This edition of OECD's annual Development Co-operation Report provides key statistics and analysis on the latest trends in international aid. Eckhard Deutscher, who recently took over as Chairman of the Development Assistance Committee, reports back on the Accra High Level Forum on Aid Effectiveness and the need to step up our efforts to make aid work better for developing countries in this time of economic crisis. The report also addresses fragmentation, a major problem when aid comes in too many small slices from too many directions and - drawing on case studies from number of countries - offers five lessons on how the Paris Declaration on Aid Effectiveness can be used to make the link between development policy and human rights, environmental sustainability and gender equality.

 

The title of the Development Co-operation Report has traditionally carried the date of the year preceding its publication. We would like to alert readers to the fact that, as of this issue, the title will reflect the actual year of publication. This issue will, therefore, be entitled Development Co-operation Report 2009. Please note that this Report incorporates data submitted to the OECD up to 15 November 2008; these data correspond to flows in 2007.

The Development Co-operation Report, issued by the OECD Development Assistance Committee (DAC), is the key annual reference for statistics and analysis on the latest trends in international aid.

With only five years left to achieve the Millennium Development Goals (MDGs), much remains to be done. The task has become even more challenging given the economic, food and climate change crises of recent years. This report describes how the DAC has responded swiftly, putting the development dimension of these crises firmly on the political agenda and keeping the development community focused on providing more aid, and delivering it more effectively.

In times of economic uncertainty, it is particularly important for aid to provide value for money, and to ensure that it is not misused. The development community has responded by sharpening its focus on corruption; targeting and communicating clear development impacts; working increasingly through developing countries’ own systems to build capacity; and intensifying efforts in the poorest 30% of developing countries – a critical step toward achieving the MDGs. The report also describes how the DAC member countries intend to make their aid truly effective in the decades to come, by ensuring that climate change is addressed in each of their policy choices and by developing a broader, more inclusive approach.

This year, the Development Co-operation Report 2012 seeks to provide insights into how to address today’s sustainable development challenges, with a focus on inclusiveness and good governance to ensure that our finite resources are equitably distributed, now and in the future.

Sharing finite resources among a growing number people – and consumers – is a critical challenge. It is in this spirit that J. The Development Co-operation Report (DCR) 2013 explores what needs to be done to achieve rapid and sustainable progress in the global fight to reduce poverty. The world is on track to achieve the Millennium Development Goal (MDG) target of halving the proportion of people whose income is less than USD 1.25 a day. Nonetheless, we are far from achieving the overarching MDG goal of eradicating extreme poverty. While we have learned much about what works in terms of reducing poverty, “getting to zero” remains a challenge in the face of the intractable difficulties of reaching those mired in extreme poverty.

The report  focuses on the very poor and will set out, in concrete terms:
• The nature and dimensions of poverty today
• What development co-operation – and the global partnerships it supports – can do in the fight against poverty

The DCR 2013 will focus on the positive experiences of countries, highlighting policies and approaches that have worked.

The Development Co-operation Report (DCR) is a yearly report by the Chair of the Development Assistance Committee (DAC) that addresses important challenges for the international development community and provides practical guidance and recommendations on how to tackle them. Moreover, it reports the profiles and performance of DAC development co-operation providers and presents DAC statistics on official development assistance (ODA) and private resource flows.

The Development Co-operation Report 2014: Mobilising resources for sustainable development is the second in a trilogy (2013-15) focusing on “Global Development Co-operation Post-2015: Managing Interdependence”. The report provides an overview of the sources of finance available to developing countries and proposes recommendations on how to mobilise further resources. It also explores how to mobilise resources to finance the provision of global public goods: for example, to combat climate change, promote peace and security, and create a fair and equal trading system.

With the adoption of the Sustainable Development Goals, the question of how to finance, implement and monitor these goals moves to the centre of the debate. Today, international development co-operation takes place in an increasingly complex environment, with an ever growing number of actors, policies and instruments involved. This complexity raises the stakes for achieving the goals, but also opens up new opportunities. Although governments will remain the key actors in the implementation of the new post-2015 goals, the role of non-state actors such as civil society, foundations and business is growing. Their association through effective partnerships will be key to the implementation of the post-2015 agenda.

The face of development has changed, with diverse stakeholders involved – and implicated – in what are more and more seen as global and interlinked concerns. At the same time, there is an urgent need to mobilise unprecedented resources to achieve the ambitious Sustainable Development Goals (SDGs). The private sector can be a powerful promotor of sustainable development. Companies provide jobs, infrastructure, innovation and social services, among others. Increasingly, investments in developing countries – even in the least developed countries – are seen as business opportunities, despite the risks involved. The public sector can leverage the private sector contribution, helping to manage risk and providing insights into effective policy and practice. Yet in order to set the right incentives, a better understanding is needed of the enabling factors, as well as the constraints, for businesses and investors interested in addressing sustainable development challenges.
The Development Co-operation Report 2016 explores the potential and challenges of investing in developing countries, in particular through social impact investment, blended finance and foreign direct investment. The report provides guidance on responsible business conduct and outlines the challenges in mobilising and measuring private finance to achieve the SDGs.  Throughout the report, practical examples illustrate how business is already promoting sustainable development and inclusive growth in developing countries. Part II of the report showcases the profiles and performance of development co-operation providers, and presents DAC statistics on official and private resource flows.

The 2017 volume of the  Development Co-operation Report focuses on Data for Development. “Big Data” and “the Internet of Things” are more than buzzwords: the data revolution is transforming the way that economies and societies are functioning across the planet. The Sustainable Development Goals along with the data revolution are opportunities that should not be missed: more and better data can help boost inclusive growth, fight inequalities and combat climate change. These data are also essential to measure and monitor progress against the Sustainable Development Goals.

The value of data in enabling development is uncontested. Yet, there continue to be worrying gaps in basic data about people and the planet and weak capacity in developing countries to produce the data that policy makers need to deliver reforms and policies that achieve real, visible and long-lasting development results. At the same time, investing in building statistical capacity – which represented about 0.30% of ODA in 2015 – is not a priority for most providers of development assistance.

There is a need for stronger political leadership, greater investment and more collective action to bridge the data divide for development. With the unfolding data revolution, developing countries and donors have a unique chance to act now to boost data production and use for the benefit of citizens. This report sets out priority actions and good practices that will help policy makers and providers of development assistance to bridge the global data divide, notably by strengthening statistical systems in developing countries to produce better data for better policies and better lives.

When Member States of the United Nations approved the 2030 Agenda for Sustainable Development in 2015, they agreed that the Sustainable Development Goals and Targets should be met for all nations and peoples and for all segments of society. Governments and stakeholders negotiating the 2030 Agenda backed the ambition of leaving no one behind, an ambition increasingly referred to in development policies, international agendas and civil society advocacy.

How can we transform this ambition into reality? Policy makers, civil society and business are asking for more clarity on how to ensure that no one is left behind in practice. Informed by the latest evidence on what it means to be left behind, it adopts a wide range of perspectives and draws lessons from policies, practices and partnerships that work. Digital transformation is revolutionising economies and societies with rapid technological advances in AI, robotics and the Internet of Things. Low- and middle-income countries are struggling to gain a foothold in the global digital economy in the face of limited digital capacity, skills, and fragmented global and regional rules. Political stability, democracy, human rights and equality also risk being undermined by weak governance and the abuse of digital technology.

In the last three years, multiple global crises and the growing urgency of containing climate change have put current models of development co-operation to, perhaps, their most radical test in decades. The goal of a better world for all seems harder to reach, with new budgetary pressures, demands to provide regional and global public goods, elevated humanitarian needs, and increasingly complex political settings. Critique of the roots, rationale and operations of the international aid system is resulting in calls for fundamental change, manifesting, for example, in the movements to address colonial legacies and racism in the sector. This 60th anniversary edition of the Development Co-operation Report takes stock of these challenges, and proposes ways forward along four lines of action: unlock progress to deliver existing commitments; support locally led transformation in partner countries; modernise business models and financial management practices; and rebalance power relations in international decision making and partnerships. The Belgian aid system has experienced serious problems in recent years and is now going through a crucial transition period. An action plan has been prepared by the Secretary of State for Co-operation and basic reforms are under way. This plan, entitled "Showing our colours -- Plan for the future of Belgian co-operation and development", was well received by the OECD's Development Assistance Committee (DAC). During its triennial peer review of Belgium's development co-operation policy and aid programme, the Committee also took note of the determination of the Secretary of State to design a co-operation programme that goes beyond economic and social considerations to take full account of the basic values of the society. In relation to general good practice among donors, the Committee indicated its support for a number of measures that might enhance the effectiveness of Belgium's development co-operation programme, including increasing efficiency by decentralising more executive functions and monitoring effectiveness through an active assessment, evaluation and feedback policy; raising staff skills through better training in key development subjects and by delegating authority both internally and to local offices; devising country strategies based on a new partnership approach; and focusing technical co-operation efforts on strengthening local capacity.

The OECD Development Assistance Committee's 1998 review of Canada's development aid programmes and policies. It finds that in its foreign policy statement Canada in the World, the Canadian government reaffirmed its commitment to playing an active role in international efforts towards global peace and prosperity and set out a range of ambitious goals for the development co-operation programme.

Canada is deploying great efforts to develop coherent responses to global challenges and the Development Assistance Committee (DAC) commended the comprehensive renewal process being undertaken by the Canadian International Development Agency (CIDA) to equip itself with the means to tackle its challenging mission. CIDA is among the pioneers in the DAC in redirecting its programmes from a traditional-sector focus to a theme-based approach, concentrating on actual results rather than inputs. These promising efforts deserve careful monitoring and should yield valuable lessons for other donors.

The reach and depth of Canada's international involvement -- clearly rooted in the country's values, interests and capabilities -- have, however, been constrained by public sector expenditure cuts, implemented in response to Canada's public debt burden. The Committee expressed concern that successive reductions in Canada's aid budget could affect Canada's ability to meet expectations, both at home and internationally.

The OECD Development Assistance Committee's 1999 review of Denmark's development aid programmes and policies. It finds that Denmark is the top performer among the 22 Members of the OECD Development Assistance Committee (DAC) in terms of the volume of its official development assistance (ODA). Denmark’s ODA volume has been maintained at around 1% of gross national product (GNP) since 1992, thanks to a strong consensus and public support for development aid. The quality of Denmark’s aid effort is also most impressive. In particular this high volume of aid is supported by a strong long-range strategy, whose directions - and especially the central emphasis on poverty reduction - are in harmony with the Development Partnership Strategy agreed by the DAC in 1996. Denmark has succeeded in concentrating its bilateral assistance on 20 countries, 18 of which are low-income or least developed countries. Aid is concentrated on sectors of particular relevance to the poor and on programmes in the poorest areas of these countries, thus working towards the goal of poverty reduction. Since 1996, Denmark has pursued a policy of "active multilateralism" to promote its concerns for increased focus and efficiency in multilateral aid programmes. However, there is no clear evidence that this policy has greatly advanced the intended results, as it still reflects a largely unilateral approach more than a joint endeavour. Denmark is a long-standing positive example of the integration of the aid system with other aspects of foreign relations. This approach combines policy coherence in Denmark’s relations with developing countries and professionalism in the aid programme, enhanced by an effective decentralisation of responsibility to embassies in programme countries. This integrated approach has helped Danish development assistance (Danida) to pioneer since 1994 a shift in aid implementation from project support to Sector Programme Support (SPS), an approach which should be mutually reinforcing with the DAC’s Partnership Strategy. It implies also a stepping up in co-ordination activities, both between donors and with partner countries, which Denmark has fully backed.

The European Community (EC) is the world's second largest multilateral channel for development assistance (after the World Bank). Its combined programmes are the fifth-largest among the 22 Members of the OECD Development Assistance Committee (DAC), and EC programmes have grown an average 3.3 per cent annually over the past five years, while the combined effort of DAC countries declined by 4.7 per cent annually. The Community's allocation of resources to lower income countries has not kept pace, however, with the overall growth of the ODA budget over recent years.
EC programmes operate within a complex organisation and management structure, and Brussels faces serious challenges of implementation in adapting its operations to achieve agreed development objectives. There have been important steps in the evolution of the European Commission structures: a Common Service has been created to implement co-operation activities for the four Directorates General. But there is still a need to strengthen the capacity of delegations in the field to work fully with partners in advancing local ownership and co-ordination.
The EC has a strong role to play in improving the coherence of policies affecting developing countries. The report analyses this question in fields such as agriculture, trade, fisheries agreements and Community fishing fleet subsidies. Co-ordination with other donors also seems to be improving, which bodes well for better overall partnerships between donors and partner countries.
In 1998, the development co-operation policy of the following DAC Member countries will be reviewed: Canada, Finland, Germany, Luxembourg, Spain, and the United States.
