Regards sur l’éducation 2013 : Panorama offre une version résumée du recueil phare de statistiques sur l’éducation de l’OCDE, Regards sur l’éducation. Cet ouvrage présente des données facilement accessibles sur tous les thèmes clés intéressant l’éducation de nos jours, notamment :
• Les niveaux d’enseignement et les effectifs scolarisés : quel niveau d’études les adultes ont-ils atteint, et quel est l’impact de l’éducation préprimaire sur la suite de leurs études ?
• Enseignement supérieur et vie active : combien de jeunes sont diplômés de l’enseignement supérieur, et avec quel succès passent-ils de la formation à la vie active ?

Education at a Glance 2013: Highlights summarises the OECD’s flagship compendium of education statistics, Education at a Glance. It provides easily accessible data on key topics in education today, including:
• Education levels and student numbers: How far have adults studied, and how does early childhood education affect student performance later on?
• Higher education and work: How many young people graduate from tertiary education, and how easily do they enter the world of work?
• Economic and social benefits of education: How does education affect people’s job prospects, and what is its impact on incomes?
• Paying for education: What share of public spending goes on education, and what is the role of private spending?
• The school environment: How many hours do teachers work, and how does class size vary?
Each indicator is presented on a two-page spread. The left-hand page explains the significance of the indicator, discusses the main findings, examines key trends and provides readers with a roadmap for finding out more in the OECD education databases and in other OECD education publications. The right-hand page contains clearly presented charts and tables, accompanied by dynamic hyperlinks (StatLinks) that direct readers to the corresponding data in Excel™ format.

Les élèves sont-ils bien préparés à relever les défis que l’avenir leur réserve ? Sont-ils capables d’analyser, de raisonner et de communiquer leurs idées de manière efficace ? Ont-ils cerné les centres d’intérêt qu’ils cultiveront toute leur vie en tant que membres productifs de la société et de l’économie ? Le Programme international de l’OCDE pour le suivi des acquis des élèves (PISA) cherche à répondre à ces questions au travers d’une évaluation des savoirs et savoir-faire des élèves, la plus exhaustive et la plus rigoureuse qui existe à l’échelle internationale.
Le Cadre d’évaluation et d’analyse du cycle PISA 2012 présente le cadre conceptuel qui sous-tend le cinquième cycle de l’enquête PISA. Comme les cycles précédents, le cycle PISA 2012 couvre les mathématiques, son domaine majeur d’évaluation, la compréhension de l’écrit et les sciences, ainsi que deux autres domaines : la résolution de problèmes et la culture financière. Par ailleurs, un questionnaire contextuel et, à titre d’option, un questionnaire sur le parcours scolaire et un questionnaire sur la maîtrise des technologies de l’information et de la communication (TIC) sont administrés aux élèves. Des informations supplémentaires sont recueillies auprès de la direction des établissements d’enseignement via le questionnaire « Établissement » et auprès des parents, via le questionnaire « Parents », le troisième qui soit proposé à titre d’option. Soixante-six pays et économies, dont les trente-quatre pays membres de l’OCDE, ont pris part au cycle PISA 2012.
Source d’informations précises et pertinentes, Regards sur l’éducation : Les indicateurs de l’OCDE fait figure de publication de référence sur l’état de l’éducation dans le monde. Der Übergang von der Schule ins Arbeitsleben verläuft in Deutschland bemerkenswert reibungslos. Ein vortrefflich ausgebautes Berufsbildungssystem gestattet es jungen Menschen, gut vorbereitet in den Arbeitsmarkt zu gehen und Arbeitsplätze zu finden, die ihren Qualifikationen entsprechen. Die berufliche Bildung des sogenannten Sekundarbereichs II, die in Deutschland vor allem durch das duale System geprägt ist, schafft ein solides Fundament für spätere Weiterqualifizierung, insbesondere durch die postsekundäre berufliche Bildung. This publication explores a range of helpful policy measures and institutional reforms to mobilise higher education for regional development. It is part of the series of the OECD reviews of Higher Education in Regional and City Development. These reviews help mobilise higher education institutions for economic, social and cultural development of cities and regions. They analyse how the higher education system impacts upon regional and local development and brings together universities, other higher education institutions and public and private agencies to identify strategic goals and to work towards them.
The report discusses the results of the OECD “Leveraging Training and Skills Development in SMEs” (TSME) project which examines access to training by SMEs across seven regions in six OECD countries: New Zealand, Poland, Belgium, UK, Turkey and Canada. The book analyses the policy issues related to both low access by SMEs, and how to recognise the increasing importance of informal training and skills development methods. The book looks at how both formal and alternative ways of training and skills development interact and identifies impacts at three levels; for the firm and employees; for the industry; and for the local area where the firm is located.
The report pays special attention to the development of entrepreneurial skills and the emerging area of “green skills”. This focus is not just because ‘green skills’ represent the next new training opportunity – the de-carbonisation of economies that will occur over the coming decades represents an industrial transformation on the scale of the microelectronics revolution - but in many ways the response to the green economy is at an emerging stage- this means we have the opportunity to implement lessons from previous successful practices into a skill development area that will have enormous reach.
Arts education is often said to be a means of developing critical and creative thinking. Arts education has also been argued to enhance performance in non-arts academic subjects such as mathematics, science, reading and writing, and to strengthen students’ academic motivation, self-confidence, and ability to communicate and co-operate effectively. Arts education thus seems to have a positive impact on the three subsets of skills that we define as “skills for innovation”: subject-based skills, including in non-arts subjects; skills in thinking and creativity; and behavioural and social skills.
This report examines the state of empirical knowledge about the impact of arts education on these kinds of outcomes. The kinds of arts education examined include arts classes in school (classes in music, visual arts, theatre, and dance), arts-integrated classes (where the arts are taught as a support for an academic subject), and arts study undertaken outside of school (e.g. private music lessons; out-of-school classes in theatre, visual arts, and dance). The report does not deal with education about the arts or cultural education, which may be included in all kinds of subjects.
Frühkindliche Betreuung, Bildung und Erziehung (FBBE) kommt nicht nur Kindern und Eltern zugute, sondern der gesamten Gesellschaft. Allerdings reicht es nicht, das Angebot für Kinder auszuweiten. In some countries the concept – not to mention the use – of teacher appraisal sparks discussion whenever it is mentioned. According to what criteria? Who decides? And what should the results of teacher appraisals be used for? But education stakeholders are beginning to find some agreement in the idea that teacher appraisal can be a key lever for focusing more on teaching quality and continuous professional development for teachers, in keeping with the growing recognition that the quality of teaching affects student learning outcomes. Teacher appraisal also provides opportunities to incentivise, recognise and reward teaching competence and high performance, which, in turn, may help to address concerns about the attractiveness of teaching as a career choice and about the image and status of teachers, including teachers’ feelings that their work is not sufficiently valued.
The third International Summit on the Teaching Profession, hosted by the Netherlands, the OECD and Education International, brings together education ministers, union leaders and other teacher leaders from high-performing and rapidly improving education systems, as measured by the OECD Programme for International Student Assessment (PISA), to discuss how teacher quality is defined and what standards are set and by whom; what systems are in place for teacher evaluation and how evaluations are conducted; and how teacher evaluation contributes to school improvement and teacher self-efficacy.
Geschlechtsspezifische Ungleichheiten machen sich in allen Bereichen des Wirtschaftslebens bemerkbar und bedeuten sowohl für die betroffenen Personen als auch für die Volkswirtschaft insgesamt hohe Verluste in Form von entgangener Produktivität und niedrigeren Lebensstandards. Dieser neue OECD-Bericht befasst sich mit Lösungsansätzen zur Beseitigung dieser geschlechtsspezifischen Ungleichheiten unter folgenden thematischen Gesichtspunkten: Geschlechtergleichstellung, soziale Normen und öffentliche Politik sowie Geschlechtergleichstellung in Bildung, Berufsleben und Unternehmertum.
Die Kernaussagen lauten:
? Die Verbesserung der Geschlechtergleichheit beim Bildungsniveau hat einen stark positiven Effekt auf das Wirtschaftswachstum.
? Geschlechterstereotypen muss schon im jungen Alter bei den Bildungsentscheidungen in der Schule entgegengewirkt werden. So sollten beispielsweise Unterrichtsmethoden und -materialien angepasst werden, um Jungen stärker für das Lesen und Mädchen stärker für Mathematik und Naturwissenschaften zu begeistern; Mädchen sollten ermutigt werden, verstärkt naturwissenschaftliche, ingenieurwissenschaftliche und mathematische Studienfächer zu wählen und eine Berufstätigkeit in diesen Bereichen anzustreben.
? Gute und bezahlbare Kinderbetreuung ist ein ausschlaggebender Faktor für die Verbesserung der Geschlechtergleichstellung im Berufsleben. Veränderungen sind jedoch auch im familiären Kontext notwendig, da der überwiegende Teil der Hausarbeit und Kindererziehung in vielen Ländern immer noch von den Frauen geleistet wird. Diese Veränderungen können von der Politik unterstützt werden, beispielsweise durch Elternurlaubsregelungen, die Väter explizit einschließen.
? Fördermaßnahmen für Unternehmen in Frauenbesitz müssen auf alle Unternehmen, nicht nur auf Neugründungen und Kleinbetriebe, ausgerichtet werden. Es muss ein gleichberechtigter Zugang zu Finanzierungsmitteln für männliche und weibliche Unternehmer gewährleistet werden.
