Ces Perspectives offrent une analyse accessible et synthétique des réalités de l’Afrique de l’Ouest. Elles s’adressent à un large public et illustrent leur propos par de nombreuses cartes. Elles se distinguent également par leur triple approche. Tout d’abord, l’ouvrage dégage à travers une analyse transversale les principaux enjeux et défis auxquels la région est confrontée et formule des propositions pour les relever. Il adopte ensuite une approche régionale et dresse un panorama des ressources ouest-africaines. L’analyse sort du strict champ économique pour explorer d’autres domaines, en particulier les ressources naturelles et le capital social, culturel et humain. Elle montre que les ressources de l’Afrique de l’Ouest sont nombreuses, variées et souvent partagées entre plusieurs de ses 18 pays. Enfin, ce livre apporte une contribution originale à la réflexion : il donne la parole à six témoins ouest-africains engagés dans le développement de leur région. Divers par leur origine et leur histoire personnelle, ces derniers ébauchent de réelles visions pour l’avenir des sociétés.

The international community today is hardly in a position to avoid another genocide, as witnessed in Rwanda in 1994, despite the significant evolution of early warning systems in recent years. Based on a review of the literature on early warning and response, as well as inputs from surveyed agencies, Preventing Violence, War and State Collapse assesses the value and role of early warning for the prevention of violent conflict and identifies the most effective early warning and response systems. It concludes with a set of recommendations for policy makers in donor and partner countries in influencing future developments in this field.

This edition of OECD's annual Development Co-operation Report provides key statistics and analysis on the latest trends in international aid. Eckhard Deutscher, who recently took over as Chairman of the Development Assistance Committee, reports back on the Accra High Level Forum on Aid Effectiveness and the need to step up our efforts to make aid work better for developing countries in this time of economic crisis. The report also addresses fragmentation, a major problem when aid comes in too many small slices from too many directions and - drawing on case studies from number of countries - offers five lessons on how the Paris Declaration on Aid Effectiveness can be used to make the link between development policy and human rights, environmental sustainability and gender equality.

 

The title of the Development Co-operation Report has traditionally carried the date of the year preceding its publication. We would like to alert readers to the fact that, as of this issue, the title will reflect the actual year of publication. This issue will, therefore, be entitled Development Co-operation Report 2009. Please note that this Report incorporates data submitted to the OECD up to 15 November 2008; these data correspond to flows in 2007.

The 2005 Paris Declaration on Aid Effectiveness defines the principles and commitments by which donors and developing countries intend to ensure that aid is as effective as possible in contributing to the Millennium Development Goals and other internationally agreed development objectives. This report is a mid-term review of progress towards these commitments, drawing on the 2008 Paris Declaration Monitoring Survey and the Evaluation Synthesis Report among many other sources.

Part I highlights the main actionable lessons and messages emerging from the analysis of progress to date. Part II covers the commitments under the five Partnership Principles related to ownership, alignment, harmonisation, development results and mutual accountability, together with four subjects of critical relevance: sector perspectives, the role of civil society organisations, situations of fragility and conflict, and the changing aid architecture.

This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. It highlights the importance of policies encouraging the sustainable management of these resources. Moreover, it emphasises the need to address the political challenges of natural-resource management for long-term pro-poor economic growth. Part I provides an overview of the economics and politics of natural resources. It describes the unique features of natural resources and resulting management challenges, the role of sustainable natural resource management in supporting pro-poor growth, and the politics and governance of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper. Part II examines these issues with respect to seven specific natural-resource sectors: fisheries, forests, wildlife and ecotourism, soil productivity, water security, minerals and renewable energy.

The 2009 edition of this publication provides comprehensive data on the volume, origin and types of aid and other resource flows to around 150 developing countries for the period 2003-2007. The data show each country's intake of official development assistance and well as other official and private funds from members of the Development Assistance Committee of the OECD, multilateral agencies and other key donors. Key development indicators are given for reference.

Ce rapport d’enquête apporte des éléments de réponse à la dernière enquête de suivi de la mise en œuvre de la Déclaration de Paris et évalue les progrès accomplis dans 55 pays partenaires. Il permet de comprendre en quoi il est difficile d’accroître l’efficacité de l’aide au développement. À moins d’intensifier considérablement leurs efforts, les pays partenaires et les bailleurs de fonds ne réussiront pas à tenir les engagements internationaux et objectifs-cibles auxquels ils ont souscrit en vue de rendre l’aide efficace d’ici 2010. Il faut agir maintenant. Ce rapport formule trois recommandations d’action à haut niveau qui contribueront à accélérer le processus et à faire de la relation d’aide un véritable partenariat.
