Angesichts der rasch fortschreitenden Bevölkerungsalterung und des Trends zum vorzeitigen Arbeitsmarktrückzug muss für bessere Beschäftigungsmöglichkeiten für ältere Menschen gesorgt werden. Regierungen ebenso wie Unternehmen werden aktive Maßnahmen ergreifen müssen, um die Lohnfindungsmechanismen auf eine alternde Erwerbsbevölkerung abzustimmen, um zu verhindern, dass andere Sozialtransfersysteme als alternative Wege in die Frührente genutzt werden, um Altersdiskriminierung zu bekämpfen und um die Arbeitsplatzkompetenzen und Arbeitsbedingungen der älteren Arbeitskräfte zu verbessern.

Este libro es parte del Programa de Análisis de Resultados Ambientales de la OCDE, que lleva a cabo exámenes inter pares sobre las condiciones ambientales y el progreso de cada país miembro. El Programa hace un seguimiento detallado de los esfuerzos orientados a alcanzar los objetivos nacionales y a satisfacer los compromisos internacionales. Los análisis presentados están avalados por un amplio espectro de datos económicos y ambientales y conducen a recomendaciones para un mayor progreso ambiental y en el desarrollo sostenible.
El primer ciclo de Evaluación de los Resultados Ambientales se terminó en el año 2000, abarcando a todos los países miembros. El segundo ciclo se enfoca al análisis de la gestión del medio ambiente, desarrollo sostenible y compromisos internacionales.

Die Entwicklungsländer setzen sich heute – mit Unterstützung der multilateralen Institutionen, der bilateralen Gebergemeinschaft wie auch der zivilgesellschaftlichen Organisationen – nachdrücklicher als je zuvor für die Verwirklichung des prioritären Entwicklungsziels, einer Halbierung der Armut bis zum Jahr 2015, ein. Den Mittelpunkt aller EZ-Bemühungen bilden nunmehr Armutsbekämpfungsstrategien, die von den betreffenden Ländern selbst getragen und unter ihrer Leitung durchgeführt werden und die sich an den lokalen Bedürfnissen und Prioritäten orientieren, wie sie von den unmittelbar betroffenen Parteien selbst definiert werden. Die DAC-Leitlinien für die Armutsbekämpfung enthalten konkrete Informationen über die Art der Armut wie auch über die effizientesten Konzepte, Maßnahmen, Instrumente und Wege für die Bewältigung der Armut.
In OECD countries, the number of cities and regions which put learning, education, research and innovation at the heart of their development strategies is rapidly increasing and bringing together governments, the private sector and society. The growing interest in learning cities and regions reflects the fundamental shifts which are taking place. Cities are becoming more knowledge-based and organised as never before around learning and human skills. Today, these factors are central not only to individual success but also to gaining national, regional and urban economic advantage. Comparative advantage is increasingly dependent on human resources, knowledge creation, and continuous, incremental innovation rather than on access to physical capital and raw materials. This book presents different approaches to regional development based on knowledge and innovation in Andalusia, Spain (and some other countries). Potential applications to areas similar to Andalusia are also given. The study contains a synthesis of the presentations and discussions of the conference held in Malaga, Spain, on the 30th September and 1st October 1999, that focused on the current situation of the region, analysing its evolution over the last twenty years, and evaluating the policies already implemented in the region. A diagnosis of the present socio-economic system has been made in order to measure the applicability of policies that would help Andalusia to develop into a learning region, built on human, social, cultural and "synergetic" capital.
