The availability of oil and gas for future generations continues to provoke international debate. In 2005, the first edition of Resources to Reserves found that the known hydrocarbon resources were sufficient to sustain likely growth for the foreseeable future. Yet the book also predicted that developing oil and gas resources – and bringing them to market – would become more technically demanding.

Resources to Reserves 2013 – a comprehensive update to the 2005 edition – confirms these earlier findings and investigates whether oil and gas resources can be produced at a reasonable cost and in a timely manner, while also protecting environmentally sensitive areas. Released amid a boom in shale gas and oil development in North America that is transforming the global energy landscape, the book surveys the cutting-edge technologies needed to find, produce and bring these reserves to the market, and it reviews the challenges on greenhouse gas emissions associated with fossil fuel production. With renewed interest in coal as a potential source of liquid and gaseous fuels, it also looks at technology advances for this fossil fuel.

Renewables Information provides a comprehensive review of historical and current market trends in OECD countries, including 2012 preliminary data. An Introduction, notes, definitions and auxiliary information are provided in Part I. Part II of the publication provides an overview of the development of renewables and waste in the world over the 1990 to 2011 period. A greater focus is given to the OECD countries with a review of electricity generation and capacity from renewable and waste energy sources. Part III of the publication provides a corresponding statistical overview of developments in the world and OECD renewable and waste market. Part IV provides, in tabular form, a more detailed and comprehensive picture of developments for renewable and waste energy sources for the 34 OECD member countries, including 2012 preliminary data. It encompasses energy indicators, generating capacity, electricity and heat production from renewable and waste sources, as well as production and consumption of renewables and waste.

The combined effects of the economic crisis and the recent popular uprisings in parts of the Middle East and North Africa have brought social and economic challenges back to the centre of attention of policy makers. For governments searching to create jobs, to satisfy the growing energy demand of their populations and to diversify their economies, the appeal of renewable energies is strong. However, the right policy framework and support need to be put in place if the region wants to attract private investment in the sector and reap the benefits of its favourable resource endowment, especially as regards solar and wind energy.

This report makes the case for a stronger deployment of renewables in the Middle East and North Africa and identifies the appropriate support policies required to stimulate the necessary private investment. An assessment of existing policy frameworks in the region and examples from OECD good practice are used as pointers to help guide policy makers in their choices.  

The analysis contained in this report suggests that support policies targeting the life cycle of renewable energy projects such as feed-in tariffs and power purchase agreements are more effective and less distortive than policies subsidising the initial investment, such as cost reductions. The optimal incentive scheme provides investors with stability through a guaranteed but declining minimum return while imposing enough market risk to foster technological progress.

This book assesses progress in the implementation of regulatory policy within the region. Regulatory governance in the MENA region is an increasing priority for encouraging and enabling sustainable development and inclusive growth. The report reflects on the developments and highlights good practices from Bahrain, Egypt, Jordan, Lebanon, Mauritania, Morocco, the Palestinian Authority and Tunisia. The report concludes by providing recommendations to MENA countries, especially those in transition, to help them build the required institutions, systems, policies and capacities to produce a better regulatory environment needed to deliver sustainable development and equitable growth whilst ensuring public participation and accountability.

Prudent macroeconomic management and recent structural reforms have helped Colombia weather the recent financial crisis remarkably well.  The Government of Colombia has placed particular emphasis on simplifying formalities affecting business and citizens.  In addition, a number of initiatives have been launched to make the administration more transparent and accountable vis-à-vis citizens.

However, after several years in place, this approach needs to be re-shaped , in order to go deeper into the legal background of regulations.  Colombia still lacks a whole-of-government policy for regulatory quality and needs to rethink the institutional set up to implement different regulatory tools in a coherent manner.  It also requires the adoption of a systemic approach to challenge the reasons for and the logic behind formalities (trámites) and, most importantly, regulations.  Furthermore, as in many other countries, the development and application of a comprehensive regulatory governance approach for sub-national governments and multi-level co-ordination are pending issues.

This report examines cross-border collaboration on innovation, building on case studies of cross-border areas that include the following countries: Finland, Sweden, Norway, Estonia, Denmark, Germany, Netherlands, Belgium, United Kingdom and Ireland.

Since 1999, the Asian Roundtable on Corporate Governance has brought together the most active and influential policy makers, practitioners and experts on corporate governance in the region, as well as from OECD countries and relevant international institutions. Participants exchange experiences and push forward the reform agenda on corporate governance while promoting awareness and use of the OECD Principles of Corporate Governance as well as the OECD Guidelines on Corporate Governance of State-Owned Enterprises. This Report supports decision-makers and practitioners in their efforts to take corporate governance to a higher level. It reflects the discussions and conclusions of various recent Roundtable. The next phase of the Roundtable will focus on how to change behaviour to achieve better outcomes.

Recent reforms have put Germany among the OECD countries with the fewest restrictions on labour migration for highly-skilled occupations, yet inflows continue to be relatively low. As labour migration is supposed to be one means to help meet future labour and skill shortages caused by a shrinking working-age population, this book addresses the question of how to ensure that international recruitment can help meet urgent needs in the labour market which cannot be met locally. The review examines key issues in the design of the German labour migration system, on the demand side and on the supply side.

German employers can recruit from abroad for any job requiring university-level qualifications. Yet even employers declaring shortages have not done so, in part, due to their insistence on German-language skills and specific qualifications, and in part to a perception that international recruitment is complex and unreliable. While the process could be made more transparent, its negative reputation is unjustified. International students appear well positioned to meet employer concerns, but Germany could do more  to promote this channel for labour migration. A large part of the demand is also expected in skilled occupations requiring non-tertiary vocational training, but here, channels remain more restrictive. To address anticipated shortages in these occupations, more should be done to recruit into the dual system, and Germany’s new recognition framework could contribute to open new channels.

Upon request from Spain, focus has been on two selected perspectives corresponding to overall objectives of the Plan Avanza 2: Improving the communication infrastructures and  achieving a paperless administration. The e-government section on a paperless administration is grounded in the two areas of e-taxation and e-justice. Thus the study is not a comprehensive review of Plan Avanza 2 – only of selected parts.

Green growth is vital to secure a brighter, more sustainable future for developing countries. Developing countries will pay a high price for failing to tackle local and global environmental threats because they are more dependent on natural resources and are more vulnerable to resources scarcity and natural disasters.

This book presents evidence that green growth is the only way to sustain growth and development over the long-term. Green growth does not replace sustainable development, but is a means to achieve it. Green growth values natural assets, which are essential to the well-being and livelihoods of people in developing countries, and if policies are designed to respond to the needs of the poorest, green growth can contribute to poverty reduction and social equity.

Building on experience with green growth policies in developing countries and extensive consultations with developing country stakeholders, this report provides a twin-track approach with agendas for national and international action. It responds to developing country concerns about the technical challenges arising from early efforts to “go green” and documents a wealth of examples from developing countries. Green growth objectives and policies will need to be mainstreamed into every government objective and most importantly, into national budgets. Green growth policies can use untapped opportunities to boost domestic fiscal revenues and attract quality investment for years to come. International co-operation is needed to help mitigate the short-term costs that may be associated with pursuing green growth. International flows of money, trade and technology know-how is vital to encourage pursuit of green growth in developing countries.

How can citizens’ health and well-being be improved when public resources are limited? What practices allow hospitals and health clinics to get state of art medical equipment and medicine at the right price?

The OECD Procurement Review of the Mexican State’s Employees’ Social Security and Social Services Institute (ISSSTE) looks at the public entity responsible for providing medical and social services to Mexican civil servants. It provides a comprehensive assessment of its procurement function and how to improve it in order to enhance the overall efficiency and transparency of the organisation and the quality of the services it provides.

The review builds on the OECD Principles for Enhancing Integrity in Public Procurement, good practices of other health organisations as well as comparative data on public procurement in OECD countries.

This study analyses the promotion of collective action for agri-environmental public goods and addresses externalities by reviewing the experience of various OECD member countries. Twenty-five cases from
13 countries (Australia, Belgium, Canada, Finland, France, Germany, Italy, Japan, the Netherlands, New Zealand, Spain, Sweden and the United Kingdom) are examined. The study shows that collective action should be given serious consideration as a means of addressing many agricultural and natural resource issues, and in some cases collective action should be actively promoted.

Drawing on the OECD’s expertise in comparing country experiences and identifying best practices, the Better Policies series tailors the OECD’s policy advice to the specific and timely priorities of member and partner countries, focusing on how governments can make reform happen.

Abruzzo is at a tipping point: despite economic, cultural and natural strengths, the region is facing declining economic growth, ageing population and a reduction in outside economic aid. The devastating earthquake that hit the regional capital L’Aquila and its surroundings on 6 April 2009 caused 309 deaths and was a significant economic shock, jeopardizing the long-term growth prospects of an already vulnerable region.

To increase its resilience to current and future shocks, Abruzzo must encourage innovation-driven growth, based on knowledge and better use of skills, and redesign the city of L’Aquila through technological upgrade to make it more attractive to outsiders and improve the quality of life of its residents.

The report suggests that Abruzzo should focus on endogenous resources to build its long-term development strategy and, at the same time, to increase the external openness of the regional system to attract more entrepreneurs, students, foreigners and external capital. The economic development and quality of societal life in Abruzzo will strongly depend on how private and public actors will make the best use of existing knowledge, strengthening the cultural and economic networks as a major tool for growth; as well as promoting information sharing, transparency, accountability and community engagement to improve decision making.

More broadly, the issues raised in the report can help other governments to rethink regional policy, for both regions vulnerable to natural disasters and for those facing long-term decline. As such, eight guiding recommendations for building resilient regions after a disaster are drawn. These guiding recommendations can provide a framework for policy making in other OECD regions.

This report synthesises the experience of OECD countries in developing and implementing policies, programmes and initiatives related to green growth in the agricultural sector, based primarily on material provided by governments. It discusses the overall approach that countries are taking towards establishing a green growth strategy in agriculture; the implementation of the OECD framework for monitoring progress towards green growth in agriculture; and the various policy instruments used.

A key conclusion is that, while most countries have some policies in place that relate to the concept of green growth, the degree of ambition shows considerable variation. A wide range of instruments and a variety of “policy mixes” are currently applied across OECD countries, with the majority of countries appearing to have strategic objectives covering a wide range of subjects related to green growth, particularly in the area of improving energy efficiency and reducing the carbon footprint of agriculture. A coherent overall policy framework that has clear objectives, sets R&D priorities, and policy measures that are targeted and implemented at the appropriate levels are essential to establish a comprehensive strategy for green growth in agriculture.

Burkina Faso is the first country to apply the OECD Policy Framework for Investment in Agriculture to assess its policies to attract and benefit from investment in the sector. This whole-of-government assessment involved 17 Ministries and institutions, as well as the private sector, and has identified short- to medium-term measures to improve and strengthen the country's capacity for policy design.

This report proposes a practical, country-based framework for developing good governance indicators for programmes funded by the European Union in Poland. The concepts presented and the challenges discussed are, however, relevant to a wide range of OECD member and non-member countries in the development of indicators-based performance measurement systems.
