Face aux défis interdépendants de notre époque, il convient d’adopter, dans le domaine de la gouvernance publique, une démarche cohérente et pluridimensionnelle. Le Cadre d’action de l’OCDE en matière de bonne gouvernance publique offre à tous les niveaux d’administration un outil intégré de diagnostic, d’orientation et de comparaison qui a pour objectif d’améliorer la qualité de la gouvernance publique — objectif qui revêt une importance stratégique immédiate pour les pouvoirs publics, à l’heure où il leur faut gérer la crise liée au COVID-19 et préparer une reprise durable et inclusive. Ce Cadre d’action s’appuie sur les instruments juridiques adoptés par l’OCDE dans ce domaine, et sur les enseignements tirés depuis dix ans à la faveur des Examens de l’OCDE sur la gouvernance publique et d’autres examens nationaux ou sectoriels. La première partie de ce Cadre d’action évoque l’importance des valeurs fondamentales de la gouvernance et passe en revue les éléments catalyseurs d’une bonne gouvernance publique que les pouvoirs publics peuvent mettre en place pour réussir leurs réformes. La deuxième partie du Cadre d’action présente une vue d’ensemble des outils de gestion et des instruments d’action qui peuvent améliorer la qualité et l’impact de l’action publique aux différentes étapes de son cycle. Dans chaque chapitre, les responsables publics trouveront une liste de questions stratégiques sur lesquelles ils pourront s’appuyer pour évaluer les capacités institutionnelles et décisionnelles de leur administration dans des domaines essentiels de la gouvernance publique.

Access to justice for all is a global objective enshrined in SDG 16. To help countries achieve this objective, the OECD People-Centred Justice Framework and Principles sets out elements of a government-wide strategy for people-centred justice, inter-agency cooperation and communication, as well as mechanisms to ensure accountability and sustainability. The Framework building on a people-centred purpose as its foundation is structured around four pillars: 1) designing and delivering people-centred services, 2) governance enablers and infrastructure, 3) people empowerment, and 4) planning, monitoring and accountability.

This report is a first-of-its-kind work to provide evidence on how cities’ investments in innovation and data use can pay off in powerful ways for residents. It offers analysis on the different ways local governments build capacity at the strategic and technical level, from organisational structure and strategy, to resource allocation and outcome evaluation. It shows that cities with higher public-sector innovation capacity and data use practices have higher levels of city and life satisfaction. Furthermore, when looking across key well-being dimensions from housing to environment, health and walkability, cities with higher innovation capacity and data use practices outperformed cities with lower capacity. The lessons in the report have been distilled into 10 recommendations to help local leaders boost their data use and innovation capacity to improve resident well-being.

The OECD Integrity Review of Thailand 2021 assesses three key elements of Thailand’s integrity system: disciplinary mechanisms and sanctions, risk management, and integrity in policy and decision making in the public sector. The Review presents concrete reform actions on how to make the disciplinary regime more coherent and effective, and provides recommendations for strengthening corruption risk management practices. Finally, the Review assesses the government decision-making process and provides options for increasing its transparency and integrity for more accountable and equitable policies.

The digital transformation of public sectors, economies and societies is generating challenges as well as opportunities for governments. Robust public governance is needed to respond to these challenges, reap the full benefits of digital and data-driven government, and encourage a holistic, systemic transformation. This Handbook presents the OECD Framework on the Governance of Digital Government, which was developed based on the experiences of Member and Partner countries. The Handbook identifies the aspects that need to be addressed when devising public governance frameworks for digital government, including contextual factors, institutional models and policy levers. Based on the Framework, the Handbook also provides a practical and easy-to-use toolkit for policy makers seeking to improve the digital government maturity of their administrations.

The first OECD Report on Public Communication: The Global Context and the Way Forward examines the public communication structures, mandates and practices of centres of governments and ministries of health from 46 countries, based on the 2020 Understanding Public Communication surveys. It analyses how this important government function contributes to better policies and services, greater citizen trust, and, ultimately, stronger democracies in an increasingly complex information environment. It looks at the role public communication can play in responding to the challenges posed by the spread of mis- and disinformation and in building more resilient media and information ecosystems. It also makes the case for a more strategic use of communication by governments, both to pursue policy objectives and promote more open governments, by providing an extensive mapping of trends, gaps and lessons learned. Finally, it highlights pioneering efforts to move towards the professionalisation of the government communication function and identifies areas for further research to support this transition.

Digital transformation is revolutionising economies and societies with rapid technological advances in AI, robotics and the Internet of Things. Low- and middle-income countries are struggling to gain a foothold in the global digital economy in the face of limited digital capacity, skills, and fragmented global and regional rules. Political stability, democracy, human rights and equality also risk being undermined by weak governance and the abuse of digital technology.

The 2021 edition of the Development Co-operation Report makes the case for choosing to hardwire inclusion into digital technology processes, and emerging norms and standards. Fiscal Federalism 2022 surveys recent trends and policies in intergovernmental fiscal relations and subnational government. Accessible and easy-to-read chapters provide insight into: good practices in fiscal federalism; the design of fiscal equalisation systems; measuring subnational tax and spending autonomy; promoting public sector performance across levels of government; digitalisation challenges and opportunities; the role of subnational accounting and insolvency frameworks; funding and financing of local government public investment; and early lessons from the COVID-19 crisis for intergovernmental fiscal relations.

This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

To make the most of its longstanding tradition of manufacturing and innovation, Piedmont, Italy, is undertaking a process of industrial transition, the success of which may be linked to an updated approach to its regional innovation policy. This should include promoting technology and non-technology driven innovation, building the innovation competences of micro- and small enterprises in addition to medium and large ones, better connecting regional innovation actors, and ensuring that innovation contributes to the region’s broader development goals such as sustainable regional development. It also requires diversifying the role of Piedmont’s innovation clusters and reinforcing the multi-level governance system for innovation policy. This report features a comparative perspective of the trends, challenges and opportunities for innovation-led growth in Piedmont, and highlights how Piedmont could build a dynamic innovation ecosystem based on its smart specialisation strategy, a fresh perspective on innovation, and future-oriented innovation cluster organisations. The report provides actionable recommendations and offers insights into making the most of innovation policy as a lever for place-based regional development.

Cet Examen étudie et analyse les domaines de la gouvernance publique tels que la coordination à l’échelle de l’ensemble du gouvernement, le renforcement des liens entre la budgétisation et la planification, et l'amélioration du processus de décentralisation pour améliorer les résultats du développement auxquels contribuent tous les niveaux de gouvernement du pays. Il évalue également la gestion de la fonction publique, ainsi que la mise en œuvre de stratégies de gouvernement ouvert et d'initiatives visant à impliquer les citoyens dans le cycle politique. Cet Examen fournit des recommandations concrètes, alignées sur les documents cadres du Programme de Modernisation de l’État 2018-2023 et du Plan Stratégique de Développement d’Haïti, pour soutenir la réforme de la gouvernance publique en Haïti.

The government of Haiti is undertaking public governance reforms to support sustainable growth and inclusive socio-economic development. This Review analyses areas such as whole-of-government co-ordination, the links between budgeting and planning, and the decentralisation process to improve development outcomes to which all levels of government in the country contribute. It also assesses the management of the civil service and the implementation of open government strategies and initiatives to involve citizens in the policy cycle. This Review provides concrete recommendations, aligned with key national strategic documents such as the State Modernisation Programme 2018-2023 and Haiti's Strategic Development Plan, to support public governance reform in Haiti.

The pace and scope of innovation are challenging the way governments regulate. Existing regulatory frameworks might not be agile enough to accommodate the fast pace of technological development and, as a consequence, rules might become outdated. Beyond this pacing problem, technological innovation also blurs the traditional definition of markets, challenges enforcement and transcends administrative boundaries domestically and internationally.

This report, which results from a joint project between the OECD and the Korea Development Institute, presents a set of case studies illustrating the different regulatory challenges raised by emerging technologies and the diversity of regulatory responses used to address them. The case studies cover data-driven business models, digital innovation in finance, smart contracts relying on distributed ledger technologies, digital technologies for smart logistics, and the sharing economy.

This study provides an overview of government- and industry-specific measures to address the abuse of online platforms by counterfeiters. In recent years, trading platforms have been instrumental in the growth in e-commerce, but at the same time, they can be abused by illicit trade networks. The COVID-19 pandemic has exacerbated these problems as people turned to e-commerce during lockdowns and shop closures. Governments and industries have recognised these problems and are addressing them in various ways, including providing more transparency, streamlining procedures, and facilitating co-operation.

Finland has a strong reputation as a leader in environmental policy and sustainable development. It committed to become carbon neutral by 2035 and to pioneer the world’s first circular economy. However, it is not fully on track to meet its ambitious goals. Greenhouse gas emissions fell in the last decade, but they need to decline at a much faster pace to meet the target. Waste generation, material consumption and nutrient losses to water bodies have continued to rise. Agriculture and a large forestry sector exert pressures on the country’s biodiversity. Targeted policy measures are needed to provide adequate incentives, boost investment and innovation and steer the economic recovery from the COVID-19 crisis towards the green transition. Finland should move from good strategy making to effective and coherent implementation. It needs to get the right policies in place, to secure sufficient resources and ensure continued and broad public consensus.

This is the third Environmental Performance Review of Finland. It evaluates progress towards green growth and sustainable development, with a special chapter focusing on climate change mitigation and well-being.

La Finlande s’est forgé une solide réputation de leader dans le domaine de la politique de l’environnement et du développement durable. Elle s’est engagée à parvenir à la neutralité carbone à l’horizon 2035 et à faire œuvre de pionnier en instaurant la première économie circulaire au monde. La réalisation de ses ambitieux objectifs n’est toutefois pas pleinement sur les rails. Les émissions de gaz à effet de serre ont baissé durant la dernière décennie, mais elles devront diminuer à un rythme bien plus rapide pour que l’objectif soit atteint. La production de déchets et la consommation de matières ont continué d’augmenter, tout comme les déperditions d’éléments nutritifs dans les masses d’eau. La biodiversité subit des pressions imputables à l’agriculture et au vaste secteur forestier du pays. Des mesures ciblées sont nécessaires pour créer des incitations appropriées, stimuler l’investissement et l’innovation et orienter la reprise économique après la crise du COVID-19 vers une transition verte. La Finlande devrait passer de l’élaboration de bonnes stratégies à une mise en œuvre efficace et cohérente. Il s’agit de mettre en place les bonnes politiques, de réunir des ressources suffisantes et de préserver un large consensus dans l’opinion publique.

Ceci est le troisième Examen environnemental de la Finlande. Subnational governments carry out more than 60% of total public procurement in OECD countries. As such, public procurement can offer a powerful tool for cities to boost local growth and advance their strategic priorities, ranging from innovation and inclusion to the transition to a low-carbon economy. Bratislava, the most populated and richest municipality in the Slovak Republic, carried out 39% of its expenditures through public procurement in 2019. The COVID-19 crisis has enhanced both the urgency and the opportunity to improve the city's procurement system and to rethink "what" and "how" to procure. In this context, Bratislava is developing new directives to make its procurement processes more efficient. This report offers recommendations on how Bratislava can use public procurement strategically to identify value-for-money solutions, foster competition, and promote sustainable urban development. The report also includes a concrete case study on Bratislava’s public procurement for street lighting, which provides methodological guidance on the analysis of needs, market engagement, and tender design.

Mainstreaming integrity policies throughout a public administration is a common challenge in many countries. Brazil’s Office of the Comptroller General (CGU) has implemented a series of measures to do so, including establishing the Public Integrity System of the Federal Executive Branch (SIPEF). This report analyses these recent developments and provides recommendations on how to better promote a culture of integrity through the Integrity Management Units with targeted support by the CGU. The report also highlights opportunities to improve the clarity and coherence of policies to promote public integrity and public ethics, manage conflicts of interest, and foster integrity risk management by streamlining these areas under the umbrella of public integrity.

A consolidação das políticas de integridade em todos os órgão e entidades da administração pública é um desafio compartilhado por muitos países. No Brasil, a Controladoria-Geral da União (CGU) desenvolveu os Programas de Integridade Pública, que incluem a designação de uma Unidade de Gestão da Integridade (UGI) e a elaboração de Planos de Integridade em todas os 186 órgãos e entidades da Administração Pública federal direta, autárquica e fundacional. Recentemente, este esforço conduziu à implantação do Sistema de Integridade Pública do Poder Executivo Federal (SIPEF). Este relatório analisa o desenvolvimento dessas ações e propõe recomendações para fortalecer o SIPEF, as UGIs e a CGU, com vistas à promoção de uma cultura de integridade. Ao fazer isso, o relatório também evidencia oportunidades para aperfeiçoar a compreensão e a coerência das políticas destinadas a promover a integridade pública, a ética pública, a gestão de conflitos de interesse e a fomentar a gestão de riscos para a integridade, simplificando essas áreas sob a égide da integridade pública.

This edition presents a vision of a future-ready public service workforce that is forward-looking, flexible and fulfilling to a diverse range of public employees. It provides insights to help governments achieve that vision through comparative data and analysis, a set of illustrative case studies, and expert commentary. Public service leadership and recruitment systems are fundamental inputs to renew and transform the public service. Both of these issues are highlighted and illustrated with new data from recent surveys.
