This joint OECD-Eurostat publication includes statistical data by detailed type of service on international trade in services for the 30 OECD countries as well as definitions and methodological notes. The data are reported within the framework of the fifth edition of the IMF's Balance of Payments Manual and the Extended Balance of Payments Services Classification (EBOPS).

This book includes summary tables by country and by service category and zone totals for the European Union (EU), euro area, G7, NAFTA, OECD-Asia and Pacific, OECD-Europe and total OECD which are comparable. Tables for each individual OECD country and for the EU and the euro area showing data for detailed service categories are also provided.  Series are shown  in US dollars and cover the period 1993-2002.

 

Agricultural trade disputes over issues such as beef hormones and genetically modified organisms have received wide public attention and illustrated the trade-off between domestic and international policy objectives. This report examines pertinent issues at the interface between domestic policy objectives, technical regulations and agricultural trade. It also discusses approaches to measuring the trade impacts of food safety and other technical measures, and presents empirical evidence concerning the trade effects of resolving controversial food safety issues.

This OECD publication provides statistics on international trade in services by partner country for 26 OECD countries plus EU, euro area, European Union Institutions and Hong Kong, China as well as definitions and methodological notes. The data concern trade between residents and non-residents of countries. This publication represents an important step   toward the implementation of the recommendations of the new international Manual on Statistics of International Trade in Services.

This book includes summary tables of trade patterns listing the main trading partners for each country and by broad service category. Series are shown in US dollars and cover the period 1999-2001.

Leur part dans les échanges mondiaux ne cesse de croître. Cette étude compare les dispositions normatives des accords commerciaux régionaux à celles de l’OMC pour dix domaines particuliers : les services, la mobilité de la main-d’œuvre, l’investissement, la politique de la concurrence, la facilitation des échanges, les marchés publics, les droits de propriété intellectuelle, la défense commerciale, l’environnement et les règles d’origine. Elle tente de clarifier la relation entre le régionalisme et le système commercial multilatéral et vise à fournir un cadre analytique pour les travaux actuels de l’OMC sur la meilleure façon de gérer cette relation et de renforcer la complémentarité entre ACR et système multilatéral.

An analytical framework for assessing and managing the relationship between regional agreements and the world multilateral trading system. Regional trade agreements (RTAs) are increasingly portrayed as a threat to the free global exchange of goods and services. Moreover, should the WTO-approved Doha Round of multilateral talks end in deadlock, many member countries would likely place even greater emphasis on regional agreements. This book provides WTO members with an analytical framework for assessing and managing the relationship between regionalism and the world multilateral trading system.

What are the major barriers to services trade? To what extent would further liberalisation of trade in services result in increased welfare gains and economic growth? Empirical evidence is also important to demonstrate the economic effects of market and regulatory changes as an aid to the design of adequate regulatory reform.

Amongst other issues, the papers in this volume explore fundamental issues for empirical research on trade in services. It highlights the specific data requirements and conceptual challenges for modelling liberalisation of services.

This book analyses the role of regional governments in the trade policy of the Russian Federation. It examines regional trade-related policies, such as subsidies, taxes and licensing, and their implications for Russia's international  trade commitments, and in particular its negotiations for accession to the  World Trade Organisation. In effect, when the Russian Federation accedes to  the WTO, it will be required to ensure that the laws and administrative practices of its sub-national governments are in conformity with its WTO  commitments.

Aussi les organismes de crédit à l'exportation bénéficiant d'un soutien public jouent-ils un rôle crucial en accordant, assurant et garantissant ces financements. Cette publication offre une description détaillée des systèmes de crédit à l'exportation bénéficiant d'un soutien public qui sont en vigueur dans les pays de l’OCDE et dans certaines économies non membres. A l’échelle internationale, la majorité écrasante des crédits à l'exportation bénéficiant d'un soutien public est assurée par le biais de ces systèmes.

Cette publication contient également la dernière version de l'Arrangement relatif aux lignes directrices pour les crédits à l'exportation bénéficiant d'un soutien public (le seul accord international à régir l'octroi de crédits à l'exportation bénéficiant d'un soutien public). Les règles de l'Arrangement portent notamment sur le soutien financier public, le délai maximum de remboursement, la prime minimum de risque et l'aide relative aux échanges pour les projets, les biens et les services bénéficiant de crédits à l'exportation d'une durée minimum de deux ans. Le texte de l'accord complémentaire, qui prévoit des conditions souples pour les opérations de financement de projets, figure également dans cet ouvrage.

En outre, cette publication présente pour la première fois des informations sur les études importantes entreprises par le Groupe de travail de l'OCDE sur les crédits et garanties de crédit à l'exportation. Ces études concernent notamment les liens entre les crédits à l'exportation bénéficiant d'un soutien public et les préoccupations plus larges des gouvernements et de la société civile des pays membres, qu’il s’agisse de problèmes environnementaux, d’efforts pour combattre la corruption ou de la viabilité de la dette des pays pauvres très endettés.

Cette étude présente une série d'enquêtes menées auprès d'entreprises dans plusieurs pays africains ainsi qu'une analyse des échanges. Elle met en évidence une inadéquation manifeste entre les politiques menées par les pouvoirs publics et les besoins des exportateurs en ce qui concerne à la fois l’offre et l’utilisation des services de soutien aux activités commerciales. Tout en reconnaissant les faiblesses des entreprises locales, l’étude n’en livre pas moins des constatations qui confirment l’existence d’un vaste éventail de mesures capables d'améliorer la compétitivité des entreprises et de réduire la dépendance vis-à-vis des produits de base. Pour réussir sur ces deux fronts, cependant, il faut non seulement prendre des mesures macro-économiques et structurelles adéquates, mais aussi modifier substantiellement le processus de prise de décision. La mise en œuvre fructueuse d’un « plan d’action » visant à diversifier les exportations dans ces pays se heurte à un problème de gouvernance d’envergure, à savoir la faible participation du secteur privé et de la société civile à l’élaboration des politiques.

The trade analysis and firm surveys conducted in several African countries in this study highlight an apparent mismatch between government policies and exporters’ needs in the provision and use of trade support services. While acknowledging the weaknesses of firms in these countries, the study does present evidence confirming the existence of a wide array of policy options for increasing business competitiveness and reducing dependence on primary commodities. Successful upgrading and diversification, however, require not only a right set of macroeconomic and structural policies, but also a substantial change in the policy-making process. A major governance problem undermines the implementation of a successful "business plan" for export diversification in these countries: the lack of involvement of private sector and civil society in policy formulation.
