In addition to an overall analysis of labour market trends and short-term forecasts, this fourteenth edition of the OECD Employment Outlook includes chapters covering making work pay, earnings inequality, youth and the labour market, and job turnover. The extensive statistical annex provides the latest employment data.
This edition of the OECD Employment Oultlook finds progress in combating unemployment is uneven across countries, and the OECD-area unemployment rate will only decline very slowly through 1999 to about 7 per cent, or more than 35 million job-seekers. In addition to the usual assessment of labour market developments and prospects, this edition includes chapters on minimum wages, the transition from education to work, workforce ageing, and working hours. Reference statistics are included.

Small and medium-sized enterprises (SMEs) are attracting increased attention in recognition of their economic role and their contribution to growth. SMEs represent over 95% of enterprises in most OECD countries, generate a substantial share of GDP and account for well over half of private sector employment. Most governments apply a range of programmes for the benefit of SMEs, aiming to alleviate their difficulties in areas such as financing, technology and innovation, management and exports. This first biennial report covers SME policy trends in 27 OECD countries and provides an assessment of best practice policies and programmes. The OECD Small and Medium Enterprise Outlook 2000 also presents findings of recent OECD work undertaken on such themes as High-growth SMEs, Financing Women Entrepreneurs, Regulatory Reforms and SMEs, and Electronic Commerce and SMEs. International comparisons of key SME indicators and trends for OECD countries -- output and employment -- and statistics on the role of SMEs in employment gains and losses, and on enterprise demography, are included.

The OECD Employment Outlook is OECD's annual assessment of labour market developments and prospects in its member countries. After presenting an overview of developments and prospects, this 2004 edition examines aspects of working time including scheduling and family arrangements; employment protection regulations' effects on labour market performance, wage-setting institutions and outcomes, the effects of training on aggregate employment and job prospects, and transitioning from informal employment to a salaried economy. An extensive statistical annex is included.
OECD countries are attaching rising importance to lifelong learning and active employment policies as tools of economic growth and social equity. Effective information and guidance systems are essential to support the implementation of these policies, and all citizens need to develop the skills to self-manage their careers. Yet there are large gaps between these policy goals and the capacity of national career guidance systems. Based upon a review conducted in 14 OECD countries, this publication explores how these gaps might be narrowed. It advocates improved national co-ordination arrangements and greater attention to research and data collection to inform policy makers. It also promotes the development of improved and more specialised training programmes for practitioners and the creation of more specialised career guidance organisations for the delivery of services.

In addition to its regular overview of labour markets in OECD countries and its comprehensive statistical annex, this edition also includes articles covering trade adjustment costs in OECD labour markets, regional disparities in labour markets, the role of in-work benefits in increasing employment, and evaluating the impact of labour market programmes and public employment services.
