When immigrants arrive in a new country, they are confronted with new labour market requirements such as language proficiency, familiarity with job search procedures and work practices which they are not always able to satisfy. These obstacles affect not only new immigrants, but, surprisingly, their children too, even if the children are born and educated in the receiving country. This publication presents reviews of the labour market integration of immigrants and their children in four OECD countries (Australia, Denmark, Germany and Sweden), and provides country-specific recommendations. Governments have a role to play in promoting language and vocational training, and encouraging diversity in the workplace. Immigrants themselves must accept the requirements of the host country employers. The viability of future migration policies, in particular greater recourse to immigration, will depend to a large extent on how successful OECD countries and immigrants are in achieving these objectives.
As ageing populations put more downward pressure on economic growth in the coming decades, it is essential that OECD countries improve labour market performance. This edition of OECD's annual report on labour markets brings the reader not only detailed information on recent labour market developments, but also in-depth analysis of the effects of various policy measures and prospects through 2007. The analysis includes coverage of labour markets in OECD Countries as well as in Brazil, China, India and Russia; labour market policies and productivity; the vulnerability of OECD workers in the global economy, and the employment effect of financing social protection. Les délocalisations, c'est-à-dire le transfert d'activités industrielles à l'étranger, font désormais partie de la vie des entreprises. Toutefois, une grande partie du public les perçoit comme une menace. Les inquiétudes sont concentrées sur l'emploi, notamment sur les pertes potentielles d'emplois sur le marché intérieur. Ce rapport jette un nouveau regard sur le phénomène des délocalisations. Tout d'abord, il le définit de manière détaillée et montre ainsi quelles sont les multiples façons dont une activité industrielle – à la fois dans l'industrie manufacturière et dans les services – peut être transférée à l'étranger. Le rapport décrit les divers effets que les délocalisations ont sur l'emploi, qu’ils soient positifs ou négatifs. Enfin, ce rapport novateur esquisse les conséquences que les délocalisations pourraient avoir sur la politique publique. Il propose des solutions pour en limiter les effets négatifs tout en contribuant à instaurer la confiance entre les divers partenaires sociaux qui travaillent sur cette question.
Les chaînes de valeur mondiales transforment radicalement la façon dont les biens et services sont produits. Ce rapport présente un large éventail de données de l’OCDE sur la mondialisation des chaînes de valeur et l’augmentation de l’externalisation et des délocalisations. Il étudie l’incidence de la mondialisation de la production sur les pays de l’OCDE, tant au niveau macroéconomique que sectoriel. Les coûts et les avantages de la mondialisation sont ensuite analysés, notamment en matière d’emploi et de productivité. Enfin, cet ouvrage examine l’effet de la mondialisation sur la compétitivité des pays de l’OCDE, en soulignant l’importance d’une stratégie d’innovation efficace. Il traite de la question de la progression dans la chaîne de valeur non seulement au sein des pays de l’OCDE, mais également en Chine, dans un contexte où la R-D gagne de plus en plus les pays émergents.
This report brings together OECD data on the globalisation of value chains, including the rise of outsourcing/offshoring. It first examines how OECD countries are affected by the globalisation of production, on both the macroeconomic and sector-specific levels. The costs and benefits of globalisation are then discussed, with an emphasis on employment and productivity. Finally, this report analyses how globalisation impacts the competitiveness of OECD countries, highlighting the need for an effective innovation strategy. The report discusses not only the moving up the value chain that takes place in OECD countries but also in China, as R&D is increasingly going to emerging countries.
On s’accorde de plus en plus à reconnaître que les systèmes de certification ont un rôle crucial à jouer pour améliorer la qualité de la formation tout au long de la vie et en augmenter la fréquence. Après avoir passé en revue les politiques et pratiques en vigueur dans quinze pays, les auteurs présentent neuf stratégies destinées à promouvoir la formation tout au long de la vie. Toutes ces stratégies nationales sont liées d’une manière ou d’une autre aux systèmes de certification. Les auteurs identifient ensuite vingt mécanismes, ou liens concrets, entre les objectifs des systèmes nationaux de certification et ceux de la formation tout au long de la vie. Au travers de ces mécanismes, cet ouvrage cherche à fournir aux gouvernements et aux décideurs des outils qui puissent les aider à reconsidérer leurs politiques et programmes en matière de formation tout au long de la vie. Les résultats suggèrent que certains mécanismes jouent un rôle particulièrement important dans la promotion de la formation tout au long de la vie. On citera notamment ceux liés au transfert de crédits, à la reconnaissance des acquis antérieurs, aux cadres de certification et à l’implication des acteurs concernés.
Improving the performance of youth in the labour market is a crucial challenge in OECD countries facing persistent youth unemployment. Getting off to a good start facilitates integration and lays the foundation for a good career, while a poor beginning can be difficult to make up. Part of a series of reports on the school-to-work transition process in 16 countries, this report surveys the main barriers to employment for young people in Spain and assesses the adequacy and effectiveness of existing measures to improve the transition from school to work. The report includes a set of policy recommendations for further action by the public authorities and social partners in Spain.
Pour tirer parti des avantages potentiels des migrations, il est indispensable que l’immigration aille de pair avec l’intégration, ou avec des dispositifs permettant de s’assurer que les immigrés s’intègrent réellement sur les marchés du travail, dans l’économie et dans la société. Certes, la politique en matière d’immigration est souvent décidée, conçue et financée à l’échelon national, mais son impact sur les immigrés et sur la collectivité en général est plus sensible à l’échelon local où elle est en contact avec d’autres politiques. Cet ouvrage met en évidence les principes et facteurs importants pour le soutien de l’intégration au niveau local. Il examine les initiatives locales mises en œuvre dans cinq pays de l’OCDE : le Canada, l’Espagne, l’Italie, le Royaume-Uni (Londres) et la Suisse. En comparant ces initiatives, cet ouvrage permet d’apporter des réponses à un certain nombre de questions clés que se posent tous les décideurs ainsi que les parties prenantes œuvrant dans ce domaine. L’ouvrage présente aux pouvoirs publics un ensemble de recommandations d’action concrètes à mettre en œuvre aussi bien au niveau local qu’au niveau national.
In the quest for more and better lifelong learning, there is a growing awareness that qualifications systems must play a part. Some countries have started to realise that isolated developments in qualifications standards lead to uncoordinated, piecemeal systems. After reviewing the policies and practice in fifteen countries, the authors present nine broad policy responses to the lifelong learning agenda that countries have adopted and that relate directly to their national qualifications system. They also identify twenty mechanisms, or concrete linkages, between national qualifications systems and lifelong learning goals. The overall aim of this book is to provide these mechanisms as a tool for governments to use in reviewing their policy responses to lifelong learning. Evidence suggests that some mechanisms, such as those linked to credit transfer, recognition of prior learning, qualifications frameworks and stakeholder involvement, are especially powerful in promoting lifelong learning.
Die OECD-Länder müssen ihre Arbeitsmarktergebnisse verbessern, wenn sie ihren Lebensstandard erhöhen wollen. Das ist heute umso dringlicher, da der Prozess der Bevölkerungsalterung in den kommenden Jahrzehnten einen erheblichen Abwärtsdruck auf das Wirtschaftswachstum ausüben könnte. Es bedarf einer umfassenden Reformstrategie, um die Beschäftigung auszuweiten und den Arbeitskräften zu höheren Einkommen zu verhelfen. Hierzu sind Maßnahmen in einer Vielzahl von Bereichen erforderlich, wie namentlich Steuersysteme, Arbeitsrecht, Sozialleistungen, Löhne, Produktmarktwettbewerb und makroökonomische Politik. Die Studie gibt Antwort auf die Fragen, welche Reformen sich in welchen Ländern als erfolgreich erwiesen haben, und ob diese zwangsläufig mit Einbußen bei der sozialen Sicherung bzw. mehr Unsicherheit verbunden sind.
The Baltic Sea Region is rapidly becoming one of the world’s more competitive regions. The region is capitalising on its strengths and making the most of its diversity to stimulate innovation, build a strong pool of skilled labour and foster entrepreneurship. A deep spirit of co-operation and integration has led the Baltic Sea countries to set up ambitious governance frameworks to pursue economic development objectives jointly from Oslo to St. Petersburg. Yet major challenges at the local level lie ahead for the Eastern shores of the Baltic, where economic transition still needs to be accompanied by more innovative strategic planning, new forms of governance and dynamic civic entrepreneurship. Policies will need to be made more adaptable and capacities will need to be strengthened if prosperity and living standards are to increase on the Baltic Rim.
Fortunately, the Baltic Sea Region includes some of the world’s most innovative countries. From Denmark to Finland, the Region possesses a breadth of experience in facilitating policy co-ordination, adjusting policy to local conditions and involving business and civil society in shaping policy measures. There is a great deal that other countries can learn from this experience in setting up partnerships, regional strategic frameworks and other forms of governance. The learning process has already started, with the Baltic Rim becoming a unique laboratory for governance. This book analyses the new governance developments in the Baltic States and Northwest Russia and provides suggestions on how to speed up this progress. It is essential reading for all stakeholders in the Baltic Sea Region and for those elsewhere wishing to apply emerging lessons to their region of the world.
Taxing Wages provides unique information on income tax paid by workers and social security contributions levied on employees and their employers in OECD countries. In addition, this annual publication specifies family benefits paid as cash transfers. Amounts of taxes and benefits are detailed program by program, for eight household types which differ by income level and household composition. Results reported include the marginal and effective tax burden for one- and two-earner families, and total labour costs of employers. This year's issue includes a Special feature entitled "Part-time Work and Taxing Wages".

Chaque rapport fait le tour des principales barrières à l'emploi des jeunes et évalue la pertinence et l'efficacité des dispositifs existants pour faciliter la transition de l'école à l'emploi. Chaque ouvrage présente également une série de recommandations sur les politiques que les autorités publiques et les partenaires sociaux devraient mener.
Reforming pensions in a fiscally and socially sustainable way is a central issue in developing and developed countries alike. This report, produced in collaboration by the OECD and the World Bank, addresses some of the key questions underlying the debate and provides the basis for a new, consistent, approach to the empirical analysis of pension systems and entitlements around the world.
While women account for more than half of university graduates in several OECD countries, they receive only 30% of tertiary degrees granted in science and engineering fields. This publication presents the proceedings of a recent international workshop to assess the underlying causes behind the low participation of women in scientific careers, especially at senior levels, and to identify good practice policies to attract, recruit and retain women in scientific careers in public and private research.
For the potential advantages of migration to be harnessed, it is crucial that immigration be accompanied by integration, or effective mechanisms for ensuring that immigrants are incorporated into labour markets, the economy and society. While immigration policy is often determined, designed and funded at the national level, its impact on migrants and society is more strongly felt at the local level where other policies interact. This publication highlights principles and factors which are important in supporting integration locally. A comparison of local initiatives implemented in five OECD countries - Canada, UK (London), Spain, Italy, and Switzerland - answers key questions facing all policy makers and stakeholders working in this field. This book provides a set of concrete policy recommendations for implementation at both local and national levels.
Comment se fait-il qu’alors que l’état de santé des populations s’améliore, de plus en plus de gens en âge de travailler sont exclus de la population active et vivent de prestations maladie et invalidité de longue durée ? Ce rapport analyse les facteurs qui pourraient expliquer ce paradoxe. C’est le premier d’une nouvelle série d’examens de l’OCDE sur la maladie, l’invalidité et le travail. Les auteurs s’y intéressent plus particulièrement aux cas de la Norvège, de la Pologne et de la Suisse et mettent en lumière le rôle des institutions et des politiques. Un ensemble de recommandations sont présentées.
