These conference proceedings present a series of evaluations of agri-environmental policies in OECD countries.  They examine how effective the policies have been in achieving objectives and what policy makers have learned about the design and implementation of their policies. 

These proceedings show that different methods of policy evaluation are complementary. Most countries focus on evaluating the environmental effectiveness rather than the economic efficiency of policies, using physical indicators rather than monetary values. Many policies are achieving their environmental objectives, but are taking longer than originally anticipated. The initiative being taken in many countries to incorporate monitoring and data collection into programme design and implementation is a positive development.  But a number of steps need to be taken to improve the quality of evaluations, including the better articulation of policy goals and objectives, improving data quality and establishing baselines for comparison.

Evaluating Public Participation in Policy Making examines the key issues for consideration when evaluating information, consultation and public participation. It looks at theory and practice, and draws heavily upon the insights of experts from OECD countries. Rather than a technical manual for professional evaluators, it offers strategic guidance for policy makers and senior government officials responsible for commissioning and using evaluations of public engagement. It offers concrete examples drawn from current practice in Canada, the Czech Republic, Finland, Italy, Mexico, Norway, Sweden and the UK.

One of the main challenges facing radiological protection experts is how to integrate radiological protection within modern concepts of and approaches to risk governance. It is within this context that the International Commission on Radiological Protection (ICRP) decided to develop new general recommendations to replace its Publication 60 recommendations of 1990. In the process of developing these new recommendations, the views of the ICRP have evolved significantly, largely due to stakeholder involvement that has been actively solicited by the ICRP. In this regard, it was upheld during the First Asian Regional Conference organised by the NEA in October 2002 that the implementation of the new system must allow for regional, societal and cultural differences.

In order to ensure appropriate consideration of these differences, the NEA organised the Second Asian Regional Conference on the Evolution of the System of Radiological Protection. Held in Tokyo on 28-29 July 2004, the conference included presentations by the ICRP Chair as well as by radiological experts from Australia, China, Japan and Korea. Within their specific cultural and socio-political milieu, Asia-Pacific and western ways of thought on how to improve the current system of radiological protection were presented and discussed. These ways of thinking, along with a summary of the conference results, are described in these proceedings.

Social policy is often disparaged as being a burden on society, but this book shows that well-designed social protection can be an asset that is critical for sustaining social development.  To fulfill its potential, however, social protection now needs to recognise new needs of individuals and families, and new constraints on their functioning.  Successful programmes will require new means to attain their goals, to leverage the initiatives of a broad range of actors, and to involve clients at every stage in the design and delivery of programmes.

In examining these questions, this fact-filled report stresses the importance of shifting the focus of social programmes from insuring individuals against a few, well-defined contingencies towards investing in their capabilities and making use of them to the best of their potential at every stage of the life course.  It also underscores the importance of broadening the roles played by individuals, employers and trade unions, as well as profit and not-for-profit providers of social services.

The book opens with a comprehensive assessment of the situation in OECD countries, comparing levels of poverty, social isolation, and social spending and indicators such as fertility rates, divorce rates, and distribution of household types (single, single parents, couples without children, couples with children).  In Part II of the book, issues relating to families and children are explored, with interesting data provided on gender gaps in employment and earnings, time spent by men and women on child care, maternity and parental leave, and family poverty.  The third part of the book examines poverty among prime-aged persons and includes extensive information on social assistance and disability.  The final part of the book examines social issues faced by older people and includes interesting information on employment of older people, effective ages of retirement in different countries, training of older employees, pensions, and long-term care.

Public procurement – the purchase of goods and services by governments and state-owned enterprises – accounts for about 15 per cent of GDP in OECD countries and is highly exposed to corruption. Both public and private actors in the procurement process may be tempted to divert goods and services or public funds for their personal use.

To identify “weak links” in the public procurement process where the risk of corruption is high, to explore the best ways of improving transparency and accountability and to identify effective actions to prevent, detect and sanction corruption in this field, the OECD organised a Global Forum on Governance event on “Fighting Corruption and Promoting Integrity in Public Procurement”, hosted by the French Ministry of Economy, Finance and Industry in Paris in November 2004.  

This publication captures the main points of the Global Forum discussions and presents expert analysis of the main issues and case studies from the varied experiences of countries and specialised bodies, mainly in Europe, Asia and Latin America, that contributed to the event.

This report, prepared at the request of Deputies of the G10, reviews economic consequences of ageing populations for financial markets and recommends that a) governments help facilitate development of financial instruments to support retirement savings and pensions; b) governments strengthen regulation and supervision of these markets; c) tax rules should not hinder the build-up of financial buffers by private pension funds, but should avoid the abuse of tax deferrals; and  d) financial education needs to be strengthened.

This study features a collection of eight case studies of exemplary cases from secondary schools as well as international literature reviews and policy analysis related to formative assessment – the frequent assessments of student progress to identify learning needs and shape teaching.  It examines such issues as benefits and barriers for using formative assessment, policy frameworks and implications, and formative assessment in practice.  Achievement gains attributed to formative assessment are reported as being quite high, but it is not yet practiced systematically.  This book makes the case for use of formative assessment and shows how it can be put into practice.

This book presents the results of the project on Young Adults with Low Levels of Education, conducted jointly by the OECD and the Canadian Policy Research Networks.  It examines the extent to which young men and women with low levels of education are marginalised, the role family background plays in making it possible to complete the recognised minimal level of education, and how immigrants overcome the cultural and language gaps to find employment.

This annual publication provides comprehensive data on the volume, origin and types of foreign aid and other resource flows to over 180 recipient countries, including countries in transition in eastern Europe. The data show each country's intake of Official Development Assistance or Official Aid, as well as other official and private funds from Members of the Development Assistance Committee of the OECD, multilateral agencies and other donors. Key development indicators for each receiving country are given for reference.  All figures are shown in US dollars.

This conference proceedings brings together the latest knowledge on political and technical progress in geological repositories for radioactive waste.  It presents perspectives from a variety of countries and stakeholders, examines international instruments being used to facilitate the implementation of geological repositories, and assesses scientific progress and pending technical issues.

While China's economy has shown impressive dynamism following the increased reliance on market-based policies, the governance structures themselves will have to be reformed deeply for this growth to be sustainable. This report examines the many challenges of governance which China is facing.  In addition to the well-known problems related to the lack of openness in government and intellectual property rights, this book also looks at the delivery of public services, management of state assets, regulatory management, e-government, taxation and public expenditure, fighting corruption, and producing reliable information.
