Job displacement (involuntary job loss due to firm closure or downsizing) affects many workers over the course of their working lives. Displaced workers may face long periods of unemployment and, even when they find new jobs, tend to be paid less and have fewer benefits than in the jobs they held prior to displacement. Helping displaced workers get back into good jobs quickly should be a key goal of labour market policy. This report is the second in a series of reports looking at how this challenge is being tackled in a number of OECD countries. It shows that Japanese employers and the government go to considerable lengths to avoid the displacement of regular workers while also providing considerable income and re-employment support to many of the workers whose jobs cannot be preserved. Challenges for labour market programmes include expanding labour market mobility between regular jobs, improving co-ordination between private and public re-employment assistance for displaced workers, and avoiding that job displacement pushes older workers to the margins of the labour market.

The costs of mental ill-health for individuals, employers and society at large are enormous. Mental illness is responsible for a very significant loss of potential labour supply, high rates of unemployment, and a high incidence of sickness absence and reduced productivity at work. Following an introductory report (Sick on the Job: Myths and Realities about Mental Health and Work) and nine country reports, this final synthesis report summarizes the findings from the participating countries and makes the case for a stronger policy response.

This annual edition of Labour Force Statistics provides detailed statistics on population, labour force, employment and unemployment, broken down by gender, as well as unemployment duration, employment status, employment by sector of activity and part-time employment. It also contains participation and unemployment rates by gender and detailed age groups as well as comparative tables for the main components of the labour force. Data are available for each OECD Member country and for OECD-Total, Euro area and European Union. The time series presented in the publication cover 10 years for most countries. It also provides information on the sources and definitions used by Member countries in the compilation of those statistics.

Skills are central to Portugal’s future prosperity and the well-being of its people. The OECD Skills Strategy Diagnostic Report: Portugal identifies 12 skills challenges for Portugal. The first nine challenges refer to specific outcomes across the three pillars of developing, activating and using skills. The next three challenges refer to the “enabling” conditions that strengthen the overall skills system. Success in tackling these skills challenges will boost performance across the whole skills system. All of the challenges identified are strongly interlinked, and their connections with each other are identified throughout the report at the end of each challenge. Failure to look beyond policy silos will have implications for specific groups in Portugal, such as youth, as well as for the economy and society’s ability to recover after the economic crisis and build a solid foundation for future prosperity.

Taxing Wages provides unique information on the taxes paid on wages in OECD countries. It covers personal income taxes and social security contributions paid by employees; social security contributions and payroll taxes paid by employers and cash benefits paid by in-work families. The purpose is to illustrate how these taxes and benefits are calculated in each member country and to examine how they impact on household incomes. The results also enable quantitative cross-country comparisons of labour cost levels and the overall tax and benefit position of single persons and families on different levels of earnings.

The publication shows this information for eight household types which vary by income level and household composition and the results reported include the marginal and average tax burdens for one and two earner families and the total labour costs of employers. These data are widely used in academic research and in the preparation and evaluation of social and economic policy making.

Taxing Wages 2015 includes a special feature entitled: ‘Modelling the tax burden on labour income in Brazil, China, India, Indonesia and South Africa.'

Cette publication phare du Programme LEED sera la première d'une série qui mettra en lumière les dernières decouvertes sur les politiques pour le soutien à la création d'emplois, dans un format conviviable et accessible aux décideurs politiques (au niveau national, régional et local), practiciens et membres de la société civile. Seront compris dans la publication un groupe de fiches pays, illustrant des nouvelles données sur l'offre et la demande des compétences au niveau des petites régions  (TL3). La publication traitera d'une facon transversale les différentes thématiques  du Programme LEED, avec comme objectif d'apporter un complément et une valeur ajoutée par rapport à des publications plus spécifiques et qui traitent des problématiques plus en profondeur.

The gap between rich and poor keeps widening. Growth, if any, has disproportionally benefited higher income groups while lower income households have been left behind. This long-run increase in income inequality not only raises social and political concerns, but also economic ones. It tends to drag down GDP growth, due to the rising distance of the lower 40% from the rest of society. Lower income people have been prevented from realising their human capital potential, which is bad for the economy as a whole. This book highlights the key areas where inequalities are created and where new policies are required, including: the consequences of current consolidation policies; structural labour market changes with rising non-standard work and job polarization; persisting gender gaps; the challenge of high wealth concentration, and the role for redistribution policies.

Helping them get back into good jobs quickly should be a key goal of labour market policy. This report looks at how this challenge is being tackled in Canada. While the Canadian government uses several measures to prevent unnecessary layoffs, the focus is placed on assisting workers after they have lost their job via the Employment Insurance system and the core labour market programmes operated by the Provinces. Re-employment assistance tailored to meet the specific needs of displaced workers also plays a useful role, but needs to be reinforced so as to start the adjustment process earlier for workers receiving advance notice or a large severance payment and to reach  workers affected by small-scale displacements. Targeted programmes for older displaced workers with long-tenure who are hardest hit have yet to reach a large share of this group.

The 2015 edition of the OECD Employment Outlook provides an in-depth review of recent labour market trends and short-term prospects in OECD countries. Chapter 1 looks at recent labour market developments focusing on minimum wages, while Chapter 2 draws on the OECD’s International Survey of Adult Skills and considers skills and wage inequality. Chapter 3 looks how policies to get job seekers back into work can help make labour markets more inclusive, while Chapter 4 examines job quality in terms of earnings mobility, labour market risk and long-term inequality. L’entreprenariat inclusif implique le marché des start-ups et le travail indépendant qui contribuent à la croissance économique et à l’inclusion sociale – notamment pour les jeunes, les femmes, les seniors, les immigrés et les chômeurs. En plus d’inspirer les pratiques pour les politiques publics, cette publication contient des chapitres thématiques spéciaux sur l’entreprenariat des minorités ethniques,  des systèmes de sécurité sociale pro-entreprenariat et du soutien de l’entreprenariat pour les chômeurs.

Les Impôts sur les salaires fournissent des données sans équivalent sur l’impôt sur le revenu dans les pays de l’OCDE. La publication traite de l’impôt sur le revenu et des cotisations de sécurité sociales versés par les salariés, des cotisations de sécurité sociale et des taxes sur les salaires versés par les employeurs et des prestations versées en espèce aux familles en emploi. Il s’agit d’illustrer comment ces taxes et prestations sont calculés dans chaque pays membre et d’examiner leurs impacts sur le revenu des ménages. Les résultats permettent aussi de faire des comparaisons internationales quantitatives des coûts de main-d’oeuvre et de la position globale vis-à-vis de l’impôt et des prestations des célibataires et des familles à différents niveaux de revenus.

La publication montre cette information pour huit types de ménages représentatifs dont la composition et le niveau du salaire diffèrent. Les résultats mettent aussi en évidence la pression fiscale moyenne et marginale qui s’exerce sur les ménages disposant d’un ou de deux salaires, ainsi que les coûts de main-d’oeuvre pour les employeurs. Les données sont largement utilisées pour la recherche universitaire, comme pour la préparation et l’évaluation des politiques économiques et sociales.

L'édition 2015 des Impôts sur les salaires inclut une étude spéciale intitulée « Modélisation de la charge fiscale sur les revenus du travail au Brésil, en Chine, en Inde, en Indonésie et en Afrique du Sud ».
