring the sustainability of the energy sector while mitigating the effects of climate change. Increasing the share of renewables in Moldova’s energy mix remains key to meeting the country’s priorities as it aims to enhance regional and European integration.

This report assesses the energy sector and the related challenges facing Moldova, and it proposes policy recommendations to improve energy security, support the development of free and competitive energy markets, and accelerate its transition to a more sustainable, clean and efficient energy system.

Ireland has launched an ambitious strategy to build a more inclusive, efficient and sustainable justice sector. Irish citizens recognise these efforts: Ireland is one of the OECD countries with a higher percentage of citizens trusting their government and courts, according to the recent OECD Survey on the Drivers of Trust in Public Institutions. This study aims to support these efforts by analysing the judicial workforce and relevant support structures and processes currently employed by the Irish courts. In particular, the study seeks to contribute to the deliberations of the Irish Judicial Planning Working Group, which was established to identify reform initiatives and evaluate staffing needs to enhance the efficient administration of justice over the next five years.

Social services in Spain are confronted with a series of challenges, including growing demand due to population ageing, changing family models, rising inequality and labour market changes. Services are fragmented and, with multiple providers, lack reliable and comprehensive data. There is also a discontinuity between primary and specialised care. The decentralised model of competences generates complexity in management and financing of services. With the current governance and financing system, there are disparities in the type and quality of social services provided across the 17 Spanish Autonomous Communities and two autonomous cities. In addition, there is a lack of portability of benefits throughout the country. This report suggests ways to improve the legal context, move towards more universal services, strengthen quality, and move towards more evidence-based policies.

This seminar proceedings examines whether the current designs of social protection systems in OECD societies are well-suited to contemporary life-course realities. It looks in detail at recent policy developments in OECD countries to develop more flexible time-based social policies, as well as related issues, such as asset-based welfare programmes, as well as policies to encourage redistribution of income and/or time over the life course and how these might be structured most effectively.
