The Missing Entrepreneurs 2014 is the second edition in a series of annual reports that provide data and policy analysis on inclusive entrepreneurship, and on its barriers, by target social groups across the European Union. Inclusive entrepreneurship involves business start-ups and self-employment activities that contribute to economic growth and social inclusion - notably of youth, women, seniors, immigrants and the unemployed. In addition to inspiring policy practices, this issue contains special thematic chapters on entrepreneurship by ethnic minorities, pro-entrepreneurship welfare support systems and support for entrepreneurship from unemployment.

La ciencia, la tecnología y la innovación (CTI) son factores decisivos para lograr un desarrollo social y económico sostenible. La OCDE hace recomendaciones de política basadas en evidencia acerca de la aportación de la CTI a las metas de crecimiento, empleo, sustentabilidad y bienestar de las naciones. Los países de Iberoamérica han estado trabajando de cerca con la OCDE sobre diversos aspectos de CTI y ahora, a propósito de la Reunión de Ministros y Altas Autoridades de Ciencia, Tecnología e Innovación, a celebrarse el 27 y 28 de noviembre en la ciudad de Puebla, México, la Organización ha preparado el presente Informe Iberoamericano, que se deriva de su OECD Science, Technology and Industry Outlook 2014. Su finalidad es informar a los responsables del diseño de políticas de CTI de la región, así como a representantes y analistas del sector empresarial, sobre los cambios recientes y próximos en los modelos mundiales de CTI. Asimismo, destaca las posibles implicaciones actuales y futuras de las políticas de CTI de los países a nivel tanto global como nacional.

This report examines Korea's urban policies and offers customised policy recommendations based on the OECD publication, Compact City Policies (2012). Some Korean policies, such as urban regeneration, new town development or multi-modal transfering centers, have implicitly implemented compact city polices to a certain degree. However, there are still issues - including urban sprawl, unbalanced socio-economic levels and environmental challenges - which can be threats to urban competitiveness. An appropriate set of compact city polices, such as environmental friendly urban regeneration, mixed land use, polices to offset the side effects of compact development, strong management of transport demands, and governance enforcement, can accelerate Korean cities' sustainable development.

This report takes stock of progress made in implementing the 2010 Recommendation on Principles for Transparency and Integrity in Lobbying – the only international instrument addressing major risks in the public decision-making process related to lobbying. The review process found that although there is an emerging consensus on the need for transparency to shed light on lobbying, new regulations are often scandal-driven instead of forward looking.

In countries that have regulations in place, the degree of transparency in lobbying varies considerably across OECD members. Moving forward, it will be essential for countries to focus efforts on the implementation of the Recommendation, in order to strengthen confidence in the public decision-making process and restore trust in government. It will also be crucial to strengthen the implementation of the wider integrity framework, as it is the prime tool for safeguarding transparency and integrity in the decision-making process in general and lobbying practices in particular.

Public institutions play a critical role in promoting gender-sensitive policies and gender equality more broadly, in the MENA region and around the world. Advancing gender balance in public institutions and public life more generally, including the judiciary, parliaments, and the political executive constitutes a major step towards gender-responsive policies and non-discrimination and serves as a key milestone in promoting gender equality. This report provides a comparative overview of the policies affecting women’s participation in public life across the MENA region. It examines the existing barriers to women’s access to public decision-making positions, and provides a cross-country assessment of current instruments and institutions to advance women’s empowerment in the MENA region. The report undertakes an analysis of the existing legal barriers for gender equality in public life, including with regard to political and economic rights, freedom of movement, labour law, family law, access to justice and gender-based violence and provides focused policy-recommendations to close legal and institutional gaps. The report has been prepared by the OECD, in partnership with Centre for Arab Women Training and Research (CAWTAR) and with the support of the Arab Administrative Development Organisation (ARADO) and covers the following countries: Algeria, Egypt, Morocco, the Palestinian Authority, Jordan, Lebanon, Tunisia, the United Arab Emirates and Yemen.

Norway is characterised by very high levels of migration from within the European Economic Area (EEA) and growing but small scale labour migration from countries outside the EEA. In this context, the challenge for managing discretionary labour migration is to ensure it complements EEA flows. High-skilled workers who come to Norway often leave, even if their employer would like to keep them. Norway has many international students, but most appear to leave at graduation or in the years that follow. The spouses of skilled migrants – usually educated and talented themselves – face challenges in finding employment, and this may cause the whole family to leave. Key industries in smaller population centres wonder how they will source talent in the future. This review examines these aspects of the Norwegian labour migration system. It considers the efficiency of procedures and whether the system is capable of meeting demand. It looks at several policy measures that were implemented and withdrawn, and assesses how these and other mechanisms could be better applied. The characteristics and behaviour of past labour migrants is examined to suggest means of encouraging promising immigrants to remain, and how Norway might attract the specific labour migrants from which it can most benefit in the future.

This third edition of Health at a Glance Asia/Pacific presents a set of key indicators of health status, the determinants of health, health care resources and utilisation, health care expenditure and financing and health care quality across 27 Asia/Pacific countries and economies. Drawing on a wide range of data sources, it builds on the format used in previous editions of Health at a Glance, and gives readers a better understanding of the factors that affect the health of populations and the performance of health systems in these countries and economies.

Each of the indicators is presented in a user-friendly format, consisting of charts illustrating variations across countries and over time, brief descriptive analyses highlighting the major findings conveyed by the data, and a methodological box on the definition of the indicator and any limitations in data comparability. An annex provides additional information on the demographic context in which health systems operate. It is a joint OECD and WHO/WPRO and WHO/SEARO publication.

Ce rapport sur la France compare les performances et le fonctionnement du système français avec ceux d'autres pays, et se base sur les conclusions des travaux thématiques de l'OCDE ainsi que sur environ 30 entretiens conduits avec les principaux acteurs du système français de recherche et d'innovation. Ce système a connu des transformations profondes au cours de la dernière décennie, et le rapport met l'accent sur le "Programme des Investissements d'Avenir", un plan gouvernemental qui vise à dynamiser la recherche et l'innovation et à encourager les réformes de l'ensemble du système.

Turkey underwent a very ambitious reform programme  in 2003, the so-called "Health Transformation Programme". Access to healthcare in Turkey has greatly increased with the attainment of Universal Health Coverage, as also demonstrated by improvement in health outcomes, most notably around maternal and child health and infectious diseases. However, despite these significant achievements, Turkey has a significant way to travel to deliver high-quality health services to its population. Governance of the health system is highly centralised and typified by directive control from the Ministry of Health, and information collected in different part of the system is not always fully exploited.

The OECD Review of Health Care Quality in Turkey recommends a number of changes to address these shortcomings. The key recommendations are that: i) Turkey needs to develop robust systems to standardise and monitor the quality of care, encourage continuous professional development and incorporate patient views; ii) some loosening of the governance structure would be welcome, to allow regions greater flexibility to assess and respond to local health needs and to continue to provide health workers with incentives for improve quality; iii) data on health sector activity and outcomes need to be made more available and more usable for individual patients and clinicians, while greater effort is needed to increase the robustness of Turkey’s information systems at national level and harmonise performance measures to OECD and other international comparators.

Cette publication conjointe OCDE-OMC est un coup de projecteur sur l’Aide pour le commerce visant à évaluer ce qui se passe, ce qui ne se passe pas, et où des améliorations sont nécessaires. L’analyse porte plus particulièrement sur les tendances des politiques, programmes et pratiques dans le domaine de l’Aide pour le commerce. Elle montre que l’initiative Aide pour le commerce produit des résultats tangibles en améliorant les résultats commerciaux et les conditions de vie des gens, en particulier des femmes, dans les pays en développement.
Il ressort du rapport que l’Aide pour le commerce joue un rôle important en permettant aux entreprises des pays en développement de se connecter aux chaînes de valeur et de s’élever dans ces chaînes. En fait, l’émergence des chaînes de valeur renforce la légitimité de l’Aide pour le commerce.
Les parties prenantes continuent à participer activement à l’initiative Aide pour le commerce. L’exercice de suivi de 2013 était basé sur les auto évaluations de 80 pays en développement, 28 donateurs bilatéraux, 15 donateurs multilatéraux et 9 fournisseurs de coopération Sud Sud. À cela s’ajoutaient les avis exprimés par 524 entreprises (fournisseurs) de pays en développement et 173 entreprises dominantes, pour la plupart des pays de l’OCDE.

Uruguay ha tenido notables progresos durante el último decenio. Medidas macroeconómicas estables y el favorable entorno exterior han permitido un crecimiento dinámico y el financiamiento de políticas sociales. Así mismo, se han mejorado sustancialmente varias dimensiones del marco de bienestar de las personas y se han paliado considerablemente los riesgos externos. Sin embargo, de cara al futuro,  se plantean desafíos al mantenimiento del desempeño. Para poder hacer frentes a estos desafíos se requiere encontrar el balance entre objetivos de largo plazo y la estabilidad macroeconómica y fiscal.

Uno de los principales obstáculos al crecimiento económico es la provisión insuficiente de capital humano y competencias. Varios retos persisten para la educación, que, junto con la política fiscal, son recursos cruciales para reducir las desigualdades y mantener el desarrollo económico. Adicionalmente, Uruguay necesita abordar los déficits de mano de obra para evitar restricciones a su crecimiento, especialmente ahora que las exportaciones son más intentas en mano de obra calificada. Es importante orientar las políticas sociales y el gasto hacia los grupos más vulnerables.
