Cependant, la pauvreté persiste à travers le monde : les besoins fondamentaux de milliards de personnes ne sont pas satisfaits, et les perspectives d’une vie meilleure leur sont fermées. Que faisons-nous pour relever ce défi ? Ce livre analyse l’univers multidimensionnel de l’aide et du développement, c’est-à‑dire les efforts – parfois controversés – menés à l’échelle mondiale pour améliorer la vie des plus pauvres de la planète. Il retrace l’histoire de l’aide, explique d’où elle vient et où elle va, tout en se demandant si elle accomplit autant qu’elle le pourrait. Il analyse également certains moyens d’accroître son efficacité, que ce soit à travers une bonne gouvernance ou un partenariat plus approfondi entre pays développés et pays en développement. Sans oublier l’essor économique de pays tels que la Chine et l’Inde et la nouvelle dynamique qu’il apporte à la coopération pour le développement.
This report develops a framework of social unrest within a complex understanding of systemic risk. The goal is to try to identify triggers (events that lead to social unrest) and drivers (causal roots) for the emergence of social unrest and, based on this functional analysis, to design policy options on how to avoid, mitigate or handle unrest. The framework should enable a better understanding of the circumstances that may trigger social unrest, how intensely that unrest is likely to materialize and what interventions promise to de-escalate the conflict or even prevent social unrest in the first place. Since social unrest is more a process of escalation than a finite state of the world, the term has been conceptualized in a step-by-step escalation scheme. Each step makes social unrest more severe. It is a gradual framework that identifies the different stages that make social unrest more and more probable. In order to identify relevant drivers and cluster of drivers, three case studies are investigated: pandemics, cyber-related risk and financial crises. The main question is how did or could these events cause social unrests. In a second step, an analytic model is used to capture the combined effects learned from the case study analysis. In a third step,the IRGC risk governance model for explaining the risk of social unrest or predicting the consequences of social unrest is applied. Finally , guidelines for normative governance with respect to social unrest are developed.
Objectif croissance est la publication annuelle dans laquelle l'OCDE met en évidence l'évolution des politiques structurelles dans ses pays membres. Elle identifie des priorités de réformes structurelles visant à renforcer les revenus réels pour chacun de ses pays membres, ainsi que pour des économies émergentes clés (Afrique du Sud, Brésil, Chine, Inde, Indonésie et Russie). En outre, un bilan de la mise en œuvre des réformes dans tous les pays couverts est régulièrement établi dans le cadre des analyses réalisées pour Objectif croissance.
Cette publication offre un ensemble d'indicateurs comparables au niveau international, permettant aux pays d'évaluer leurs performances économiques et leurs politiques structurelles dans un large éventail de domaines. Chaque édition contient en outre plusieurs études thématiques.
