This volume contains data on the supply and consumption of coal, oil, gas, electricity, heat, renewable and waste.  To enable analysis across various types of energy, all data are presented as comprehensive energy balances, expressed in tonnes of oil equivalent for over 100 non-OECD countries. Historical tables summarise production, trade and final consumption data as well as key energy and economic indicators.  This book includes definitions of products and flows, explanatory notes on the individual country data and conversion factors from original units to tonnes of oil equivalent. More detailed data in original units are published in Energy Statistics of Non-OECD Countries 2001-2002, the sister volume of this publication.

Driven by technological change, global competition and the ongoing liberalisation of markets, intentional direct investment plays a key role in the process of global economic integration. Reliable and up-to-date statistics are essential for a meaningful interpretation of investment trends for the purpose of policy analysis and decision. Internationally comparable data makes it possible to measure the degree of economic integration and competitiveness of markets.

This Yearbook gathers detailed statistics on international direct investment to and from the OECD area. Comparative tables and charts complement the information included for individual countries by geographical and sectoral breakdowns for direct investment flows and stocks.

The aim of the workshop was to better understand the social and economic factors that drive IUU fishing in order to identify more effective methods to combat this evil and propose new ways to deal with it.

A comprehensive reference book on current developments in oil supply and demand. This book contains key data on world production, trade, prices and consumption of major oil product groups, with time series back to the early 1970s, as well a detailed picture of oil supply, demand, trade, production and consumption by end-user for each OECD country individually and for the OECD regions. The 2004 edition of the National Accounts of OECD Countries: Volume II : Detailed Tables, covers, in addition to main aggregates, detailed national accounts data for most OECD countries. It includes detailed breakdowns by kind of activity for gross value added (at current and constant prices), components of value added, gross fixed capital formation and employment.  It also includes final consumption expenditure of households by purpose and simplified accounts for three main sectors (general government, corporations and households).

Detailed accounts by institutional sectors (non-financial corporations, financial corporations, general government and its sub-sectors, households and non-profit institutions serving households) are only available on the CD-ROM and online database.  Data are shown for 30 OECD countries and the euro area from 1991 to 2002, with provisional data for 2003.  Data are expressed in national currency (in euros for euro area countries). THIS ISSUE ALSO INCLUDES PROVISIONAL DATA FOR 2003.

In October 2001, the Stability Pact and the OECD launched the Regulatory Governance Initiative (RGI) to strengthen the institutional, knowledge and process capacities for developing and implementing more efficient and effective regulation, supportive of sound and competitive markets. The RGI is one of the policy implementation initiatives under the Investment Compact (the South East Europe Compact for Reform, Investment, Integrity and Growth) of the Stability Pact.

This report of the Regulatory Governance Initiative provides an assessment on the progress of regulatory governance reforms in South East Europe (SEE), and the remaining reform challenges. It includes the Governance Action Plans developed by the SEE countries. Short-term reform priorities identified by the countries provide the basis for the Agenda for Regional Action, an overview of main governance reform trends in the SEE region and recommendations for the successful implementation of reforms. The report responds to the decision, taken by the Ministers from South East Europe (SEE) at the meeting in Vienna in July 2003, to place major emphasis on reviewing progress in the area of governance at their 2004 Ministerial meeting. It aims to inform policy-makers, donors, investors and the international community of progress in regulatory governance reforms in South East Europe. Practitioners in the region can draw on this report as a guide for their work in the future.

The European Conference of Ministers of Transport (ECMT) has adopted a new approach to strengthening its work on road safety. It is now working to contribute more effectively to the debate on the improvement of road safety policies by conducting peer reviews of the measures and policies enacted by member countries.

Lithuania is the first country to undertake this type of review in the safety field. This review, carried out by experts from Austria, the Netherlands, Sweden and the ECMT Secretariat, is an effective way for Lithuania to openly examine its policies and practices through detailed expert comment, discussion and insight on its activities.

The peer review process is used extensively within the OECD and its affiliated organisations, always originating at the request of the country being reviewed. Apart from providing an open appraisal of national policies, the review process should help relevant Ministries obtain needed resources and implement effective policies and practice.
