This chapter outlines four imaginary yet realistic scenarios with respect to both supply-side and demand-side support measures. Further, it presents ex ante analysis and prioritisation of the scenarios to inform the choice to be made by local decision makers.

This chapter presents data on financial flows that represent domestic support to the water supply and sanitation (WSS) sector in Moldova on the supply and demand side, i.e. to WSS systems and operators on the one hand, and to customers on the other hand.

This chapter presents a short summary of key findings and conclusions of the report, as well as key recommendations. It was drafted to serve (and de facto was used) as a stand-alone short policy summary of this study to be circulated and discussed with key local stakeholders in the framework of the National Policy Dialogue on water policy in Moldova.

This chapter summarises the country-specific reports on climate-related development finance for 11 countries of Eastern Europe, the Caucasus and Central Asia (EECCA). The full country reports are available on the website of the OECD-hosted GREEN Action Programme [www.oecd.org/environment/outreach/eap-tf.htm]. Each report analyses the country’s climate targets and priority sectors/areas for climate actions; development finance flows to support climate actions in the EECCA region; and in-country enabling environments, such as laws, regulations, institutional arrangements and domestic financing mechanisms.

Since 2012, the Republic of Moldova has made considerable progress in developing a comprehensive institutional framework for the SME sector. An SME development strategy has been designed under the leadership of the Ministry of Economy, to be implemented by an experienced SME agency. The main challenge now for the authorities is to ensure that strong policy design is matched by systematic implementation, monitoring and evaluation. Substantial progress has also been achieved in improving the operational environment for SMEs, through new e-government services and streamlined business registration procedures.

A first round of evaluation of the SME policy based on the Small Business Act (SBA), conducted in 2010, showed a relatively developed institutional framework with important initiatives taken to simplify its legislative and administrative procedures. The current assessment shows some improvement in almost all indicators on registration procedures and e-government. The regulatory framework has been further simplified with the second stage of regulatory reform yet to be completed. A third stage, tackling permitted documents, started in 2011. While reforms are ongoing, addressing the needs of businesses already operating remains an important issue. Public-private dialogue rarely involves representatives from the SME community, and could strengthen their formal influence on the decision-making process. There is limited support for the provision and improvement of the quality of business services, and access to finance for SMEs remains a crucial issue.

Small and medium-sized enterprises (SME) are an important component of the Republic of Moldova’s economy, representing 98% of all businesses in the country and 59% of employment. Within the SME sector, although the economic and social role of micro-companies is essential – they make up 76% of all SMEs – enterprises in the small and medium-sized segments tend to be larger contributors to employment and economic growth. In the post-economic crisis period, the challenge for policy makers in the country will thus be to support the development of these micro-businesses while at the same time strengthening the competitiveness of “larger” SMEs. The effectiveness of this policy will determine the success of economic recovery. In this context, the report provides a detailed assessment and benchmarking of critical policy settings and institutional conditions that shape the environment for SMEs in the Republic of Moldova.
