Este estudio revisa las políticas y prácticas de compras públicas del ISSSTESON, institución que proporciona servicios pensionarios y de salud a los empleados del Gobierno del Estado de Sonora, México. También hace un análisis comparado de dichas prácticas a la luz de la Recomendación del Consejo de la OCDE sobre Contratación Pública 2015 para ayudar al Instituto a mejorar sus operaciones de compra e incrementar su eficiencia en una situación financiera difícil. Finalmente, el estudio examina la estructura de ingresos del Instituto y sugiere reformas al esquema pensionario, el cual es magnánimo en comparación con la experiencia nacional e internacional.

This review analyses public procurement policies and practices of ISSSTESON, the institution providing health and pension services to the workers of the State Government of Sonora, Mexico. It benchmarks ISSSTESON practices against the 2015 Recommendation of the Council on Public Procurement to help the institute upgrade its procurement operations and increase efficiency, in a difficult financial environment. It also examines the revenue structure of the Institute and suggests reforms for the pension scheme, which is too generous compared to national and international experience.

Building on the previous report, this report examines how governments can move from a tactical to a holistic approach to system change. Drawing on diverse case studies from across the world at both national and local levels, the report illustrates how a strategic approach to system change implies three key elements: envisioning and acting on the future, putting public value at the core of the change process, and systematically engaging citizens in decision-making.

Цель данного отчета – содействовать развитию хорошей системы экономического регулирования (СЭР) водоснабжения и водоотведения (ВСиВО) в Республике Молдова (далее кратко – Молдова). Действующая отраслевая политика требует значительной модернизации, оптимизации и развития ВСиВО, повышений эффективности эксплуатации (сокращения доли воды, которая не приносит дохода, и численности персонала на тысячу абонентов и т.д.) – в соответствии с международными и отечественными обязательствами страны (включая Соглашение об ассоциации с ЕС, Цели устойчивого развития, Парижское соглашение по климату и национальную стратегию по водоснабжению и водоотведению). В отчете предложены пути и средства усиления способности правительства Молдовы обеспечить надлежащее регулирование сектора и способности операторов достичь более высоких стандартов предоставления услуг ВСиВО при обеспечении их ценовой доступности. Такие изменения не могут произойти за ночь, они потребуют системы экономического регулирования, способствующей ценовой доступности ВСиВО, полному покрытию затрат операторов и обслуживанию долга, а также движению по реалистичному пути улучшения показателей деятельности организаций водоснабжения и водоотведения.

Georgia has made remarkable progress in expanding education access and improving education quality. Nevertheless, the majority of children in Georgia leave school without mastering the basic competencies for life and work. Moreover, students’ background is becoming a greater influence on their achievement. This review, developed in partnership with UNICEF, provides Georgia with recommendations to strengthen its evaluation and assessment system to focus on helping students learn. It will be of interest to countries that wish to strengthen their own evaluation and assessment systems and, in turn, improve educational outcomes.

Aider les pays à améliorer les conditions de vie de leurs citoyens nécessite une coopération internationale efficace pour le développement. Les principes du Partenariat mondial pour une coopération efficace au service du développement – l’appropriation par les pays ; l’orientation vers les résultats ; des partenariats inclusifs ; et, la transparence et la redevabilité mutuelle – guident les relations entre les partenaires du développement depuis près d’une décennie, les aident à renforcer et à améliorer leur mode de coopération et veillent à ce que tous les citoyens soient impliqués dans le processus.

L’Organisation de coopération et de développement économiques (OCDE) et le Programme des Nations Unies pour le développement (PNUD) travaillent ensemble pour effectuer le suivi des progrès réalisés dans l’utilisation de ces principes. En 2018, des données ont été collectées par 86 pays et territoires partenaires, en collaboration avec plus de 100 partenaires du développement, afin de servir de base à ce travail et apporter des éléments probants. L’ouvrage, en montrant clairement où des progrès ont été accomplis et où des défis restent à relever, est à même de guider les gouvernements et leurs partenaires sur la façon dont ils peuvent renforcer l’action collective pour réaliser le Programme de développement durable à l’horizon 2030.

Dans la messure du possible, elle présente aussi des données pour l’Afrique du Sud, le Brésil, la Chine, la Colombie, le Costa Rica, la Fédération de Russie, l’Inde et l’Indonésie. Cette revue est la seule source de données disponibles dans certains domaines de la gouvernance publique. Elle couvre les intrants, les processus et les indicateurs sur les produits et réalisations obtenues ainsi que des informations contextuelles sur chaque pays.

L’édition 2019 inclut des indicateurs portant sur les intrants qui sont axés sur les finances publiques et l’emploi public ; les processus incluent des données sur les institutions, les pratiques et procédures budgétaires, la gestion des ressources humaines, la gouvernance de la réglementation, les marchés publics, et l’ouverture et la transition numérique de l’administration. Les réalisations couvrent les principaux résultats des pouvoirs publics (ex. la confiance, la réduction des inégalités) et les indicateurs portant sur l’accessibilité, la réactivité et la qualité des services publics de l’éducation, de la santé et de la justice, ainsi que sur le degré de satisfaction des citoyens à leur égard. The staff working in schools are the most important resource for today’s education systems, both educationally and financially. This report aims to provide guidance for the design of human resource policies that strengthen, recognise and preserve the positive impact that teachers, school leaders and other school staff have on their students. It offers an in-depth analysis of how human resource policies can make the best use of available resources to create supportive working environments and build both individual and collective professional capacity in schools. This includes the design of entry requirements, career structures, salary schedules and working time arrangements to attract, retain and motivate high-quality staff; the effective and equitable matching of staff with schools through fair and transparent staff funding and recruitment; and informed investments in professional learning, from initial preparation to continuing development. Throughout its analysis, the report looks at implementation challenges and considers under which conditions human resource policy reforms are most likely to have the desired effects on schools and their staff. This report is the third in a series of thematic comparative reports bringing together findings from the OECD School Resources Review.

Universities’ entrepreneurship and innovative practices are burgeoning all over Italy. Some of these practices resonate at the international level while others have a local impact. Italian higher education faces some important challenges and actions need to be taken to unleash its full potential. Promoting the entrepreneurial and innovation agenda can help Italy improve the overall performance of the higher education system, and of individual universities, in all regions. The government has started providing a strategic support to engagement, which could catalyse Italy’s innovation capacity, human capital endowment, and well-being.

This review illustrates policy actions promoting the entrepreneurial and innovative activities in the Italian Higher Education System, and focuses on 11 case study universities. It discusses strategies and practices adopted by Italian higher education institutions to innovate, engage, and generate value for the society and the economy. This review is part of a series of national reports implementing the HEinnovate framework. HEinnovate is a guiding framework that the OECD and the European Commission have developed to promote the “entrepreneurial and innovation agenda” in higher education.

This report explores how data and digital technology can help achieve policy objectives and drive positive transformation in the health sector while managing new risks such as privacy, equity and implementation costs. It examines the following topics: improving service delivery models; empowering people to take an active role in their health and their care; improving public health; managing biomedical technologies; enabling better collaboration across borders; and improving health system governance and stewardship. It also examines how health workforces should be equipped to make the most of digital technology. The report contains findings from surveys of OECD countries and shares a range of examples that illustrate the potential benefits as well as challenges of the digital transformation in the health sector. Findings and recommendations are relevant for policymakers, health care providers, payers, industry as well as patients, citizens and civil society.

Revenue Statistics in Africa is jointly undertaken by the OECD Centre for Tax Policy and Administration and the OECD Development Centre, the African Union Commission (AUC) and the African Tax Administration Forum (ATAF) with the financial support of the European Union. It compiles comparable tax revenue and non-tax revenue statistics for 26 countries in Africa: Botswana, Burkina Faso, Cabo Verde, Cameroon, Republic of the Congo, Democratic Republic of the Congo, Côte d'Ivoire, Egypt, Equatorial Guinea, Eswatini, Ghana, Kenya, Madagascar, Mali, Mauritania, Mauritius, Morocco, Niger, Nigeria, Rwanda, Senegal, Seychelles, South Africa, Togo, Tunisia and Uganda. The model is the OECD Revenue Statistics database which is a fundamental reference, backed by a well-established methodology, for OECD member countries. Extending the OECD methodology to African countries enables comparisons about tax levels and tax structures on a consistent basis, both among African economies and with OECD, Latin American, Caribbean, Asian and Pacific economies.

Government at a Glance provides reliable, internationally comparative data on government activities and their results in OECD countries. Where possible, it also reports data for Brazil, China, Colombia, Costa Rica, India, Indonesia, the Russian Federation and South Africa. In many public governance areas, it is the only available source of data. It includes input, process, output and outcome indicators as well as contextual information for each country.

The 2019 edition includes input indicators on public finance and employment; while processes include data on institutions, budgeting practices and procedures, human resources management, regulatory government, public procurement and digital government and open data. Outcomes cover core government results (e.g. trust, inequality reduction) and indicators on access, responsiveness, quality and citizen satisfaction for the education, health and justice sectors. Governance indicators are especially useful for monitoring and benchmarking governments’ progress in their public sector reforms.

Each indicator in the publication is presented in a user-friendly format, consisting of graphs and/or charts illustrating variations across countries and over time, brief descriptive analyses highlighting the major findings conveyed by the data, and a methodological section on the definition of the indicator and any limitations in data comparability.
