This report summarises the findings of the Terrestrial Risk Indicators (TERI) Project, carried out under the OECD Pesticides Programme. It is based on individual reports prepared by participants of an expert group (Belgium, Denmark, Germany, Italy, Norway, and Switzerland) on their results of testing the selected TERI indicators with national pesticide sales and use data.

Ce document examine la situation en matière de statistiques officielles des TIC en Chine et s’efforce d’évaluer le développement des TIC en Chine en se basant sur les informations existantes. Ce travail peut être considéré comme une première tentative de bilan. L’objectif serait d’accéder à une situation dans laquelle les données peuvent être collectées de manière plus systématique en Chine afin de pouvoir figurer dans des comparaisons internationales.

The present document summarises the findings of a background research paper that analyses the role of infrastructure in the PRSPs of 33 countries that completed their report as of 1 December, 2003. The background paper offers a stocktaking of the contribution of infrastructure interventions to poverty reduction and pro-poor growth in each of these PRSPs (see Annex 1 for the summary findings of the PRSP review by country).

This paper studies the revisions of the expenditure approach variables of the National Accounts, the most popular tool in macroeconomic forecasting and analysis. Preliminary figures get most attention. But how reliable are they? Generally, preliminary figures underestimate growth rates. Some revision distributions are significantly non-normal, being leptokurtic, which translates to frequent outliers. The dispersion of the revisions of some variables is so large that the general usefulness of these variables can seriously be questioned. For many variables, revisions are correlated with the business cycle, i.e. growth rates are revised upwards in upturns and downwards in downturns. Plausible reasons are: biased imputation rules, prudent judgment and a sampling problem. Opposite signs and indications of acceleration/deceleration of preliminary and final figures are recorded and discussed. Different seasonal patterns further emphasize the incongruence between preliminary and final data. This may have serious consequences when analyzing seasonally adjusted data. Consistency of vintages would require cointegration and a common stochastic trend, but none was found on any frequency. A “final” figure may be substantially revised years later. The “latest” long-range growth is different from final and preliminary growth rates. These later revisions are primarily due to new classification rules. An international comparison completes the study. Positive bias appears in many countries’ GDP revisions. Correlation with the business cycle is common among European countries. In the conclusions, some proposals are given on how to improve the usefulness of preliminary data.
The development of the knowledge economy is placing universities at the heart of economic and social development processes in relation to their teaching, research and outreach functions. This new engagement places pressure on universities to consider the need for internal transformations to make them “fit for purpose” to meet their new more “entrepreneurial” roles. A core concern here is how best to re-orientate or re-mould the university in such a way as to meet new challenges while guarding the “essence” of the academic enterprise which is embedded in a culture of collegiality that is now at risk but which remains an essential foundation for innovation in knowledge production and its transmission.
This report presents the main output of the OECD Workshop on Lessons Learned from Chemical Accidents and Incidents, which took place in Karlskoga, Sweden, on 21-23 September 2004. The Workshop was hosted by the Swedish Rescue Services Agency (SRSA) and in particular, the Swedish National Centre for Lessons Learned from Accidents (NCO).
More specifically, we will reflect on the possibility of unbundling the teaching and research missions and the resulting tasks of professors. A growing number of newcomers in higher education are taking up parts of the activities of traditional universities. How will they develop? What are the possible answers from traditional players? In addressing these questions, we will look at the value chain for each of the activities and see if and how reconfiguration can provide the answer.
The analysis will enhance our understanding and provide inspiration for new management approaches. In traditional institutions, unbundling seems to have started at the structural level but support systems are lacking and at the individual level academics are still expected to engage in research and teaching besides many other tasks, such as administration and service to the community at large.
We will discuss these issues in the context of the broader literature on the topic and draw conclusions that should be relevant for everyone in the higher education sector involved in managing tensions between research and teaching.
