The story of Korean education over the past 50 years is one of remarkable growth and achievement. Korea is one of the top performing countries in the Programme for International Student Assessment (PISA) survey and among those with the highest proportion of young people who have completed upper secondary and tertiary education. Korea is continuously exploring ways to improve its education system and has dramatically increased government investment in education over the last decade. Nevertheless, further reforms are needed to spur and sustain improvements. Rapid globalisation and modernisation are also posing new and demanding challenges to equip young people of today and tomorrow with skills relevant to the 21st century.

The report Strong Performers and Successful Reformers in Education: Lessons from PISA for Korea aims at helping Korea to identify and address education policy challenges in an international perspective. To this end, it examines the Korean education system through the prism of PISA, considers recent policy developments and suggests specific policy options to foster improvements. The report also provides an in-depth analysis of the experience of other high-performing countries.

Deutschland liegt zum ersten Mal in allen Testbereichen über den OECD-Schnitt, Österreichs Ergebnisse kehren nach einem Einbruch wieder zu einem guten Niveau zurück. Zum nun fünften Mal wurden die Fähigkeiten von 15-Jährigen in Lesen, Mathematik und Naturwissenschaften überprüft, der Schwerpunkt lag auf Mathematik.

Le programme d’examens environnementaux de l'OCDE propose des évaluations indépendantes des progrès accomplis par les pays eu égard à leurs engagements nationaux et internationaux en matière d’environnement, ainsi que des recommandations orientées vers l’action des pouvoirs publics. Ces examens ont pour objectif de promouvoir l’apprentissage entre pairs, d’encourager les pays à rendre compte de leur action aux autres pays et à leur opinion publique, ainsi que d’améliorer les performances environnementales des gouvernements, individuellement et collectivement. Les analyses s’appuient sur un large éventail de données économiques et environnementales. Chaque cycle d’examens environnementaux couvre la totalité des pays membres de l'OCDE ainsi que certains pays partenaires. Ce rapport est le troisième examen environnemental de l’Autriche. Il évalue les progrès vers le développement durable et la croissance verte et met l'accent sur la gestion des produits chimiques ainsi que sur l’adaptation au changement climatique.

As competências se transformaram na moeda global do século 21. Sem investimento adequado em competências,
as pessoas permanecem à margem da sociedade, o progresso tecnológico não se traduz em crescimento econômico
e os países não podem competir em uma sociedade mundial que se baseia cada vez mais no conhecimento. Mas
essa “moeda” perde valor à medida que evoluem as exigências dos mercados de trabalho e as pessoas perdem as
competências que não utilizam.
A crise econômica mundial, com elevados níveis de desemprego, especialmente entre os jovens, torna urgente fomentar
melhores competências. Ao mesmo tempo se deve levar em consideração a desigualdade da renda, causada em grande
medida pela desigualdade entre os salários que remuneram a mão de obra de alta capacitação e os pagos às pessoas
com baixa capacitação. A solução mais promissora para esses problemas é investir eficazmente nas competências no
decorrer do ciclo de vida: desde a primeira infância, durante a educação obrigatória e ao longo da vida profissional.
A Estratégia de Competências da OCDE proporciona um marco estratégico integrado no âmbito governamental para
ajudar os países a entender melhor como investir nas competências para transformar vidas e fomentar economias.
Ajudará os países a identificar os pontos fortes e fracos de suas reservas nacionais de competências e sistemas de
competências, a compará-los no âmbito internacional e a desenvolver políticas de melhoria. Em particular, a estratégia
estabelece as bases sobre as quais os governos podem trabalhar de maneira eficaz com todas as partes interessadas –
governos nacionais, regionais e locais, empregadores, trabalhadores e estudantes.

Wind power and solar photovoltaics (PV) are crucial to meeting future energy needs while decarbonising the power sector. Deployment of both technologies has expanded rapidly in recent years, one of the few bright spots in an otherwise bleak picture of clean energy progress. However, the inherent variability of wind power and solar PV raises unique and pressing questions. Can power systems remain reliable and cost-effective while supporting high shares of variable renewable energy (VRE)? And if so, how?

Based on a thorough review of the integration challenge, this publication gauges the economic significance of VRE integration impacts, highlights the need for a system-wide approach to integrating high shares of VRE and recommends how to achieve a cost-effective transformation of the power system.

This book summarises the results of the third phase of the Grid Integration of VRE (GIVAR) project, undertaken by the IEA over the past two years. It is rooted in a set of seven case studies, comprising 15 countries on four continents. It deepens the technical analysis of previous IEA work and lays out an analytical framework for understanding the economics of VRE integration impacts. Based on detailed modelling, the impact of high shares of VRE on total system costs is analysed. In addition, the four flexible resources which are available to facilitate VRE integration – generation, grid infrastructure, storage and demand side integration – are assessed in terms of their technical performance and cost-effectiveness.

Mexico has made several efforts to design and implement a regulatory improvement policy over the past several years. The institutions involved in the better regulation policy have played a key role in enhancing regulatory quality. This includes the Federal Regulatory Improvement Commission (COFEMER), the Ministry of Economy, and the Ministry of Public Administration. Mexico now has two decades of experience in the application of Regulatory Impact Analysis (RIA). Over this period, it has continued to expand the scope of RIA, to refine and improve the specific requirements and to invest substantial resources in implementation. Recently, Mexico has adopted the internationally recognised Standard Cost Model, which has brought a renewed impetus across the federal government to reduce administrative burdens generated by formalities. There is also a thriving multi-level regulatory governance programme. As a result, Mexico is currently at a stage where positive results are being obtained. However, this is not the time to slow down; instead, further work should be fostered to step up to a new phase of regulatory quality which embeds an effective and profound regulatory improvement culture across the federal government.

National research systems face an increasingly competitive environment for ideas, talent and funds, and governments have shifted funds from institutional core funding to project funding, often on a competitive basis, or reward success in raising third-party funds in performance-based funding schemes. It is in this context that “research excellence initiatives” (REIs) have emerged. This is an instrument designed to encourage outstanding research by providing large-scale, long-term funding to designated research units. They provide funds for research and research-related measures, such as the improvement or extension of physical infrastructure, the recruitment of outstanding researchers from abroad and researcher training.

This report presents new evidence on how governments steer and fund public research in higher education and public research institutions through REIs. The report can help inform discussions on future government policy directions by providing information on how REIs work and on the functioning and characteristics of institutions that host centres of excellence. The findings show some of the benefits to be gained through REIs and note some pitfalls to be avoided.

Going for Growth is the OECD’s regular report on structural reforms in policy areas that have been identified as priorities to boost incomes in OECD and major non-OECD countries (Brazil, China, India, Indonesia, Russia and South Africa). Policy priorities are updated every two years and presented in a full report, which includes individual country notes with detailed policy recommendations to address the priorities. The next full report will be published in 2015.

This interim report takes stock of the actions taken by governments over the past two years in the policy areas identified as priorities for growth. This stocktaking is supported by internationally comparable indicators that enable countries to assess their economic performance and structural policies in a wide range of areas.
