In Malta, public procurement accounted for approximately 6% of GDP in 2019 and is recognised as a strategic instrument for achieving government policy goals, including recovery from the COVID-19 pandemic. Despite recent efforts, the public procurement system still faces several challenges in several areas. This report provides an overview of the procurement system and tailored recommendations in six main areas: i) the organisational structure of the public procurement system, ii) public procurement processes, iii) risk management, iv) the strategic use of public procurement, v) the professionalisation of the procurement workforce, and vi) the performance measurement framework.

The Netherlands has built an agricultural sector that is a world leader in productivity and competitiveness. But environmental challenges have grown increasingly urgent and the sector will have to adjust. A recent court ruling on nitrogen pollution has set the stage for a transition towards a more environmentally sustainable path that will be difficult and contentious. Leveraging the strong innovation capacity of the sector will be key to finding long-term solutions that work for farmers, citizens and the environment.

Policies for the Future of Farming and Food in the Netherlands takes stock of the current situation in the agriculture sector. It applies the OECD Productivity, Sustainability and Resilience (PSR) analytical framework along with the latest data from the OECD Agri-Environmental Indicators to benchmark the country’s sustainable productivity performance and to identify the main challenges facing the sector, and make suggestions for a possible path forward.

Despite strong economic performance and significant governance reforms over the past few decades, Lithuania has a higher share of its population at-risk-of poverty than other EU countries (21.4% in 2020 compared to an EU average of 16.3%), with some people more at risk than others, particularly people with multiple and complex needs in vulnerable situations who tend to rely more on public services.

The provision of personalised services is fundamental to addressing the needs of people in vulnerable situations and to improving their well-being. This report is part of a joint project between the OECD and the European Commission to develop a more integrated approach to personalised services for people with disabilities, young people leaving care, and people leaving prison in Lithuania and to increase the involvement of non-governmental organisations in the design and delivery of those services.

The report provides an analysis and assessment of the governance arrangements and NGO involvement in Lithuanian public service provision, the associated operating models and information technology (IT) infrastructure of employment and social services; and service design and delivery methods for the three groups. Finally, the report proposes recommendations to deliver effective, well-integrated public services to people in vulnerable situations in Lithuania.

S přibližně stovkou FinTechových společností nabízejících regulované či neregulované služby se FinTech jako odvětví v České republice teprve vytváří. Tato zpráva analyzuje české FinTechové prostředí a identifikuje potenciální překážky, které rozvoj inovací ztěžují. Zpráva obsahuje rovněž pro zemi specifická doporučení, jak nastavit regulatorní sandbox, která by mohla pomoci zmírnit překážky rozvoje finančních technologií. Sandbox by mohl zlepšit porozumění českých orgánů o dopadech inovativních nástrojů na finanční aktivity a umožnit orgánu dohledu lépe sledovat a zajištovat soulad FinTechových aktivit s pravidly. Dalším přínosem by také mohlo být zlepšení komunikace mezi podniky a orgánem dohledu prostřednictvím cíleného dialogu a pokynů.

The Republic of Moldova (Moldova hereafter) has made digitalisation a policy priority. The country is currently preparing its Digital Transformation Strategy 2023-30, which will emphasise digital literacy, as well as digital business skills, with a view to improving private sector competitiveness. Digitalisation has already brought significant benefits to Moldova, where ICT has been one of the most dynamic sectors over the past years; yet Moldovan firms in non IT sectors remain at the beginning of their digitalisation journey. Skills shortages are a major barrier in that regard, particularly affecting SMEs who encounter more difficulties in attracting and retaining skilled workers, as well as up skilling or reskilling their workforces.

Building on previous OECD work on digitalisation policies, the OECD provided guidance to Moldova throughout 2022 on how to build a conducive ecosystem and set the right policies to further advance the development and uptake of digital business skills among SMEs. This report presents an overview of those issues, looking at 1) the institutional and policy framework; 2) skills assessment and anticipation tools; and 3) SME specific support for digital skills development.

Republica Moldova (în continuare Moldova) a transformat digitalizarea intr o politică prioritară. Această țară pregătește, în prezent, Strategia de transformare digitală 2023 2030, care va scoate în evidență alfabetizarea digitală, precum și competențele digitale de business, în vederea îmbunătățirii competitivității din sectorul privat. Digitalizarea a adus deja beneficii semnificative Moldovei, unde TIC a fost unul dintre cele mai dinamice sectoare din ultimii ani; însă companiile moldovenești din sectoarele non IT rămân la începutul procesului de digitalizare. Deficitul de competențe reprezintă o barieră majoră în această privință, afectând în special IMM urile care întâmpinămai multe dificultăți în atragerea și păstrarea angajaților competenți, precum și în instruirea și reîmprospătarea cunoștințelor în cadrul forței sale de muncă.Pornind de la activitățile anterioare ale OCDE privind politicile de digitalizare, OCDE a oferit îndrumare Moldovei, în decursul anului 2022, privind modul în care să construiască un ecosistem benefic și să stabilească politicile adecvate pentru a realiza noi progrese în ceea ce privește dezvoltarea și dobândirea competențelor digitale de business în rândul IMM urilor. Acest raport reprezintă un sumar al acelor probleme, luând în considerare 1) cadrul politic și instituțional; 2) instrumentele de evaluare și anticipare a competențelor; și 3) suportul specific IMM urilor, pentru dezvoltarea competențelor digitale.

Many Lithuanian households struggle to afford good-quality housing. The housing stock is dominated by owner-occupied, multi-apartment buildings that are energy inefficient and face persistent quality gaps. While average household spending on housing is relatively low, house prices have been rising, and many households cannot afford to move to higher quality homes that better suit their needs. Lithuanian policy makers have stepped up support for housing in recent years, but more actions are needed. This report presents the main features of the Lithuanian housing market, highlights housing challenges that have been amplified by the current economic and geopolitical crises, and assesses current policies to address housing affordability and quality gaps. It proposes a series of recommendations to strengthen the supply of and access to affordable housing, and to support Lithuania’s commitment to make housing policy a priority.

This OECD Public Governance Monitor (PGM) provides a concise analysis of Sweden’s public governance system, instruments and capabilities, and helps identify areas of opportunities for public governance reforms. The report provides an overview of public administration in Sweden looking at public governance mechanisms around six key themes: public sector effectiveness, spending, citizen participation, the governance of climate change and other cross-cutting priorities, digital transformation, and public integrity. The report suggests several priorities for reforms to improve public sector effectiveness, increase the impact of participatory mechanisms, reinforce the governance of cross-cutting topics, strengthen the steering of digital government policy and take a more holistic approach to public sector integrity, in particular by revising the national anti-corruption plan.

This edition explores the theme of flexibility in the public service workforce through the angles of workforce mobility, learning and development, and flexible working arrangements. It presents comparative data and analysis as well as country-specific case studies to help governments design and embed greater flexibility. This report also features a synthesis of the OECD review of public service leadership and capability in the Brazilian Federal Public Service. Taken together, the insights of this edition can help guide and shape flexible work practices for a high-performing public service.

Regulators act as “market referees”, balancing often competing interests of stakeholders, including governments, current and future actors in the markets, and consumers. At the same time, markets are changing at an unprecedented pace due to new technologies, the international drive toward carbon-neutral economies, shifts in consumer needs and preferences, and, more recently, the profound changes brought by the COVID-19 pandemic. Assessing the performance of economic regulators must therefore be a continuous effort.

This progress review evaluates the changes put in place by Peru’s telecommunications regulator, OSIPTEL, since the previous OECD performance assessment review in 2018, in the interest of increasing the effectiveness of its regulatory activities and improving final outcomes for consumers and the economy.

Strengthening linkages between foreign direct investment (FDI) and small and medium-sized enterprises (SMEs) is important to boost productivity and innovation across countries and regions in the OECD and beyond. This policy toolkit offers policy advice to national and subnational governments on how to increase knowledge and technology benefits from FDI on domestic SMEs and the local economy. It presents a conceptual framework for understanding the main enabling conditions and diffusion channels of FDI-SME linkages and spillovers, and a set of diagnostic tools to assess the spillover potential. It also provides an assessment tool for policy and institutional frameworks enabling FDI-SME linkages. This toolkit benefits from insights of a pilot mapping of policy initiatives across the 27 EU Member States, which are described in the second part of the report.

Il Rapporto intermedio sottolinea che la ripresa rimane fragile, caratterizzata da rischi fondamentali derivanti dalle incertezze relative alla guerra in Ucraina e agli sviluppi del mercato energetico, nonché da notevoli vulnerabilità finanziarie. Occorrono misure politiche ben strutturate per ridurre le pressioni inflazionistiche, garantire un migliore orientamento del sostegno alla politica di bilancio e rilanciare la crescita sostenibile. Přehled o stavu veřejné správy v České republice identifikuje prioritní oblasti pro reformu veřejné správy v České republice a nabízí doporučení pro posílení efektivity, rychlosti a reakceschopnosti veřejné správy v ČR. Přehled nejprve zprostředkovává pohled na efektivitu veřejné správy a její schopnost řešit současné výzvy v oblastech, jako jsou digitalizace a klimatická změna. Poté analyzuje celou řadu zásadních a prioritních oblastí veřejné správy včetně zapojování občanů, koordinace a strategického plánování vedených z centra vládnutí, informovaného rozhodování (EIDM) ve veřejné správě, veřejné správy na úrovni krajů a obcí, řízení lidských zdrojů ve veřejné správě a využívání elektronických nástrojů veřejné správy. Součástí Přehledu je i případová studie o opatřeních a předpisech v oblasti veřejné správy během pandemie onemocnění covid-19. Přehled o stavu veřejné správy v ČR obsahuje doporučení pro veřejnou správu v ČR, která jí pomohou s uskutečněním a se splněním cílů koncepce rozvoje veřejné správy s názvem Klientsky orientovaná veřejná správa 2030 a v konečném důsledku také s realizací dlouhodobé vize a závazků udržitelného rozvoje.

Under the BEPS Action 6 minimum standard on treaty shopping, members of the OECD/G20 Inclusive Framework on BEPS have committed to strengthen their tax treaties by implementing anti-abuse measures. This report reflects the outcome of the fifth peer review of the implementation of the BEPS Action 6 minimum standard on treaty shopping. It includes the aggregate results of the review and data on tax treaties concluded by the members of the OECD/G20 Inclusive Framework on BEPS as of 31 May 2022, as well as jurisdictional sections which contain detailed information for each member jurisdiction.

As social and solidarity economy (SSE) entities are increasingly requested to demonstrate their positive contribution to society, social impact measurement can help them understand the additional, net value generated by their activities, in the pursuit of their mission and beyond. Policy plays an important role to facilitate a conducive environment to unlock the uptake of social impact measurement among SSE actors. Drawing on a mapping exercise and good practice examples from over 33 countries, this international policy guide navigates how policy makers can support social impact measurement for the social and solidarity economy by: (i) improving the policy framework, (ii) delivering guidance, (iii) building evidence and (iv) supporting capacity. Building on the earlier publication Social Impact Measurement for the Social and Solidarity Economy released in 2021 the guide is published under the framework of the OECD Global Action “Promoting Social and Solidarity Economy Ecosystems”, funded by the European Union’s Foreign Partnership Instrument.

The Policy Guide on Legal Frameworks for the Social and Solidarity Economy aims to support countries, regions and cities wishing to use legal frameworks as an appropriate lever to develop conducive social and solidarity economy (SSE) ecosystems. Building on data and information as well as good practice examples from over 33 countries, it provides step-by-step guidance, success factors and "pitfalls to avoid" to help policy makers i) assess why and when legal frameworks for the SSE are needed; ii) select legal options and involve stakeholders; iii) evaluate the performance of laws, and, iv) foster international peer learning on this topic. The guide also capitalises on learnings from the scoping paper on Legal frameworks for the social and solidarity economy, prepared as part of the OECD Global Action “Promoting Social and Solidarity Economy Ecosystems”, funded by the European Union’s Foreign Partnership Instrument and Designing Legal Frameworks for Social Enterprises: Practical Guidance for Policy Makers.

This report analyses current public financial management practices in Peru in light of OECD recommendations and good practices, and identifies areas where Peru could improve.

It focuses on four areas: budgetary practices and governance; treasury modernisation and cash management systems; ensuring a fiscally sustainable, competitive pay regime for the Peruvian public sector; and public infrastructure programming, budgeting and management. It analyses these issues both at central government level and for sub-national governments.

The report provides detailed policy recommendations to overcome the main challenges and their implications in each of the areas.
