It is essential that organisations in the nuclear community maintain a healthy safety culture to achieve common goals regarding the safe operation of nuclear facilities and the safe use of nuclear material. Regulatory bodies are no exception, as a key element of the interconnected system which includes licensees, research institutions, technical support organisations, as well as governmental organisations and other stakeholders. By their very nature, regulatory bodies deeply influence the safety culture and the safety of the organisations they regulate and oversee. Based on their regulatory strategy, the way they carry out their daily oversight work, the type of relationship they cultivate with licensees, the values they convey and the importance they give to safety, regulatory bodies profoundly impact the licensees’ safety culture, their sense of responsibility for safety and, by extension, the safety of their installations.

Regulatory bodies apply a number of methods, practices and approaches to foster and sustain a healthy safety culture. This report provides an overview and practical examples to build the regulatory bodies’ safety culture competence and to perform self-reflection and self-assessment with regard to their own safety culture and its impact on the safety culture of the organisations they oversee. Drawing directly from the experiences from OECD Nuclear Energy Agency member countries, the report discusses effective methods to disseminate safety culture throughout the regulatory body, to build competence in safety culture, and to develop self-reflection and self-assessment activities. Finally, the report presents ten conclusions based on lessons learnt and best practices to inspire managers to continuously develop their regulatory body’s safety culture.

The G20/OECD Principles of Corporate Governance help policy makers evaluate and improve the legal, regulatory, and institutional framework for corporate governance, with a view to supporting economic efficiency, sustainable growth and financial stability. They are one of the Key Standards for Sound Financial Systems adopted by the Financial Stability Board (FSB). The associated Methodology for Assessing the Implementation of the G20/OECD Principles of Corporate Governance was developed by the OECD Corporate Governance Committee, with the participation of the World Bank, to underpin an assessment of the implementation of the Principles in a jurisdiction and to provide a framework for policy discussions, for example in the context of the Reviews of Observance of Standards and Codes (ROSCs) or other country assessments. This latest version incorporates changes that were made to the Principles during the 2015 review as well as a number of additional clarifications.

For practical reasons, the consequences of nuclear reactor accidents are often measured in economic terms. Figures currently available, however, show significant discrepancies. For this reason, the NEA created an expert group to investigate the methodologies used in calculating the economic consequences of accidents, and the bases for such methodologies. Calculation methods were assessed according to three end uses: for compensation and liability purposes; for accident preparedness and management purposes; and for making electricity-generation choices. The group concluded that comparing numerical results is very difficult, even for estimates made from the same perspective, as they are strongly dependent on "boundary" conditions (such as the accident scenarios used, plant characteristics and amount of radioactive material released). This book provides a summary of the group’s findings and will be of interest to decision makers, experts and accident-consequence modellers.

This report presents the OECD methodological guidelines for compiling Environmentally Related Tax Revenue accounts. The guidelines are in line with the System of Environmental Economic Accounting and ensure consistency with national and international data sources and manuals. The OECD guidelines are based on those of Eurostat with refinements and additional memo items. First, revenue from greenhouse gas taxes is split into two sub-categories: an energy-related part (recorded as an energy tax) and a non-energy-related part (recorded as a pollution tax). Second, four "memo items" are introduced to enhance the relevance of the accounts for policy work: (i) certain land taxes, (ii) taxes on oil and natural gas extraction, (iii) taxes on the resource rent and (iv) elevated VAT levied on environmentally related tax bases. The practical application of these guidelines was successfully pilot-tested in 2018-19, and the guidelines were implemented in the 2019 and 2021 rounds of data collection from OECD member and partner countries. The results show that it is feasible to compile the accounts, including the refinements and the additions outlined in this document, across OECD and beyond.

National programmes for radioactive waste management require very large amounts of data and information across multiple and disparate disciplines. These programmes tend to run over a period of many decades resulting in a serious risk of data and information loss, which in turn can threaten the production and maintenance of robust safety cases.

Metadata and associated tools and techniques play a crucial role in modern data and information management. The Radioactive Waste Repository Metadata Management (RepMet) initiative has prepared the first international study on the application of metadata to the field of radioactive waste management. This report introduces the concept of metadata, explains how metadata can help to facilitate data management, and gives advice on the issues arising when developing metadata within radioactive waste management programmes. It is aimed at readers looking to obtain a highlevel overview of metadata, and associated tools and techniques, and the strategic importance they can play in Radioactive Waste Management Organisations (RWMOs).

Tackling mental health problems of the working-age population is a key issue for labour market and social policies in OECD countries, not just for health systems. Governments increasingly recognise that policy has a major role to play in keeping people with mental health conditions in employment or bringing those outside of the labour market into it, and in preventing mental illness. This report on New Zealand is the tenth in a series of reports looking at how broader education, health, welfare and labour market policy challenges are being tackled in a number of countries. The report is also the first one published after the endorsement of the OECD Recommendation of the Council on "Integrated Mental Health, Skills and Work Policy" and assesses New Zealand's performance against the strategic policy framework agreed by all OECD countries. The report concludes that awareness and policy thinking is well developed in New Zealand but that structural and institutional weaknesses limit the provision of timely, integrated health and employment services, with particularly disappointing outcomes for the indigenous population. Against the background of the OECD Council Recommendation, the report proposes improvements in policy development and policy implementation to make youth, workplace, health and welfare policies ready for the challenge.

Successful structural reform requires including a range of actors responsible for policy implementation to achieve coordination across institutions and better integrated service delivery.

Myths and Realities about Mental Health and Work (OECD, 2012) are being tackled in a number of OECD countries. It concludes that policy thinking in Australia shows well-advanced awareness both of the costs of mental illness for society as a whole and of the health benefits of employment. However, challenges remain in: making employment issues a concern of the health care services; helping young people succees in their future working lives; making the workplace a safe, supportive psychosocial environment; and better designing and targeting employment services for jobseekers with mental ill-health.

Teachers can shape their students' educational careers. Research shows that children taught by different teachers often experience very different educational outcomes. This begs the questions: how are teachers assigned to schools in different countries? And to what extent do students from different backgrounds have access to good teachers? Building on literature identifying the characteristics and practices of teaching that boost student achievement, this report shows how teachers with different characteristics and practices tend to concentrate in different schools, and how much access students with different socio-economic backgrounds have to good teachers. It points out the aspects of different educational systems that influence how teachers are allocated to schools. The report also discusses the consequences that inequitable teacher allocation systems have on students’ educational outcomes.
