Ce jeu de données est un complément de la publication « Politiques agricoles : suivi et évaluation 2013 ». Il présente des estimations du soutien à l'agriculture pour les pays de l'OCDE ainsi que certaines économies non-membres. Ces tableaux de synthèse, conçus spécialement pour le suivi et l’évaluation du niveau et de la composition du soutien conféré par les politiques agricoles, portent sur :

- l’Estimation du Soutien aux Producteurs (ESP), représentant les transferts octroyés aux producteurs individuels ;

- l’Estimation du Soutien aux Services d’intérêt Général (ESSG), représentant les transferts octroyés collectivement aux producteurs, c’est-à-dire les services bénéficiant à l’agriculture mais dont l’incidence initiale n’est pas au niveau individuel des agriculteurs ;

- l’Estimation du Soutien aux Consommateurs (ESC), représentant les transferts octroyés aux consommateurs. L’ESC est presque toujours négative du fait que les transferts payés par les consommateurs via les politiques de soutien des prix dépassent en général l’ensemble des subventions à la consommation payées par les contribuables ;

- l’Estimation du Soutien Total (EST), représentant la somme des trois composants mentionnés ci-dessus, ajustée des doublons potentiels issus de la double comptabilisation de certains transferts de soutien des prix à la fois dans l’ESP et dans l’ESC.

La valeur de ces transferts est analysée plus en détail en examinant notamment leur part relative dans le soutien à l’agriculture, dans l’économie agricole et dans l’économie en général, ainsi que d’autres indicateurs tels que le Coefficient Nominal de Soutien (CNS) et le Coefficient Nominal de Protection (CNP).

This dataset is a complement to the "Agricultural Policy Monitoring and Evaluation 2013" publication. It shows estimates of agricultural support for OECD countries as well as some non-member economies. These summary tables, designed specifically to monitor and evaluate the level and composition of agricultural policy support, focus on:

- Producer Support Estimate (PSE), representing transfers granted to producers individually;

- General Service Support Estimate (GSSE), representing transfers granted to producers collectively, i.e. services that benefit agriculture but whose initial incidence is not at the level of individual farmers;

- Consumer Support Estimate (CSE), representing transfers granted to consumers. The CSE is almost always negative because transfers from consumers due to market price support policies outweigh any consumption subsidies from taxpayers that might be granted to consumers.

- Total Support Estimate (TSE), representing the sum of the three above-mentioned components, adjusted for double-counting given that some market price transfers are accounted for in both the PSE and CSE.

The value of those transfers are further analyzed by looking at their relative share in agricultural support, in agricultural economy and in the economy as a whole, together with other indicators such as Nominal Assistance Coefficient (NAC) and Nominal Protection Coefficient (NPC).

This paper analyses convergence in per capita gross regional product of Russia’s regions during the period 1995-2010, when regional data are available. Using a panel regression framework we find no evidence for beta-convergence. Instead we find divergence, which is, however, attenuated over time. Robustness checks that use regional real income instead of gross regional product confirm this outcome as do non-parametric estimates of convergence, namely estimates using Markov transition probability matrices and stochastic kernel plots of regional relative income. Decompositions of regional income and gross regional product also find no sigma-convergence of Russian regions. These decompositions point to the geographical concentration of extractive activities in the Urals and of business services and of the public administration in the Moscow area as the main culprit for this lack of convergence. They also establish that despite reforms to equalize provisions of public goods across Russia, the social services sector of the public administration, education and health still do not have the expected equalizing impact on regional income.

La table contient des projections du marché agricole et des principales denrées agricoles comme les céréales, les oléagineux, les produits laitiers, le coton, et d'autres. Sont incluses des données sur le commerce agricole en général, notamment sur la production, les prix, la balance commerciale, les stocks en fin de période, la consommation, la transformation, etc. Pour la plupart des marchés et denrées agricoles analysés dans les Perspectives Agricoles, les prix intérieurs et mondiaux sont aussi disponibles. La majeure partie des données remontent jusqu'en 1970 et couvrent jusqu'à la dernière année de projection (actuellement 2022).

This dataset stems from the database presented in the OECD-FAO Agricultural Outlook 2013-2022. The table contains projections on the agriculture market and commodities such as cereals, oilseeds, diary products, cotton and more. It includes statistics on the trade side including data on production, prices, trade balance, ending stocks, consumption, transformation, etc. For most of the commodity markets analysed in the Agricultural Outlook, domestic and international commodity prices are also available. In most cases the data go back to 1970 and cover up to the latest year of projection (currently 2022).

This study looks into the use of fixed term contracts and agency work in Russia during and shortly after the crisis 2009-10 with the help of an enterprise survey. The results of variance analysis show that the use of fixed-term or agency work contracts is not uniform across sectors, size and skill requirements. Probit analysis reveals that the use of fixed term contracts also in-creases the likelihood of using agency work, but not the other way around. The increase of tem-porary and agency work contracts increases the turnover on the labour market and contributes to an increase in dualisation, but may also help to prevent a larger increase in unemployment during crisis periods.

The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 100 jurisdictions which participate in the work of the Global Forum on an equal footing.

The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes.  These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention.

The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard.

All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework.  Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes.

All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports.

This paper reviews the recent development of the funded pension system in the Russian Federation and considers it role in the context of the overall retirement income system. By describing current OECD practices and policy recommendations and comparing them with the current Russian pension system, the report aims to facilitate ongoing discussions between the OECD and the Russian Federation regarding the latter’s pension system.

The report is based to a large extent on existing OECD published material, in particular the latest edition of OECD Pensions at a Glance (2011) and the OECD Pensions Outlook 2012. It also draws on the OECD review of labour and social policy published in December 2011.

This review examines some of the possible reasons for poor population health in Russia and explores possible impediments to further improvements. In doing so it examines the current health system against the background of the reforms put in place in the 1990s and recent policy efforts to correct some of the most important difficulties. It also identifies some of the strengths and weaknesses of existing arrangements.

The paper is a survey of literature and statistical sources on poverty and inequality in Russia in the 1990s and the 2000s. It serves as a background to OECD (2011), the OECD Labour Market and Social Policy Review of the Russian Federation that was released in 2011. We start with an overview of poverty and income inequality estimates available. Poverty and inequality trends are then complemented with poverty incidence analysis based on a nationally representative household survey. Long-term poverty patterns are examined using a panel dataset with survival analysis methods. Poverty prevention and reduction policies are discussed in the conclusion.

Russia is in the process of one of the most ambitious electricity sector reforms ever undertaken, reflecting the importance of an efficient and reliable electricity sector for promoting economic activity, growth and community prosperity. However, the outcome remains uncertain at this stage. Electricity reform is entering a critical phase in Russia. Hence, the IEA is updating its original work [Russian Electricity Reform: Emerging Challenges and Opportunities, see http://www.iea.org/textbase/nppdf/free/archives/russianelec.pdf].

The new study will outline trends and progress since 2005, and will examine the key remaining challenges drawing on the experience of IEA member countries to inform the analysis as appropriate. It is being undertaken in consultation with key Russian stakeholders to ensure the analysis reflects a sound, evidence-based understanding of the key issues.

This paper outlines some key issues and preliminary views emerging from IEA analysis and consultations to date, and is provided to facilitate more effective consultation and dialogue with key stakeholders. The IEA would welcome comments on the issues and questions raised in this document, or any other observations stakeholders may wish to raise that may be of relevance to this study.

The global financial crisis interrupted a protracted period of strong economic growth in the Russian Federation. Despite a large decline in output, job losses and hikes in unemployment remained rather modest, and much of the labour market adjustment took place through reduced working hours and, in particular, real wages. Notwithstanding the recent recovery, the Russian labour market remains characterised by significant structural imbalances resulting in widespread segmentation and large earnings inequalities.

To improve the balance between labour market flexibility and the protection of workers, the Russian Federation needs to reinforce its labour market institutions.
Poverty and income inequalities remain well above the OECD average. Family policy is focused on increasing birth rates, but is ineffective in reducing poverty as working adults and children make up 60% of the poor. Instead, social policy is focused on the elderly and disabled, and in recent years there has been significant increases in transfer payments to pensioners.

Recent reform is likely to “eradicate” poverty among pensioners, as measured by official benchmarks, but raises questions about the long-term financial sustainability of the private pensions system. Rapid population ageing further contributes to the need to raise the low standard pensionable ages in Russia and limit access to early pensions. The challenge for Russia will be to rebalance its social policy towards more effective support for parents to combine work and family life.
