Informality is not a new phenomenon but today, in face of the multiplication of domestic and global shocks, the vulnerabilities associated with informal work and businesses are an undisputable hurdle to economic resilience and more inclusive and equal societies. Yet, certain policy measures implemented with the intention of addressing the consequences of crises on vulnerable groups in the society – groups that include informal workers and businesses – can unintentionally induce more informality, in a vicious cycle that makes formalisation and resilience even more difficult to reach. The report Informality and Structural Transformation in the Middle East and North Africa outlines a framework for assessing the impact of economic and social policies on informality. The framework was developed jointly by the ILO, OECD and UNDP, and is thought as a hands-on instrument, allowing policy makers to foresee early on in the policymaking cycles the effects diverse economic and social policies could have on the informal economy. This tool adds to the vast literature on informality. Understanding the expected impact of different policies on informality can help governments to identify measures that support their key objectives, e.g. helping firms in financial distress or expanding social protection, without altering motivations and incentives to formalisation.

This report provides an international benchmarking of Germany’s artificial intelligence (AI) ecosystem and discusses progress in implementing its national AI strategy. The report draws on quantitative and qualitative data and insights from the OECD.AI Policy Observatory and from the OECD Programme on AI in Work, Innovation, Productivity and Skills (AI-WIPS) – an OECD research programme financed by the German Federal Government – and results from a series of interviews with a wide range of stakeholders in Germany. The review discusses Germany’s strengths, weaknesses, opportunities, and challenges in AI, and provides recommendations to steer AI policy in Germany in the coming years. The evidence is presented according to the core focus areas outlined in Germany’s national AI strategy, which include: 1) minds; 2) research; 3) transfer and applications; 4) the world of work; 5) policy and regulatory frameworks; and 6) society. Furthermore, the report discusses AI infrastructure and it includes three sector spotlights on AI in the public sector, AI and environmental sustainability and AI and healthcare.

Lao People’s Democratic Republic (Lao PDR) has made significant headway on its development path over the past three decades. The country’s sustained economic growth has been led by booming commodity exports and substantial inflows of external financing. Many Laotians have seen significant improvements in their well-being. Poverty has declined as household income has increased, and many important development goals in education and health have been achieved.

In the face of macroeconomic challenges, a shift from commodity-driven growth to a more inclusive prosperity paradigm that emphasises the creation of broad-based opportunities, human capital development and green sustainability can unlock Lao PDR’s future development. This report presents priorities for overcoming the country’s current fiscal constraints and finding ways to fund this shift. Recommendations address strengthening Lao PDR’s sustainable finance and debt management, revenue generation and tax reform, investment promotion, and data capacity in order to tap into green finance mechanisms.

Spain has been confronted with weak wage and productivity growth for several decades. This report provides an overview of the role that labour market policies as well as other policies can play in reviving broadly shared productivity growth in Spain. To set the scene, it starts with documenting the decline in broadly shared productivity growth and its underlying mechanisms. It then provides a discussion of how policies can enhance the adaptability of the economy and labour market to structural change. It concludes with a discussion of the role of selected labour market policies for promoting broadly shared productivity gains. The emphasis is on wage-setting institutions, employment protection and job retention support, consistent with the focus of recent reforms.

As “market referees”, regulators contribute to the delivery of essential public utilities. Their organisational culture, behaviour, actions and governance are important factors in how they, and the sectors they oversee, perform. The OECD Performance Assessment Framework for Economic Regulators (PAFER) looks at the institutions, processes and practices that can create an organisational culture of performance and results. This report uses PAFER to assess both the internal and external governance of Brazil’s National Agency for Water and Basic Sanitation (ANA). The review offers recommendations for the regulator to build upon its strong technical reputation and good practices. It proposes an integrated set of recommendations to help ANA best fulfil its roles relating to water resource management and water-use regulation, dam safety, and water supply and sanitation.

Le guide de politique publique sur les cadres légaux pour l'économie sociale et solidaire vise à soutenir les pays, les régions et les villes qui souhaitent utiliser les cadres légaux comme un levier approprié pour développer des écosystèmes favorables à l'économie sociale et solidaire (ESS). S'appuyant sur des données, des informations et des exemples de bonnes pratiques provenant de plus de 33 pays, ce guide international fournit des conseils étape par étape, ainsi que des "facteurs de réussite" et des "écueils à éviter" pour aider les décideurs politiques à i) évaluer pourquoi et quand des cadres légaux pour l'ESS sont nécessaires ; ii) sélectionner des options légales et impliquer les parties prenantes ; iii) évaluer la performance des lois, et, iv) favoriser l'apprentissage international par les pairs sur ce sujet. Le guide s'appuie également sur les enseignements du document sur les cadres légaux pour l'économie sociale et solidaire, élaboré dans le cadre de l'action mondiale de l'OCDE "Promouvoir les écosystèmes de l'économie sociale et solidaire", financée par l'instrument de partenariat étranger de l'Union européenne, et de l'étude "Designing Legal Frameworks for Social Enterprises : Practical Guidance for Policy Makers".

Tax crimes negatively affect all countries, developed and developing alike. They obstruct governments’ ability to collect revenue and undermine trust in the legal and financial system which can lead to a wide range of adverse outcomes. Tax crime is often closely linked to other forms of serious domestic and transnational crime, such as money laundering, corruption, the trafficking of drugs or people, and terrorist financing.

This report sets out the rationale for adopting a national strategy for countering tax crime and to support jurisdictions’ efforts in designing such strategies, drawing from the practices of members of the OECD’s Task Force on Tax Crimes and other Crimes (TFTC).

Despite having advanced social protection systems, OECD countries still face challenges in identifying, enrolling, and providing benefits and services to all those in need. Even when programmes are well-designed and adequately funded, cumbersome enrolment processes and challenges in service and benefit delivery can be an obstacle to the full take-up of social programmes. Advances in digital technologies and data can go a long way towards making social protection more accessible and effective. This report presents a stocktaking of OECD governments’ strategies to identify individuals and groups in need, collect and link (potential) beneficiary data across administrative and survey sources, and apply data analytics and new technologies to improve programme enrolment and the benefit/service delivery experience – all with the objective of reaching people in need of support in OECD countries.

Violence against women (VAW) and girls exists in all countries and across all socio-economic groups, with around one in three women experiencing sexual and physical violence in their lifetime worldwide. This issue was exacerbated by the COVID-19 pandemic, intensifying the need for urgent action to eradicate it. Many governments, including in the MENA region, have enacted policies and programmes to tackle VAW. However, limited strategic planning, long-term investment in services, and co-ordinated responses among public institutions and actors involved in the implementation of VAW strategies have made it difficult to break the VAW cycle. Drawing on data collected through the 2022 OECD Survey on Strengthening Governance and Victim/survivor-centric Approaches to end Violence Against Women in MENA Countries, this report provides an overview of MENA countries’ efforts to develop whole-of-government VAW responses, especially during the COVID-19 pandemic and with a view to help anticipate future crises. It assesses the gaps that hinder progress towards achieving lives free from violence for all women and girls and provides recommendations to enhance the efficiency and effectiveness of the policy and institutional frameworks across MENA countries in addressing VAW.

The report examines the quality of investment that the country attracts, the productive and innovative capacities of Czech SMEs, and a broad range of economic, business and policy conditions that can strengthen knowledge and technology diffusion from foreign multinationals to domestic enterprises. It also assesses Czechia’s institutional environment and policy mix across the areas of international investment, SMEs and entrepreneurship, innovation and regional development, noting areas for policy reform. The report includes a regional focus on the potential for FDI and SME linkages and spillovers in South Moravia and Usti.

This report is based on the discussions at the 13th ADBI-OECD-ILO Roundtable on Labor Migration in Asia: Integrating Skills Development and Certification into the Labor Migration Cycle, held on 27–28 June 2023 in Bangkok, Thailand. The annual roundtable brings together labor experts and policy makers from across Asia to discuss trends in labor migration and emerging policy and issues on migrant workers.

Chapter 1 analyzes labor migration flows in Asia and relevant policy developments, including a section on the flow and cost of remittances. Chapter 2 looks at the pathways for middle-skilled migration and the accompanying skills recognition or certification approaches in Singapore and Thailand, focusing on the construction sector. Chapter 3 examines programs for seasonal workers in Australia, New Zealand, and the United Kingdom, and how they relate to other programs for migrant workers in agriculture. The chapter also provides an overview of seasonal migrant worker options in the agriculture sector in Japan and the Republic of Korea, and Thai seasonal workers in Nordic countries.

Statistical annexes provide updated economy-specific notes and comparative tables on country-level migration flows.
