This publication aims to provide the first comprehensive and consistent record of energy subsidies in the EaP region, with a view to improving transparency and establishing a solid analytical basis that can help build the case for further reforms in these countries (this study covers Armenia, Azerbaijan Belarus, Georgia, Moldova and Ukraine). Based on OECD standard methodology, the study provides quantitative estimates of government support provided to consumers and producers of coal, oil and related petroleum products, natural gas, and electricity and heat generated on the basis of these fossil fuels. This report also briefly looks at public support allocated to energy efficiency measures and renewable energy sources in the EaP countries, and discusses the taxation and energy pricing policies that underpin the analysis of energy subsidies.

This publication was prepared within the framework of the “Greening Economies in the Eastern Neighbourhood” (EaP GREEN) Project, supported by the European Union and co-ordinated with governments of the EaP countries and UN partners: UNECE, UN Environment and UNIDO.

Inducing environmental innovation is a significant challenge to policy-makers. Efforts to design public policies that address these issues are motivated by the fact that innovations can allow for improved environmental quality at lower cost. However, the relationship between environmental policy and technological innovation remains an area in which empirical evidence is scant.  Increased attention should be paid to the design characteristics of public policies that are likely to affect the ‘type’ of innovation induced.  The work presented in this book is brought together in five substantive chapters: environmental policy design characteristics and their role in inducing innovation, the role of public policies (including multilateral agreements) in encouraging transfer of environmental technologies, followed by three ‘sectoral’ studies of innovation in alternative fuel vehicles, solid waste management and recycling, and green (sustainable) chemistry. While particular focus has been placed on the role of environmental policy in bringing about the innovation documented, it is recognised that other factors play a key role in inducing innovation which has positive environmental implications.

The OECD Guidelines for the Testing of Chemicals are a collection of about 100 of the most relevant internationally agreed testing methods used by government, industry and independent laboratories to identify and characterise potential hazards of new and existing chemical substances, chemical preparations and chemical mixtures. They are a basic set of tools used primarily in regulatory safety testing and subsequent chemical and chemical product notification and chemical registration. In addition, they can also be used for the selection and ranking of candidate chemicals during the development of new chemicals and products and in toxicology research.

They cover tests for physical-chemical properties of chemicals, human health effects, environmental effects, as well as degradation and accumulation in the environment.

Adopted in 1981, the Guidelines have become the recognised reference tool for professionals working on the testing of chemicals and the assessment of their potential hazards.

The objective of OECD Test Guidelines for the pesticide residue chemistry is to assess pesticide exposure by identifying these residues in food or animal feedstuffs for purposes of dietary risk assessment and setting Maximum Residue Levels. They have been developed and are based on guidelines in use for many years in OECD countries and by the Food and Agriculture Organisation. Because of the unique nature of each study, the pesticide expected use, and the particular methods needed to elucidate the metabolic pathway for each chemical, the description of the test method cannot be as prescriptive as usually required for other OECD Test Guidelines. Pesticide residue studies are complex; guidelines cannot specify all parameters in advance, but each study must be designed individually. Given these characteristics, the guidelines in Part A of Section 5 include elements that differ from those in the other sections (1-4) of the OECD Guidelines for the Testing of Chemicals.

Since the beginning of the nuclear era, significant scientific attention has been given to thorium’s potential as a nuclear fuel. Although the thorium fuel cycle has never been fully developed, the opportunities and challenges that might arise from the use of thorium in the nuclear fuel cycle are still being studied in many countries and in the context of diverse international programmes around the world. This report provides a scientific assessment of thorium’s potential role in nuclear energy both in the short to longer term, addressing diverse options, potential drivers and current impediments to be considered if thorium fuel cycles are to be pursued.

Each book presents concrete policy lessons for its theme, along with supporting examples of good practices and comparisons of the migrant integration policy frameworks in different OECD countries. This sixth volume presents a set of considerations for policy makers in designing introduction measures for newly-arrived immigrants and includes a mapping of national practices.

The perspective of pan-European integration places interurban freight and passenger transport alike in key positions in our economies. However related factors -- accidents, the many disamenities, wasted energy, etc. -- make the overall cost of such transport extremely high. Because the international division of labour necessarily leads to heavier traffic flows, detailed analyses of the cost of long-distance transport are essential. Examining the economic and policy issues involved a must. {Round Table 98} gives a clearer picture of the whole range of interurban transport problems. It provides both theoretical analyses and specific case studies, and explores such fundamental matters as the actual social utility of transport.

The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education and investment and financial services – and, in turn, how sectoral policies affect migration. The report addresses three dimensions of the migration cycle that have become an important part of the country's social and economic contexts: emigration, remittances and return.

The results of the empirical work confirm that even though migration contributes to the development of the Philippines, the potential of migration is not fully exploited. One explanation is that, despite its advancement in understanding the link between migration and development which is reflected in the Philippine Development Plan, not all policy makers in the Philippines take migration sufficiently into account in their respective policy areas. The Philippines therefore needs to adopt a more coherent policy agenda and better integrate migration into their sectoral strategies to enhance the contribution of migration to development in the country.

The results of the empirical work confirm that even though migration contributes to the development of Georgia, the potential of migration is not fully exploited. One explanation is that, despite headway in the field of migration and development through the creation of the SCMI, not all policy makers in Georgia take migration sufficiently into account in their respective policy areas. Georgian authorities therefore need to adopt a more coherent policy agenda and better integrate migration into their sectoral strategies to enhance the contribution of migration to development in the country.

Costa Rica therefore needs to adopt a more coherent policy agenda to better integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation, to enhance the contribution of migration to development in the country.

The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels.

 

This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries -  raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

In an age of globalising production, the internationalisation of industrial R&D is an increasingly pronounced feature in OECD countries. But just how extensive a phenomenon is it? What proportion of national research is under foreign control, and in which sectors? How much R&D do multinational corporations undertake outside their own home countries? Value Added Tax (VAT; also known as Goods and Services Tax, under the acronym GST in a number of OECD countries) has become a major source of revenue for governments around the world. Some 165 countries operated a VAT at the time of the completion of the International VAT/GST Guidelines in 2016, more than twice as many as 25 years before. As VAT continued to spread across the world, international trade in goods and services has also expanded rapidly in an increasingly globalised economy. One consequence of these developments has been the greater interaction between VAT systems, along with growing risks of double taxation and unintended non-taxation in the absence of international VAT co-ordination.

The International VAT/GST Guidelines now present a set of internationally agreed standards and recommended approaches to address the issues that arise from the uncoordinated application of national VAT systems in the context of international trade. They focus in particular on trade in services and intangibles, which poses increasingly important challenges for the design and operation of VAT systems worldwide. They notably include the recommended principles and mechanisms to address the challenges for the collection of VAT on cross-border sales of digital products that had been identified in the context of the OECD/G20 Project on Base and Erosion and Profit Shifting (the BEPS Project).

These Guidelines were adopted as a Recommendation by the Council of the OECD in September 2016.

This reliable source of yearly data covers a wide range of international statistics on foreign trade of OECD countries and provides detailed data in value by commodity and by partner country. Each of the first four volumes of International Trade by Commodity Statistics contains the tables for seven countries that are published as they become available. The fifth volume includes the OECD main country groupings (OECD-Total, NAFTA, OECD-Asia and Pacific, OECD-Europe, EU-15, etc.). For each country, this publication shows detailed tables relating to the Standard International Trade Classification (SITC), Revision 3, Sections and Divisions (one and two digit). Each table shows both imports and exports over the latest six-year period available by commodity with about one hundred partner countries or country groupings (e.g. NAFTA, etc.).
