This report presents a case study of applying the OECD anticipatory innovation governance framework to develop and manage anticipatory innovation ecosystems as vehicles for knowledge generation, innovation governance and co-ordinated action to achieve policy goals. Part I establishes the case for anticipatory innovation ecosystems and sets out how they can be governed through a multi-level approach. In Part II, opportunities and challenges for applying this approach in the Latvian context are identified, and recommendations are made for developing anticipatory innovation ecosystems in Latvia.

This report analyses the pay system in Israel’s public sector, and provides recommendations to align it with the strategic priorities of the government. It recommends ways to simplify job classification and better match pay to market rates, particularly in areas where the public sector has trouble competing for talent. It also identifies opportunities to better reward performance, productivity and job responsibilities. In Israel, no pay reform is possible without the agreement and active collaboration of public sector unions, and so the second part of this report focuses on public sector labour relations and makes recommendations to improve the functioning of the collective bargaining process in Israel’s public sector. This report contributes to the ongoing work of the OECD’s Public Employment and Management working party, to support the implementation of the Recommendation of Council on Public Service Leadership and Capability.

Gender inequalities persist in all areas of social and economic life and across countries. Young women in OECD countries generally obtain more years of schooling than young men, but women are less likely than men to engage in paid work. Gaps widen with age, as motherhood typically has marked negative effects on gender pay gaps and career advancement. Women are also less likely to be entrepreneurs, and are underrepresented in private and public leadership positions.

The 2013 and 2015 OECD Gender Recommendations provide guidance on how to advance gender equality in education, employment, entrepreneurship and public life; this book discusses recent developments in these areas in one overview chapter and 24 short chapters which each include key findings and policy recommendations. Topics include violence against women, gender budgeting, the unequal sharing of unpaid work, labour market outcomes and migration. The book presents a range of indicators illustrating gender gaps. It also discusses recent policy initiatives, such as pay transparency measures to reduce gender wage gaps and policy reform aimed at fathers taking parental leave. Overall, progress has been slow and there is a strong need for further policy action to close gender gaps in education, employment, entrepreneurship and public life.

Lobbying and influence activities are legitimate acts of democratic participation and enable different groups to provide input and expertise to the policymaking process. This report looks at Chile’s existing framework to ensure equity, integrity and transparency in public decision-making processes, and assesses its resilience to the risks of undue influence by special interest groups. The report also explores how to improve transparency and facilitate the disclosure of lobbying and influence activities. Finally, it discusses complementary reforms of the legal framework on integrity and transparency that could help strengthen the lobbying framework.

This report provides an analysis of the framework in place to strengthen the transparency and integrity of lobbying in Quebec, Canada. The report also assesses the reform project proposed by the Commissioner of Lobbying in 2019, by benchmarking it against the OECD Recommendation on Principles for Transparency and Integrity in Lobbying, as well as good practices in OECD countries. The report highlights how to address governance concerns related to lobbying, and identifies concrete and tailored solutions to further strengthen a culture of transparency and integrity in the policy-making process.

Economic regulators are responsible for ensuring that infrastructure services are delivered efficiently, where competition on its own is unable to achieve this outcome. Based on a survey of 34 economic regulators covering 77 sectors and subsectors including energy, transport, communications and water, this report explores how economic regulators carry out this task, and suggests how this experience can be usefully applied in the governance of infrastructure more broadly.

This report presents the results of the second thematic peer review based on the OECD Principles of Corporate Governance. The report is focused on the role of institutional investors in promoting good corporate governance practices including the incentives they face to promote such outcomes. It covers 26 different jurisdictions, including in-depth reviews of Australia, Chile and Germany.

The media and investigative journalism play a crucial role in bringing allegations of corruption to light and fighting against impunity. International consortiums of investigative journalists are an example of an international cooperation that leads to tangible results in bringing financial and economic crime to the attention of the public and law enforcement authorities. Media reporting is an essential—albeit untapped—source of detection in corruption cases.

This report documents and analyses material collected through country reviews undertaken by the OECD Working Group on Bribery in International Business Transactions and through responses to the OECD Survey on Investigative Journalism. It explores good practices and challenges in the detection of international corruption cases via media reporting and investigative journalism.

The 2030 Agenda for Sustainable Development has an unprecedented ambition, but also confronts countries with an enormous challenge given the complex and integrated nature of the Agenda with its 17 Goals, underpinned by 169 Targets. To assist national governments with their implementation, the OECD has developed a unique methodology allowing comparison of progress across SDG goals and targets, and also over time. Based on the Global indicator framework for the Sustainable Development Goals and leveraging UN and OECD data, this report provides a high-level assessment of OECD Member countries’ performance across the Goals and Targets of the 2030 Agenda. The report evaluates the distance that OECD countries need to travel to meet SDG targets for which data is currently available, but it goes one step further and deepens the analysis by identifying long-term trends, considering also how these trends may be impacted by the COVID-19 pandemic. By providing a high-level overview of countries’ strengths and weaknesses in performance across the SDGs, it aims to support Member countries in navigating the SDGs and in setting their own priorities for action within the broad 2030 Agenda.

State-owned enterprises (SOEs) are important elements of many national economies. They are also increasingly active internationally, which has led to renewed concerns in recent years about whether their competitive conditions in home markets might adversely impact “fair” competition with companies abroad. Many of the concerns held by national policy makers and businesses surrounding foreign SOEs’ competitive conditions stem from limited transparency and information on SOEs. This report seeks to bolster the factual information base by presenting the main findings of the most comprehensive and internationally comparable dataset currently available on the size, sectoral distribution and corporate forms of national SOE sectors in 40 countries.

Social economy -- also known as 'non-profit' or 'third sector' -- organisations have grown in number and relevance, contributing to employment, social inclusion, democratic participation and community building. Much remains to be done, however, to create the necessary enabling environment to support their creation and development and to mainstream the sector in economic and social policies. This publication offers new insights into the economic theory of social economy organisations, their role in an evolving political and economic context, and the links to local development and the empowerment of users. Building on theoretical and empirical developments in OECD member countries, the publication also presents the main challenges for the social economy in Central East and South East Europe. Recommendations for action are included.

For most countries in the OECD, 2015 is the seventh or eighth year of dealing with the budgetary consequences of the economic and financial crisis. These years have been marked by challenges of fiscal retrenchment of a scale and nature unprecedented in modern times. Previous OECD publications have tracked the fiscal policy responses adopted by OECD governments during the early years of the crisis (2007-2012). This book takes stock of how these responses have evolved and in recent years, up to 2014/15. Two points are apparent from the outset: the response to the crisis has had repercussions for virtually every aspect of budgetary governance; and there are clear lessons for governments about the conduct of fiscal policy – including in its institutional aspects – that should inform future decisions and the agenda of budgetary reform.

Over the past 20 years, the management of the public service has changed tremendously in most OECD countries. First, governments have tried to reduce the size of their public employment to decrease the costs of producing government services, either directly or indirectly by contracting out the production of services to the private sector under the assumption that it would be more efficient. Second, in many cases, governments have tried to apply general good management principles to the management of public employees. As a consequence, many areas of public employment have lost their uniqueness and have become quite similar to the general employment system in the different countries. This book takes stock of the main changes in the management of public services across OECD countries. It also examines how countries manage to find a balance between, on the one hand, attention to fundamental values such as fairness, equity, justice and social cohesion to maintain political confidence in the government system as a whole and, on the other hand, a focus on efficiency, productivity and effectiveness.

Governments can use artificial intelligence (AI) to design better policies and make better and more targeted decisions, enhance communication and engagement with citizens, and improve the speed and quality of public services. The Latin America and the Caribbean (LAC) region is seeking to leverage the immense potential of AI to promote the digital transformation of the public sector. The OECD, in collaboration with CAF, Development Bank of Latin America, prepared this report to help national governments in the LAC region understand the current regional baseline of activities and capacities for AI in the public sector; to identify specific approaches and actions they can take to enhance their ability to use this emerging technology for efficient, effective and responsive governments; and to collaborate across borders in pursuit of a regional vision for AI in the public sector. This report incorporates a stocktaking of each country’s strategies and commitments around AI in the public sector, including their alignment with the OECD AI Principles. It also includes an analysis of efforts to build key governance capacities and put in place critical enablers for AI in the public sector. It concludes with a series of recommendations for governments in the LAC region.

E-government is more about government than about “e”. The spread of new information and communication technologies has spurred major changes at all levels of society and notably in citizen expectations. Governments have also been integrating those technologies into work practices to keep pace and enhance the policy outcomes, service quality, and responsiveness to citizens that determine their effectiveness. E-government initiatives can bolster government effectiveness in important ways like facilitating cross-agency cooperation on complex problems, fostering a customer focus for services, and building relationships with private sector partners. Delay in implementing e-government reforms can thus handicap economic development in this increasingly competitive, rapidly changing world.

This report analyses the partnerships that governments form with citizens, users and CSOs in order to innovate and deliver improved public service outcomes. These approaches can offer creative policy responses that enable governments to provide better public services in times of fiscal constraints.  Although co production and citizens’ involvement are still in the developmental stage in many countries, early efforts appear to lead to cost reductions, better service quality and improved user satisfaction. This report identifies the risks of citizen and user involvement in service delivery, and the barriers that must be overcome to make these models work. Top-level political commitment, adequate public sector capacity, and aligned financial incentives are the key factors for success.

Ireland has shown a strong commitment to addressing child poverty and improving outcomes for children and young people. Responding to the needs of children and young people, particularly those most vulnerable, requires integrated policies and services. This report is part of a joint project between the OECD and the European Commission to strengthen policy and governance arrangements for tackling child poverty and improving outcomes for children and young people based on a whole-of-government approach.

The report assesses recent policy, institutional and legislative developments in Ireland and compares outcomes for children and young people with those in other EU and OECD countries. It finds that despite progress, Ireland still has room for improvement on child poverty reduction, and more can be done to address the trust gap between young people in Ireland and their government. The report recommends Ireland to adopt measures to enhance inter-departmental and inter-agency co-operation, strengthen evidence-informed approaches, reinforce policy monitoring tools, and improve accountability mechanisms. It also recommends measures to support the effective implementation of Young Ireland, the National Policy Framework for Children and Young People (2023-28), and to ensure policy coherence.
