This Education Spotlight, the second in a series of three, presents key lessons and inspiring examples of policy and practice to inform how traditional higher education programmes, like bachelor’s degrees, can effectively cultivate competencies crucial for green and digital innovation. The Spotlight was prepared by the OECD Higher Education Policy Team as part of the Education and Innovation Practice Community (EIPC), an action of the European Union’s New European Innovation Agenda, flagship 4 on “Fostering, attracting and retaining deep tech talent”. EIPC seeks to bring together peers from policy and practice to advance understanding of the competencies that can trigger and shape innovation for the digital and green transitions, and the mechanisms through which higher education can contribute to their development in secondary education, higher education, and adult upskilling and reskilling.

This report examines the work of the business ombudsman institutions of Georgia, Kazakhstan, Kyrgyzstan, Ukraine and Uzbekistan in order to identify their successful practices, as well as gaps that can be addressed through mutual learning and knowledge sharing. It reviews key aspects of the work of these institutions, including the legal framework for their operations, independence and accountability safeguards, funding mechanisms and operational procedures. Based on the analysis, the report offers a number of recommendations that can help improve existing institutions and also be useful to countries that are considering establishing them.

The Autonomous Province of Trento (Trentino) is among the most productive regions in Europe, but over the past two decades its productivity growth has stagnated. As a result, the productivity gap of Trentino widened by over 20% compared to regions with the same productivity level in 2000. The benchmarking of productivity drivers in Trentino with those of “peer” regions points to several policy priorities, including: reviving productivity in tradeable sectors, also through increased internationalisation; increasing the share of the labour force with a tertiary education; and getting more out of public R&D while boosting private sector R&D.

Students are much more than their grades. Beyond performing well in school, students must learn to manage their relationships with others, confront stress, find purpose in what they do, and deal with a series of factors oftentimes beyond their control – all of this, during a particularly sensitive period of their lives. How they do across all these dimensions of life shapes their well-being, which in turn affects their school performance and their life outcomes beyond school.

In 2015, PISA broke new ground by including indicators of student well-being alongside traditional measures of academic performance. However, the data on student well-being often remain overshadowed by country and economy scores in mathematics, science, and reading - traditionally considered the primary outputs of PISA.

This paper presents a proposal to increase the visibility and policy impact of PISA indicators on well-being, by organising them in thematic areas and presenting them through data visualisations that respond to the needs of different kinds of users. The proposed PISA dashboard on students’ well-being has the potential to offer policy makers, educators, parents, and other stakeholders a comparative perspective on how well schools are fostering the essential foundations for students to lead fulfilling lives.

This paper reviews a number of previous studies that have investigated how measure of non-cognitive skills predict important life outcomes such as educational attainment, employment, earnings, and self-reported health and life satisfaction. All reviewed studies analyse data from large-scale surveys from multiple countries and rely on the Big-Five framework to assess non-cognitive skills. The paper finds that measures of non-cognitive skills are robustly and consistently associated to indicators of life success in youth and adulthood, and have incremental predictive power over traditional measures of cognitive ability.

Ireland is home to a vibrant social enterprise community, active in essential sectors such as health, care, and education, as well as local development and cultural and creative sectors. This report provides an in-depth analysis of social entrepreneurship and social enterprises in Ireland. It identifies the country’s strengths and challenges and provides policy recommendations. An action plan with concrete and actionable measures is also provided to support Ireland in the development of its new national social enterprise policy. Following an overview of the socio-economic landscape (Chapter 1), the report describes factors underpinning social entrepreneurship, social enterprises and the social economy in the context of Ireland (Chapter 2); analyses the institutional and legal framework around social enterprises (Chapter 3); explores conditions and opportunities for access to finance and funding (Chapter 4); navigates developments in access to public and private markets for social enterprises (Chapter 5); looks at the existing state of social impact measurement and data availability on social enterprises (Chapter 6) and concludes with skills and business development for social entrepreneurship (Chapter 7).

Produced as part of the OECD Global Action “Promoting Social and Solidarity Economy Ecosystems” funded by the European Union, it explores the potential of procurement from the social and solidarity economy in creating social dividends, takes stock of global trends in social procurement among both public and private buyers, identifies challenges in access to markets for social and solidarity economy entities, and finally, provides concrete recommendations for policy makers on how to overcome them.

Climate change and other environmental threats require urgent government action. This policy paper discusses how governments can use better regulation instruments (good regulatory practices, risk-based and agile approaches, regulatory delivery, international regulatory cooperation, economic regulators, and behavioural insights) to design, implement and evaluate efficient and effective regulations for the environment. It explores the challenges governments face and presents good practices for environmental and other regulations, to ensure that all policy instruments coherently pursue environmental goals. Finally, the paper suggests how regulatory policy systems can meet present and future environmental challenges. It argues that to fully exploit the potential of better regulation for the environment, governments should implement measures that ensure an inclusive, cooperative, outcome-based and global approach to regulating.

Climate shocks such as extreme floods and storms, droughts and heatwaves have complex, inter-connected and far-reaching consequences across multiple policy sectors and systems. Shocks in other systems, such as financial or health crises, can, in turn, affect climate challenges. Applying a systems approach to climate change helps policymakers understand linkages between issues that are treated separately and propose cross-sectoral, multi-disciplinary solutions in cities. This paper proposes a four-pronged policy framework to disentangle the different elements of economic, social, environmental, and other systems operating in cities, maximise co-benefits and manage trade-offs across systems, and build systemic climate resilience in cities. It summarises the contribution of the Working Party on Urban Policy and the Regional Development Policy Committee to the 2021-2022 OECD Horizontal Project on “Building Climate and Economic Resilience in the Transition to a Low-Carbon Economy”.

This working paper explores the use of behavioural science for promoting environmentally sustainable tourism. It looks at how to use behavioural science to encourage sustainable behaviour, targeting both the consumers and suppliers of tourism activities and services. It concludes with recommendations for planning and implementing a tourism recovery strategy that prioritises both economic and environmental sustainability.

The shrinking number of workers due to smaller young cohorts entering the labour market and large-scale outward migration are undermining Bulgaria’s growth prospects, the sustainability of its social institutions and society more widely. Bulgaria needs to provide more support for families and make staying in the country more attractive by raising productivity, fostering the creation of more good-quality formal jobs and reinforcing the social safety net. Bulgarian women have high activity rates, a high share in management jobs and a low wage gap with men, but all this translates into high opportunity costs for educated women of having children. Policies, including access to affordable quality childcare countrywide, more egalitarian burden sharing with men and greater incentives to get back to work, would help reduce those costs. Women from disadvantaged backgrounds should be offered a career path through upgrading skills and lifelong learning. Inactivity rates among the working age population should be addressed by reforms to the social welfare system that would improve activation and through targeted measures. Vulnerable groups, including ethnic minorities, are disadvantaged in multiple ways and need tailored measures to escape poverty, acquire skills and integrate into the labour market.

This paper assesses good practices and lessons learned in investment promotion in European Union (EU) Member States. It focuses on two specific areas of investment promotion: state aid for regional development under EU law and special economic zone frameworks. It provides an overview of the concept of state aid and compatibility of regional aid with the internal market, as well as lessons learned from the case law determining the existence of state aid in regional development measures. It also outlines the calculation of the gross grant equivalent of state aid. The paper explores special economic zone policies, identifies success factors and describes the complementary framework conditions to maximise their spillover effects on local economic development.

Building on many data sources and country examples on women’s employment in the social and solidarity economy (SSE) the report: i) analyses women’s employment in the SSE, ii) explores challenges to gender equality in the SSE and, iii) provides policy recommendations to recognise women’s work and leadership in the SSE and in the wider economy. It also suggests ways to foster their participation in high-growth sectors within the SSE, such as technology-intensive and green sectors.

En este documento se estudia el papel de los bonos sociales como instrumento para la inclusión social y el desarrollo local. El documento presenta una tipología de los bonos y sus objetivos, de los marcos institucionales y regulatorios vigentes, del uso que hacen de ellos los gobiernos locales y nacionales, y de la economía social (sección 1). Se analizan los retos y las oportunidades que plantea el desarrollo de los bonos en el contexto de la crisis de la COVID-19 y se proponen recomendaciones para aprovechar de forma efectiva los bonos sociales como instrumento para «reconstruir mejor» (sección 2). Por último, se exponen y analizan casos concretos de Bélgica, Brasil, Francia, Marruecos, México, la República Checa y Rumanía (sección 3).

Productivity growth has been falling for a decade, hindering improvements in living standards. Low productivity reflects, firstly, poor infrastructure in telecommunications and transport. Secondly, the regulatory environment is not always business-friendly and often raises obstacles to firm entry, exit and expansion. Combined with weak competition in important sectors, this has led to lower private investment levels, particularly, business R&D. Finally, the educational and health care systems have been unable to supply adequately skilled workers across the country. To improve productivity, public investment needs to become more effective, notably by strengthening the selection process for large infrastructure projects. A more pro-competitive business environment would let productive firms grow and foster innovation. Widening and reducing inequalities in access to education and health care would reduce skill shortages.

Recalling the centrality of transport infrastructure in any development strategy and economic recovery and resilience plan, the paper stresses the importance of increasing territorial connectivity in Colombia to sustain future progress. It describes the variety of financing models for transport infrastructure in the country and globally and identifies five key factors that Colombia should take into account when choosing between models in the future.

This Adverse Outcome Pathway (AOP) describes the linkage between binding to proteins involved in protection against oxidative stress and impairment in learning and memory. Production, binding and degradation of Reactive Oxygen Radicals are tightly regulated in the body, and an imbalance between production and protection may cause oxidative stress, which is common to many toxicity pathways. Oxidative stress may lead to an imbalance in glutamate neurotransmission, which is involved in learning and memory. Oxidative stress may also cause cellular injury and death. During brain development and in particular during the establishment of neuronal connections and networks, such perturbations may lead to functional impairment in learning and memory. The weight-of-evidence supporting the relationship between the key events described in this AOP is based mainly on developmental effects observed after an exposure to mercury, a heavy metal known for its strong affinity to many proteins having anti-oxidant properties. This AOP is referred to as AOP 17 in the Collaborative Adverse Outcome Pathway Wiki (AOP-Wiki).

This paper provides an overview of the main trends in development finance with biodiversity-related objectives for the period 2011 to 2020, using available OECD statistical data, from various sources. The resources covered are: Official Development Assistance and non-concessional development finance, both bilateral and multilateral, from members of the OECD Development Assistance Committee (DAC) as well as non-members, including South-South and Triangular Co-operation; private finance mobilised by public interventions; and private philanthropy. In addition, this paper assesses financing provided by bilateral DAC members that are Parties to the UN Convention on Biological Diversity, looking at how they fared collectively against the Aichi Target 20 on development finance. The paper was prepared by the DAC ENVIRONET Secretariat, with inputs from the OECD Environment Directorate, and with guidance from a group of DAC members.

This journal article discusses budgeting in Romania in relation to the OECD Recommendation on Budgetary Governance. Over the past 20 years, Romania has undergone significant changes to its budgeting system and introduced measures to help improve budget and fiscal transparency and fiscal management and reporting. This article presents observations of Romania’s budget process and identifies opportunities for improving the country’s system for budgetary governance.

Building more equitable, connected, cohesive and sustainable societies is at the top of policy agendas, but several challenges stand in the way of achieving this goal. The report focuses on three key challenges policy makers face in the pursuit of better societies: bridging digital divides, combatting harmful content online, and effectively harnessing digital technologies to fight climate change and other environmental problems. This report provides insights into key trends across OECD countries and partner economies, and offers policy actions that can help decision makers tackle these three critical challenges, together with better measurement. The report builds on previous work on the topic and seeks to inform further debate and discussion on how to ensure that today’s divides, biases and inequalities are not perpetuated into the future.
