Infrastructure sectors -- particularly railroads, telecommunications, electricity and natural gas -- are vital in providing necessities of life to the Russian Federation’s citizens and key inputs into the rest of the economy. A top priority of the current government in Russia is to reform the infrastructure sectors, specifically in such sectors as rail transport and electric power, to create an efficient and effective regulatory regime that supports the creation of competition where possible and provides more effective protection to consumers in those spheres where competition is not possible. This book compiles the proceedings of four meetings held at the request of the Minister for Antimonopoly Policy of the Russian Federation, on the reform of railroads, telecommunications, electricity and natural gas, during December 2000-September 2001. This review is part of the OECD's ongoing co-operation with non-Member economies around the world.

This report presents progress made by OECD countries and other economies on their adherence to the 2015 Recommendation of the Council on Public Procurement. The Recommendation provides strategic guidance in addressing challenges encountered in public procurement and identifies good procurement practices in order to ensure a strategic and holistic use of public procurement. This report discusses the Recommendation's continued relevance, how widely it has been disseminated, and whether it requires updating or revision.

Anti-corruption agencies must mainstream integrity policies and procedures to safeguard their activities, achieve their objectives and build public trust in their functions. This report provides concrete recommendations for strengthening Bulgaria’s Anti-Corruption Commission’s Code of Ethics and its system for undertaking integrity checks of staff. Both these issues are key to creating a culture of integrity within the organisation. The report is part of an EU-funded project under the Technical Support Instrument Regulation and highlights relevant good practices from OECD member countries and provides tailored recommendations in Bulgaria’s context.

This review analyses public procurement policies and practices of ISSSTESON, the institution providing health and pension services to the workers of the State Government of Sonora, Mexico. It benchmarks ISSSTESON practices against the 2015 Recommendation of the Council on Public Procurement to help the institute upgrade its procurement operations and increase efficiency, in a difficult financial environment. It also examines the revenue structure of the Institute and suggests reforms for the pension scheme, which is too generous compared to national and international experience.

This book describes and examines reforms of fiscal federalism and local government in 10 OECD countries implemented over the past decade. The country chapters identify common patterns and factors that are conducive to reforms of the intergovernmental fiscal framework, using a common methodological approach. The summary chapter highlights the cross-cutting issues emerging from the country chapters and shows the key factors in the institutional, political, economic and fiscal areas that are supporting reform success. The report’s approach results in valuable insights for policy makers designing, adopting and implementing fiscal federalism and local government reforms.

Since 1999, the Asian Roundtable on Corporate Governance has brought together the most active and influential policy makers, practitioners and experts on corporate governance in the region, as well as from OECD countries and relevant international institutions. Participants exchange experiences and push forward the reform agenda on corporate governance while promoting awareness and use of the OECD Principles of Corporate Governance as well as the OECD Guidelines on Corporate Governance of State-Owned Enterprises. This Report supports decision-makers and practitioners in their efforts to take corporate governance to a higher level. It reflects the discussions and conclusions of various recent Roundtable. The next phase of the Roundtable will focus on how to change behaviour to achieve better outcomes.

This report compares urbanisation trends in OECD countries on the basis of a newly defined OECD methodology which enables cross-country comparison of the socio-econimic and environmental performance of metropolitan areas in OECD countries. The methodology is presented and results from its application to 27 OECD countries are discussed together with policy implication both on national growth and governance of cities. The report also includes three original papers that present the urbanisation dynamics and prospects in China and South Africa and the governance challenges resulting from the new policy agenda on cities in the United Kingdom.

This Recommendation is the first international instrument to address regulatory policy, management and governance as a whole-of-government activity. It sets out the measures by which governments can implement or advance regulatory reform.

Prior to Russia’s invasion of Ukraine on 24 February 2022, Ukraine had made significant progress in implementing ambitious regional development and decentralisation reforms. These reforms resulted in the creation of 1 469 amalgamated municipalities, the establishment of an elaborate multi-level regional development planning framework, as well as a significant increase in local public service delivery, and public funding for regional and local development. However, the reforms faced a number of challenges, many of which have been significantly exacerbated by Russia’s war against Ukraine. These challenges include increasing regional economic, demographic and well-being disparities, a fragmented regional development funding framework, as well as marked discrepancies in municipal administrative, human resource and fiscal capacity. This report presents an in-depth analysis of Ukraine’s progress in implementing its multi-level governance reforms and explores the role of subnational governments in disaster management. From there, it recommends how Ukraine, together with international partners, can use multi-level governance, regional development and decentralisation to support subnational reconstruction and recovery to address urgent humanitarian needs, rebuild local economies and communities, and strengthen their resilience.

This study examines the Spanish Information Society strategy plan Avanza 2. Upon request from Spain, focus has been on two selected perspectives corresponding to overall objectives of the Plan Avanza 2: Improving the communication infrastructures and  achieving a paperless administration. The e-government section on a paperless administration is grounded in the two areas of e-taxation and e-justice. Thus the study is not a comprehensive review of Plan Avanza 2 – only of selected parts.

At a time when public expenditure is undergoing change to accommodate new needs, this report studies the impact of four institutions of the budget process upon re-allocation:  medium-term expenditure frameworks, rules of budgetary discipline, the Minister of finance, and programme review.  It develops a micro-economic classification of public expenditures and gives insight into the shifting pattern of central government expenditure in the last 20 years in 12 selected OECD countries on the basis of that classification.

A Revisão do Centro de Governo do Brasil realizada pela OCDE oferece recomendações-chave sobre a consolidação do papel estratégico do Centro de Governo (CdG) do país na gestão das prioridades políticas e na melhoria dos resultados. A revisão examina os papéis, mandatos e as capacidades de coordenação do CdG. Ela fornece uma análise da capacidade do Brasil de traduzir compromissos políticos em objetivos mensuráveis e aprofunda sua capacidade de vincular planos estratégicos a resultados. Concentrando-se nas capacidades do CdG para contribuir com o processo orçamentário federal, ela considera planos de médio e longo prazo e como eles se alinham com a estrutura orçamentária e como o orçamento pode apoiar as políticas de forma coerente. A revisão também analisa o papel do CdG no monitoramento e na avaliação do desempenho de políticas de alta prioridade e como essas informações podem ser usadas para melhorar os resultados (ou entregas) para a sociedade. Finalmente, a revisão avalia como o Brasil pode consolidar e reforçar a comunicação pública para perseguir objetivos políticos e para promover um governo mais aberto.

A remoção de barreiras desnecessárias à concorrência por meio de reformas direcionadas pode promover a produtividade e o crescimento econômico. Esta Revisão sobre a Reforma Regulatória no Brasil analisa setores que criam barreiras à concorrência, como regulações que criam obstáculos à entrada de empresas, inibem a entrada de empresas ou restringem atividades em setores profissionais e de rede. De forma complementar, a Revisão também identifica os esforços do governo para desenvolver políticas e ferramentas para melhorar a qualidade das regulações, como avaliação ex ante das regulações, participação social na elaboração de regras e simplificação administrativa. Regulações de alta qualidade podem estimular a produtividade incentivando a alocação eficiente de recursos e promovendo a inovação. Por sua vez, essas medidas podem reduzir os preços para os consumidores, estimular a criação de empregos e ajudar a melhorar os padrões de vida. A Revisão identifica áreas de reforma para alinhar as regulações e os arranjos institucionais do país com as melhores práticas internacionais. Demonstra como um marco regulatório proporcional, claro e eficiente pode gerar melhorias no desempenho econômico do Brasil e no bem-estar de seus cidadãos.

Este estudio revisa las políticas y prácticas de compras públicas del ISSSTESON, institución que proporciona servicios pensionarios y de salud a los empleados del Gobierno del Estado de Sonora, México. También hace un análisis comparado de dichas prácticas a la luz de la Recomendación del Consejo de la OCDE sobre Contratación Pública 2015 para ayudar al Instituto a mejorar sus operaciones de compra e incrementar su eficiencia en una situación financiera difícil. Finalmente, el estudio examina la estructura de ingresos del Instituto y sugiere reformas al esquema pensionario, el cual es magnánimo en comparación con la experiencia nacional e internacional.

This book assesses progress in the implementation of regulatory policy within the region. Regulatory governance in the MENA region is an increasing priority for encouraging and enabling sustainable development and inclusive growth. The report reflects on the developments and highlights good practices from Bahrain, Egypt, Jordan, Lebanon, Mauritania, Morocco, the Palestinian Authority and Tunisia. The report concludes by providing recommendations to MENA countries, especially those in transition, to help them build the required institutions, systems, policies and capacities to produce a better regulatory environment needed to deliver sustainable development and equitable growth whilst ensuring public participation and accountability.

Acest raport prezintă principalele constatări și concluzii ale analizei accesibilității energiei ca urmare a reformării schemelor majore de subvenționare energetică în Moldova. Cele trei mari scheme de sprijin guvernamental care reprezintă cea mai mare parte a subvențiilor pentru consumatorii de combustibili fosili din Moldova sunt cota redusă a taxei pe valoarea adăugată (TVA) pentru consumul de gaze naturale și scutirea de TVA pentru consumul de energie electrică și termică de către utilizatorii casnici. Cota standard a TVA-ului în Moldova este de 20%, însă TVA-ul pentru gazele consumate de gospodării este de 8%, iar pentru consumul de energie electrică și termică este de 0%. Stabilirea unei cote mai mici decât cea standard a TVA-ului pentru consumul de gaze, energie electrică și termică a generat subvenția.

Reformarea celor trei scheme de subvenționare energetică va implica o majorare a cotei TVA-ului, care va duce la o creștere ulterioară a tarifelor la gaz, electricitate și energie termică pentru gospodării. Această majorare a tarifelor va afecta nivelul consumului casnic și cheltuielile aferente, și va avea un impact asupra accesibilității la energie a gospodăriilor. Prin urmare, măsurile de reformă vor trebui să fie însoțite de o politică socială bine concepută care să protejeze gospodăriile sărace.

Accesibilitatea energiei este o preocupare politică esențială pentru factorii de decizie din Moldova. Obiectivul principal al acestei analize este de a informa guvernul Republicii Moldova cu privire la impactul fiscal, ecologic și, în special, social al reformării acestor subvenții și de a-l ajuta să ia decizii bine justificate.

El presente e estudio analiza la transición del gobierno electrónico al gobierno digital en Colombia. Se estudia el marco de gobernanza del gobierno digital,  el uso de las plataformas digitales y de los datos abiertos para lograr el compromiso y la colaboración con los ciudadanos, las condiciones necesarias para un sector público impulsado por los datos, y la coherencia de las políticas en un contexto de diferencias territoriales significativas. Asimismo, se proporcionan recomendaciones de política concretas sobre el modo en que  las tecnologías digitales y los datos pueden ser utilizados a fin de generar políticas y servicios impulsados por el ciudadano.

Regulatory reform has been a top priority in Korea for several successive administrations. Maintaining momentum for reform in Korea will be essential for producing tangible results and supporting sustainable inclusive growth, raise productivity and encourage innovation. This Regulatory Reform Review of Korea identifies a number of areas where improvements could help Korea reap the full benefits of the reforms introduced so far. It stresses the need for a clear strategy for the regulatory policy in order to make better use of the resources deployed. The review applies a methodology developed over two decades of peer learning, and builds on two previous Regulatory Reform Reviews of Korea completed in 2000 and 2007.
