This report provides an analytical framework for studying integrity in trade, combining insights from OECD work on trade facilitation, responsible business conduct and integrity in customs. This report quantifies the magnitude, value, scope and trends of global trade in counterfeit and pirated goods, also known as fakes. Using a unique enforcement dataset and tailored methodology, it estimates the overall scale of this threat and outlines which industries are particularly at risk. It also gauges the main economies of origin of fakes in global trade, and the key directions of trade flows. Finally, it analyses recent trends in terms of modes of shipment and the evolution of trade routes.

In the face of what has increasingly been referred to as an ongoing “permacrisis”, governments must cope with and respond to emerging threats while already grappling with longstanding issues such as climate change, digital disruption and low levels of trust. In this context, understanding new approaches and spreading successful ideas has never been more important. To promote this, the OECD Observatory of Public Sector Innovation (OPSI) has analysed 1 084 innovative initiatives from 94 countries to derive and understand novel government practices. The report discusses four key trends: 1) new forms of accountability for a new era of government, 2) new approaches to care, 3) new methods for preserving identities and strengthening equity and 4) new ways of engaging citizens and residents. Ten case studies and dozens of supporting examples illustrate these trends.

Despite concern about the negative impacts of globalisation on the economies of OECD regions, notably the loss of manufacturing jobs and enterprise relocation, this report presents evidence that region-specific advantages – embedded in specialised firms, skilled labour and innovation capacity – remain a significant source of productivity gain for firms, even for the largest multinational enterprises.  A new geography of production is emerging, based around both old and new regional hubs in OECD and non-OECD countries. National and regional governments in OECD countries are looking for ways to ensure that regions maintain a competitive edge in industries that generate wealth and jobs. This report looks at how different regions are responding to these challenges and the strategies they have adopted to support existing competitive advantages and to transform their assets to develop new competitive strengths.

It also reviews trends in digital technology usage among individuals, businesses and the government, and examines policies to foster diffusion. It discusses efforts to enhance trust in the digital economy, focusing on digital security, privacy and consumer protection. It also reviews policies to promote digital innovation and examines the policy implications of emerging business models in key sectors.

The report reconsiders these policies in relation to their coherence across different domains and provides recommendations to foster synergies across government ministries, levels and institutions, based on the OECD Going Digital Integrated Policy Framework.

Critical infrastructures are the backbone of modern, interconnected economies. The disruption of key systems and essential services - such as telecommunications, energy or water supply, transportation or finance - can cause substantial economic damage. This report looks at how to boost critical infrastructure resilience in a dynamic risk landscape, and discusses policy options and governance models to promote up-front resilience investments. Based on an international survey, the report analyses the progressive shift of critical infrastructure policies from asset protection to system resilience. The findings are reflected in a proposed Policy Toolkit for the Governance of Critical Infrastructure Resilience, which can guide governments in taking a more coherent, preventive approach to protecting and sustaining essential services.

Plan Avanza, Spain’s national Information Society strategy, has created a strong momentum for furthering information society (IS) policy in Spain, mobilising close to EUR 9 billion over four years from national, sub-national and non‑governmental stakeholders.  

But what have these important investments contributed to wider societal goals such as public sector modernisation and increasing citizens’ trust in government; creating job opportunities and preparing a future work force for a competitive, globalised economy; supporting economic reform; improving citizens’ welfare and promoting equity? This report takes inventory of the Plan’s main achievements thus far and its remaining challenges for the future, reflecting on how its next phase (2010-2015) can best serve society. 

In particular, the report looks at how Plan Avanza has helped integrate citizens, business and the public administration into the knowledge economy. It identifies areas on which Spain should continue to work: convergence with EU and OECD countries’ levels of access to and use of ICT; growth of the ICT sector; and development of e-government services.  

The experiences of Spain and other OECD countries suggest that building a strong policy and governance framework is key for the success of IS policies. Indeed, to increase the impact of IS strategies policy makers must continuously look for ways to improve the performance of these frameworks. This can include identifying potential co‑ordination gaps between stakeholders and leveraging existing institutions; ensuring that policy sequencing contributes to strategic objectives; strengthening funding mechanisms and incentive structures for stakeholders; and improving evaluation and oversight. Using Plan Avanza as a case study, this study highlights the importance of each of these factors in maximizing the impact, and improving cost-effectiveness, of IS strategies in times of growing fiscal constraints.

This report looks at the role of legislative drafting manuals in enhancing legislative and regulatory quality. It presents experiences and good practices from both OECD and MENA countries in the preparation and application of these manuals. In particular, the report discusses the preparation of Egypt’s legislative drafting guide, which is among the first of its kind in the region. The report maps out the process of legislative drafting in Egypt, identifies existing challenges in the current legislative and regulatory framework, and explores how the Egyptian Legislative Drafting Guide could help overcome these challenges. The report concludes with tailored policy recommendations to help maximise the potential of the Egyptian Legislative Drafting Guide as a tool for obtaining better outcomes from legislation.

Small and medium-sized enterprises (SMEs) can find it challenging to cope and comply with regulations and adapt regulatory changes. Good regulatory practice (GRP) helps create a stable and enabling regulatory environment for investment, trade, and entrepreneurhsip, and thus supports healthy economies and regional competitiveness. This report is the first comprehensive stock-taking of GRP implementation in Southeast Asia to support local SMEs and their integration into global value chains. For each of the ten countries of the Association of Southeast Asian Nations (ASEAN), the report provides examples of GRP tools and approaches in areas such as administrative burden reduction, e-government, regulatory impact assessment, ex post evaluation, and stakeholder consultation. The report also includes an overview of collective efforts pursued at the ASEAN level to promote the GRP agenda across the region.

Drawing notably on the experience of France, this book examines whether good corporate governance generates national growth.  It finds that it is a society's entire governance culture  -- corporate and public governance together rather than either of them alone --  is what matters.  The book shows that we must change the way we judge the quality of a country's institutions of governance, and proposes a striking new way to do so.

This report examines governance frameworks to counter illicit trade. It looks at the adequacy and effectiveness of sanctions and penalties applicable, the steps parties engaged in illicit trade take to lower the risk of detection - for example through small shipments - and the use of free trade zones as hubs for managing trade in illicit products. It also identifies gaps in enforcement that may need to be addressed. The report provides an overview of selected enforcement issues in BRICS economies (Brazil, China, India, the Russian Federation and South Africa).

Delivering on the Sustainable Development Goals (SDGs) is a formidable governance challenge for countries at all levels of development. It requires governments to co-ordinate, consult and work across policy areas – as well as with the businesses sector and civil society – in an unprecedented way. This report provides evidence from OECD countries and partner economies on how public governance practices can be strengthened to help implement the SDGs. It looks at whole-of-government co-ordination, policy coherence and integrity, stakeholder engagement and open government, and the strategic use of budgeting, procurement and regulatory tools. It discusses robust monitoring and evaluation systems for ensuring that public policies and resource allocations for SDG implementation result in meaningful outcomes. It also explores how governance frameworks to support equal access to justice and gender equality can help catalyse implementation across the entire 2030 Agenda.

This publication presents five governmental experiments aimed at promoting sustainable development in Canada, Germany, Japan, the Netherlands and the United Kingdom. These countries were selected on the basis of their diversity in terms of size and natural conditions. They also display a variety of economic, environmental and social conditions and cultural patterns. The five case studies illustrate specific institutional and decision-making efforts to adapt governance frameworks in order to respond to sustainable development challenges. The country studies are introduced by an analytical section, which focuses mainly on the way governments (at all levels) could develop integrated approaches to decision-making, on how they could ensure effective participation of civil society, and how they could improve their capacity to "take a longer-term view" - that is to design policies that remain sustainable over the longer-term.

Global transformations – from population ageing to digitalisation, rising inequalities and climate change – have created profound uncertainties for young people and future generations, despite unprecedented access to information, education and technology. Moreover, the COVID-19 pandemic has exacerbated pre-existing challenges in youth’s mental well-being and employment, while raising concerns about the sustainability of public finances.

This report provides the first comparative assessment of the policies, laws, institutional capacities and governance tools put in place by 42 national governments and the European Union to promote youth empowerment and intergenerational justice. It sets benchmarks for cross-country comparisons in three main areas: 1) Supporting youth’s transition to an autonomous life, 2) Enhancing youth’s participation and representation in public life as well as trust in government, and 3) Delivering fair policy outcomes for all generations. Finally, it provides practical insights for policy makers, civil society and young people seeking to build a present and future that leaves no generation behind.

While China's economy has shown impressive dynamism following the increased reliance on market-based policies, the governance structures themselves will have to be reformed deeply for this growth to be sustainable. This report examines the many challenges of governance which China is facing.  In addition to the well-known problems related to the lack of openness in government and intellectual property rights, this book also looks at the delivery of public services, management of state assets, regulatory management, e-government, taxation and public expenditure, fighting corruption, and producing reliable information. Selected policy areas where the insufficient governance reforms have an impact on the policies themselves -- like the financial sector, agriculture, environmental protection, labour market and social protection, education, and competition -- are also discussed.

As we move into the 21st century, the turbulent transformation of economy and society looks set to continue. Growing integration of markets, radical new technologies, the increasing knowledge intensity of human activity, all point to the emergence of an immensely complex world. But how will it be managed? And by whom? What forms of organisation and decision-making will be required at local, national and global levels to meet the challenges of the next decades?

One thing seems certain: old forms of governance -- in the public sector, corporations and civil society -- are becoming increasingly ineffective. New forms of governance will be needed over the next few decades which will involve a much broader range of active players. Traditional hierarchical organisations and top-down control will give way more and more to a wider diffusion of responsibility and decision-making that builds on the talents for innovation and creativity of individuals and groups.

This book explores some of the opportunities and risks -- economic, social and technological -- that decision-makers will have to address in the coming years, and outlines what needs to be done to foster society 's capacity to manage its future more flexibly and with broader participation of its citizens.

Stimulating innovation is key for achieving sustainable economic growth. Recently, however, prevailing practices and institutions of innovation governance have come under pressure. This publication examines the sources of these pressures, and provides lessons on how governments can adapt their governance practices to achieve better coherence and co-ordination of policies to promote innovation. The changes under way point to the emergence of a "third generation" of innovation policy: a broadly based, strategic policy area, crossing traditional ministerial boundaries.
