L’agriculture est le principal utilisateur d’eau dans la plupart des pays. Ce secteur est également confronté à l’énorme défi d’augmenter la production de produits alimentaires de presque 50 % d’ici 2030 et de la faire doubler d’ici 2050. Ceci devra probablement être réalisé en consommant moins d’eau, principalement en raison des pressions croissantes résultant de l’urbanisation, de l’industrialisation et du changement climatique. Dans ce contexte, il est important qu’à l’avenir les agriculteurs reçoivent les bons signaux pour augmenter l’efficacité de l’utilisation de l’eau et améliorer sa gestion à usage agricole, tout en préservant les écosystèmes aquatiques.

Ce rapport incite les responsables de l’élaboration des politiques à reconnaître la complexité et la diversité des aspects de la gestion des ressources en eau dans l’agriculture ainsi que la vaste gamme des problèmes qui sont en jeu. Il leur procure également les outils pour le faire, en offrant une profusion d’informations sur les tendances récentes et des perspectives sur l’utilisation des ressources en eau dans l’agriculture, en intégrant notamment les impacts du changement climatique. Il examine les résultats obtenus par les pays de l’OCDE en matière de gestion de leurs ressources en eau à usage agricole, en se concentrant sur : l’ampleur des subventions accordées aux agriculteurs pour leur besoin en eau ; les mesures de protection contre les inondations et les sécheresses ; et l’organisation et la gestion des institutions liées à l’eau et au secteur agricole. Le rapport propose des recommandations concrètes sur ce que les pays devraient faire et sur les raisons pour lesquelles ils devraient le faire.

Les pays de l’OCDE, comme les pays non membres, sont confrontés à plusieurs défis liés à l’eau: une concurrence accrue entre les usages de l’eau, une baisse de la qualité de la ressource, les effets du changement climatique et une mauvaise gestion de la ressource. Dans ce contexte, la question se pose de savoir comment les pays peuvent garantir à tous un accès à des services d’eau et d’assainissement adéquats, durables et abordables.

La tarification des services liés à l’eau est un élément essentiel  de la réponse. Le présent rapport présente des données fiables et comparables sur le prix de l’eau et des services d’eau et d’assainissement dans les pays de l’OCDE. Il apporte des éléments d’information sur les choix qui concernent la structure des tarifs, le niveau de récupération des coûts et le caractère abordable des services liés à l’eau.

This publication provides a summary of the information available in the OECD Structural and Demographic Business Statistics (SDBS) database. Key economic variables are presented at the International Standard of Industrial Classification, Revision 3 (ISIC) 2-digit level, for all industries and OECD member countries.

It provides a wealth of information at a very detailed sectoral level including: turnover, value-added, production, operating surplus, employment, labour costs and investment. The breakdown by industrial sector, including services, is supplemented by a further breakdown into business size classes, further enhancing the analytical capabilities of the database. The database also includes business demography statistics such as business birth, death and survival rates as well as the number of high-growth enterprises.

As such, the database and the publication will help answer such questions as: Which sectors have experienced positive/negative growth in recent years? What contribution do small businesses make to economic activity? How does the structure of businesses vary across OECD countries? Which industrial sectors have the highest labour productivity? How does labour productivity vary by business size? Are small and medium enterprises (SMEs) more or less profitable per employee than large businesses? Which sectors invest most?

This report examines innovative mechanisms that can help attract new financial resources into water and sanitation services. In particular, it focuses on mobilising market-based repayable financing (such as loans, bonds and equity) as a way of bridging the financial gap to meet the water-related Millennium Development Goals and other crucial sector objectives. The Camdessus and Gurría reports, published seven and four years ago, respectively, formulated a number of recommendations in this area. This report examines the extent to which these recommendations have been implemented. It looks at the rapidly evolving global context and to the ongoing financial and economic crisis, and considers how innovation in financing for the water sector may need to adapt.

OECD's Territorial Review of Toronto, Canada.  It finds that the Toronto region is one of the chief economic powerhouses of Canada, generating almost one-fifth of national GDP and 45% of Ontario’s GDP. The region is home to 40% of Canada’s business headquarters and is a main manufacturing hub, with major automotive, biomedical and electronics companies. Toronto is also one of the most diverse metropolitan regions in the world: half of its population is foreign born and it hosted 40% of all immigrants to Canada during 2001-2006.

Nevertheless, the region’s current economic development model is under pressure and its economic performance has been mixed in recent years. From 1995 to 2005, GDP per capita and GDP growth rates were below the Canadian average while its annual economic and labour productivity growth were lower than the average for OECD metropolitan regions. During this period, population growth boosted demand in the construction, sales and retail, professional and financial services sectors. However, the recent decline in the area’s manufacturing jobs has illustrated the structural difficulties of some traditionally strong areas, such as the automotive and electronics industries.

This Review proposes a new sustainable competitiveness agenda to enhance productivity, focusing on innovation, cultural diversity and infrastructure, as well as on green policies. To implement such an agenda, the Review proposes improving the current governance framework by intensifying strategic planning at the level of the Toronto region.

Using data from PISA 2006, this book analyzes to what extent investments in technology enhance educational outcomes. One of the most striking findings of this study is that the digital divide in education goes beyond the issue of access to technology. A new second form of digital divide has been identified: the one existing between those who have the right competencies to benefit from computer use, and those who do not. These competencies and skills are closely linked to the economic, cultural and social capital of the student.

This finding has important implications for policy and practice. Governments should make an effort to clearly convey the message that computer use matters for the education of young people and do their best to engage teachers and schools in raising the frequency of computer use to a level that becomes relevant. If schools and teachers are really committed to the development of 21st century competencies, such an increase will happen naturally. And only in these circumstances will clear correlations between technology use and educational performance emerge.

The world is currently facing the aftermath of the worst financial crisis since the Great Depression. Going for Growth 2010 examines the structural policy measures that have been taken in response to the crisis, evaluates their possible impact on long-term economic growth, and identifies the most imperative reforms needed to strengthen recovery. In addition, it provides a global assessment of policy reforms implemented in OECD member countries over the past five years to boost employment and labour productivity. Reform areas include education systems, product market regulation, agricultural policies, tax and benefit systems, health care and labour market policies. The internationally comparable indicators provided enable countries to assess their economic performance and structural policies in a wide range of areas.

The service sector, in aggregate, now dominates total employment and value-added in OECD countries, accounting for more than 70% of these two measures, and continues to increase in importance. While services may play a slightly smaller role in rural regions than in urban areas, they are the dominant component of the rural economy. It is clear that a vibrant service sector is both vital for a prosperous local economy and crucial for meeting the needs of rural citizens. 

This book provides an overview of the underlying problems in delivering services to rural regions.  It contains a conceptual structure for thinking about rural service delivery problems and a strategy for thinking about the role of government in service delivery, as well as a discussion of the role that innovation and public management tools like co-design and co-delivery can play in designing better service delivery approaches.  Also included are examples of different, successful policy strategies drawn from OECD countries.

People from many countries have expressed interest in the tests students take for the Programme for International Student Assessment (PISA). Learning Mathematics for Life examines the link between the PISA test requirements and student performance. It focuses specifically on the proportions of students who answer questions correctly across a range of difficulty. The questions are classified by content, competencies, context and format, and the connections between these and student performance are then analysed.

This analysis has been carried out in an effort to link PISA results to curricular programmes and structures in participating countries and economies. Results from the student assessment reflect differences in country performance in terms of the test questions. These findings are important for curriculum planners, policy makers and in particular teachers – especially mathematics teachers of intermediate and lower secondary school classes.

Dedicated public-private partnership (PPP) units are organisations set up with full or partial aid of the government to ensure that the skills needed to handle third-party provision of goods and services are made available and clustered together within government. Such units enhance the capacity of government to successfully manage the risks associated with a growing number and value of PPPs. Although a relatively recent phenomenon, in 2009 more than half of all OECD countries reported the existence of a dedicated unit of some kind.  

This book provides an overview of dedicated PPP units in OECD countries, including case studies covering: the State of Victoria (Australia), Germany, Korea, South Africa (an OECD enhanced engagement country), and the United Kingdom. It examines the functions and locations of dedicated PPP units, the role they play in the procurement process and  the lessons learned for other countries that have already established or are considering establishing a dedicated PPP unit.
