The theme of this fourth edition of Pensions at a Glance is pensions, retirement and life expectancy. Many countries have increased pension ages in the face of population ageing and longer lives. Some have introduced an automatic link between pensions and life expectancy. Improvements to the incentives to work rather than retire are also a common part of recent pension-reform packages. However, ensuring that there are enough jobs for older workers remains a challenge. 

An in-depth look at these important policy issues is provided by five special chapters on: pension ages, retirement behaviour, pension incentives to retire, the demand for older workers and linking pensions to life expectancy. This edition updates information on the key features of pension provision in OECD countries and provides projections of retirement income for today’s workers. It offers an expanded range of 34 indicators, covering the design of national retirement-income provision, pension entitlements, incomes of older people, the finances of pension systems, the demographic and economic context in which pension systems operate and private pensions. 

More countries are analysed than in previous editions, including four new members of the OECD: Chile, Estonia, Israel and Slovenia. Where possible, data are also provided for the other major economies in the G20: Argentina, Brazil, China, India, Indonesia, Russia, Saudi Arabia and South Africa. Along with data on the European Union’s 27 member states, this brings to 43 the number of economies covered in the report.

This sixth volume of PISA 2009 results explores students’ use of information technologies to learn. For PISA 2009, the framework for reading literacy has been developed to encompass reading electronic texts. This has led to an expansion of the description of text types to take account of the electronic environment, as well as a redefinition of the aspects of reading, to embrace, for example, the requirement for integration of information from multiple unrelated texts, as well as other features. The PISA 2009 reading framework and the assessment instrument together provide an operational definition and description of the distinctive structures and types of both text and task that constitute electronic reading, allowing an exploration of factors that contribute to difficulty. PISA 2009 therefore provides an opportunity to investigate electronic reading on a large scale. This book presents some initial findings.

A comprehensive reference book on current developments in oil supply and demand. The first part provides data on world production, trade, prices and consumption of major oil product groups, with time series back to the early 1970s. The second part gives a more detailed and comprehensive picture of oil supply, demand, trade, production and consumption by end-user for each OECD country individually and for the OECD regions. Trade data are reported extensively by origin and destination.

Oil Information is one of a series of annual IEA statistical publications on major energy sources; other reports are Coal Information, Electricity Information, Natural Gas Information and Renewables Information.

This is the seventeenth edition of the Agricultural Outlook and the seventh co-edition prepared jointly with the Food and Agriculture Organization of the United Nations (FAO). This report provides world market trends for biofuels, cereals, oilseeds, sugar, meats, dairy products and, for the first time, the fisheries sector over the 2011-20 period. This edition also includes an evaluation of recent developments, key issues and uncertainties in those commodity markets. The projections are the result of close co-operation with national experts in OECD and non-OECD countries. A jointly developed modelling system, based on the OECD’s AGLINK and on the FAO’s COSIMO models, facilitates consistency in the projections.  In the context of the G20 discussions on agriculture, a section of the report is devoted this year to the policy responses to price volatility.

This comprehensive review of urban policy in Poland looks at the urban system and the challenges it faces, national policies for urban development in Poland, and adapting governance for a national urban policy agenda.

With 22% of the national population (11.2 million inhabitants), the Gauteng city-region is the largest and richest region in South Africa, contributing to one-third of national GDP. The area encompasses a series of connected cities, including Johannesburg and the national capital of Tshwane (formerly Pretoria), that function as a single, integrated region. Gauteng has been South Africa’s growth engine: for every additional 1% growth in population in the province, 1.6% is added to its contribution to national growth, implying higher productivity than in other parts of the country. Nevertheless, the city-region’s growth potential is constrained by deep socio-economic challenges, including high unemployment (26.9%) and low productivity growth. Its rapid demographic and economic development has also reinforced the spatial segregation instituted under apartheid.

Against the backdrop of South Africa’s achievements since the fall of apartheid, this Review evaluates measures to position economic development policy and to confront economic inequality in Gauteng. The issues of adequate housing as a catalyst of economic development and a vehicle for socioeconomic integration, transport mobility and public service delivery are examined in detail. The Review also assesses the economic growth potential of the manufacturing and green sectors, as well as governance issues, focussing on the potential of intergovernmental collaboration in advancing a cross-cutting regional approach for Gauteng.

Regions in Switzerland are performing well in many respects. They have high levels of GDP per capita and low unemployment rates, and some regions show impressive growth rates. In addition, Swiss regions have not been confronted with the challenges faced by many similar regions in the OECD, such as limited access to services and population decline due to ageing or emigration. Regional labour productivity growth still requires further policy attention.

In order to improve regional economic performance, Switzerland introduced the New Regional Policy (NRP) in 2008, following the 2002 OECD Territorial Review of Switzerland. The NRP reflects a clear shift of focus from infrastructure and financial assistance towards economic support for the creation of value added to the regional economy. The current review provides recommendations on how the impact of the NRP can be increased through extended territorial coverage, inter-cantonal co-operation, and co-ordination of sectoral policies. This review also takes a close look at regional innovation policies, arguing that a division of roles should be achieved, with the federal level funding research and technology transfer on a country-wide basis, and cantons providing innovation support according to functional areas.

Despite its relatively small size, Slovenia is a good illustration of the potential of regional development policy. Its internal diversity, openness and experience of rapid structural change all reinforce the need for efficient reallocation of resources, while underscoring the need to take account of the potential positive and negative externalities associated with the shifting structure of economic activity.  

With 36% of the national territory falling under Natura 2000 protection, spatial planning is particularly challenging and yet also particularly important. Given the absence of a regional tier of government and the extreme fragmentation of the municipal level of authority, Slovenia needs to develop capacity at intermediate levels, to address policy problems that are best tackled at a scale in between the local and the national. 

The North Atlantic (NORA) region is a transnational area comprising the Faroe Islands, Greenland, Iceland, and the coastal counties of Norway. These territories are linked by shared characteristics and challenges, as well as by historical, institutional and cultural links. Improving accessibility to the region, ensuring sustainable development of its fisheries, enlarging and diversifying its economic base, and meeting the challenges of climate change are key issues. Strengthened regional co-operation can help these territories address them by exchanging know-how and best practices, pooling resources and reaching economies of scale, improving the efficiency of public sector provision, and increasing the “voice” of the region.  

However, transnational co-operation in the NORA region faces some barriers, as it involves territories that compete in their main economic activities, are separated by large distances, and have strong institutional and economic links with other countries and regions. In order to get the most from transnational co-operation, this report recommends that the NORA territories: focus co-operation efforts on targeted themes and issues; draw up a regional development strategy; promote greater awareness of the benefits of co-operation; develop a “variable geometry” approach to regional co-operation; and enlarge and refine the role of the NORA institution as a facilitator of co-operation.

This OECD publication provides statistics on international trade in services by partner country for 28 OECD countries plus the European Union (EU27), the Euro area, and Hong Kong, China as well as definitions and methodological notes. The data concern trade between residents and non-residents of countries and are reported within the framework of the Manual on Statistics of International Trade in Services.

This book includes summary tables of trade patterns listing the main trading partners for each country and by broad service category. Series are shown in US dollars and cover the period 2004-2008.

Rural England plays a significant role in the economy of the United Kingdom, but an even larger social and cultural role. And it is unique among OECD regions, in that it is geographically compact, with rural inhabitants generally no more than a half hour’s drive from an urban area. There is thus a vast amount of interaction between rural and urban populations in England.

England’s rural population is, on average, doing better than the urban population across a broad range of socio-economic indicators. Nevertheless, rural England is also struggling with pockets of poverty and social exclusion, difficulties in maintaining access to high quality public services, an ageing population, and, most importantly, a widespread shortage of affordable housing.

The government has adopted mainstreaming as its rural policy strategy. The objective of mainstreaming is to ensure that people in rural England have access to the same policies and programmes as those available in urban England. While mainstreaming is an attractive policy approach, especially in a country with strong rural-urban interactions such as England, it has proved challenging to implement for different reasons. This report examines the mainstreaming policy response as applied to rural England and suggests ways to increase its effectiveness.

The report will interest academics and policy makers alike as it includes a discussion on governance structures and decentralisation; delivering public services; economic development; and the importance of improving connectivity in the context of rural areas.  While the focus is on rural England, other OECD member countries will also benefit from the insights provided.

Learning for Jobs is an OECD study of vocational education and training (VET) designed to help countries make their VET systems more responsive to labour market needs.

In Texas, secondary level career and technical education (CTE) is provided within a comprehensive high school framework. Texas has encouraged a wide variety of innovative learning initiatives, established good articulation between high school CTE and postsecondary programs and benefits from a strong network of community colleges and universities. At the same time the state faces some challenges in ensuring minimum quality standards in CTE, in providing sufficient good quality career advice, and providing an adequate range of workplace learning opportunities.

The OECD review assesses the main challenges faced by the CTE system and presents an interconnected package of policy recommendations. For each recommendation, the report describes the challenge, the recommendation itself, supporting arguments, and issues of implementation.

Learning for Jobs is an OECD study of vocational education and training (VET) designed to help countries make their VET systems more responsive to labour market needs.

South Carolina offers career and technology education (CATE) programs in high schools and career and technology centers, with relatively good status and linked to expectations of strong general skills. A reform agenda reflected in the ‘Education and Economic Development Act’ includes the development of high quality career guidance. There is also a strong technical college system. Wider challenges include an underlying problem of resources for schools, the need to further develop workplace learning, and the lack of basic skills both among school-leavers and adults.

The OECD review assesses the main challenges faced by the CATE system and presents an interconnected package of policy recommendations. For each recommendation, the report describes the challenge, the recommendation itself, supporting arguments, and issues of implementation.

The Basque Country region in Spain is world renowned for a successful industrial transformation, the urban regeneration of Bilbao, cultural distinctiveness, unique governance arrangements and high wealth levels. Over the last 30 years, the region has implemented its science, technology and innovation (STI) policy driven by a need to boost industrial competitiveness. The role of total factor productivity and innovation in driving growth was significant in the 1990s and declined in the early part of this decade, but appears to be on the rise again thanks in part to significant increases in public and private investment in innovation.  The Basque Country has begun a transition from a model of incremental innovation in manufacturing to a model increasingly based on science and other forms of knowledge. Through a diagnostic of the innovation system and the policy mix, the review offers some policy and governance recommendations to achieve the region’s desired transition in light of global trends in the innovation process and innovation policy.

The global financial crisis interrupted a protracted period of strong economic growth in the Russian Federation. Despite a large decline in output, job losses and hikes in unemployment remained rather modest, and much of the labour market adjustment took place through reduced working hours and, in particular, real wages. Notwithstanding the recent recovery, the Russian labour market remains characterised by significant structural imbalances resulting in widespread segmentation and large earnings inequalities.

To improve the balance between labour market flexibility and the protection of workers, the Russian Federation needs to reinforce its labour market institutions.
Poverty and income inequalities remain well above the OECD average. Family policy is focused on increasing birth rates, but is ineffective in reducing poverty as working adults and children make up 60% of the poor. Instead, social policy is focused on the elderly and disabled, and in recent years there has been significant increases in transfer payments to pensioners.

Recent reform is likely to “eradicate” poverty among pensioners, as measured by official benchmarks, but raises questions about the long-term financial sustainability of the private pensions system. Rapid population ageing further contributes to the need to raise the low standard pensionable ages in Russia and limit access to early pensions. The challenge for Russia will be to rebalance its social policy towards more effective support for parents to combine work and family life.
