Approximately 125 000 people die every year on the roads of OECD countries. In other words, one road crash victim dies every four minutes. The real tragedy is that, to a large extent, these crashes and the resultant deaths and injuries could be prevented.

This report identifies and assesses "best practices" among road safety programmes in OECD countries. Emphasis is placed on those programmes that have been evaluated. In addition, the underlying criteria that influence the success or failure of these "best practices" are identified to facilitate the development of effective road safety policies in Member countries.

This eighteenth edition of Structural Statistics for Industry and Services provides official annual data for detailed industrial sectors (mining and quarrying, manufacturing, utilities, and construction), as well as for detailed service sectors, covering such variables as production, value added, investment, employment, wages and salaries, hours worked and number of establishments or enterprises. All OECD countries are covered. Data are shown for eight years, up to 1999. The series are mainly derived from annual business surveys. Data are classified according to the International Standard Industrial Classification (ISIC Revision 3). An annex presents the standard definitions of variables as well as qualitative information on national sources and classifications. More detailed information on the exact definitions of variables by country is given on the electronic versions of the publication. The present edition does not include Volume 2, Energy Consumption.

This book analyses the impact of electricity market reform on investment in the power industry. It considers the implications of more open and competitive markets for the security of electricity supply. Some of electricity’s uses are essential components of modern life. Security of electricity supply is an important policy objective in virtually all modern economies because of the limited possibilities for replacing electricity by other forms of energy. Adequate investment is the basic prerequisite for a secure supply of electricity.

Despite the highly-publicized problems experienced in California, the international picture is reassuring. Large investment has taken place and OECD electricity markets are generally reliable. There are, however, major investment needs in some areas, particularly in the development of infrastructures for transmission, which remains for the most part a regulated activity. Through policies and regulations, governments continue to play a key role in determining investment and security standards in a liberalised market. Energy policies on fuel use, authorisation processes, regulatory risk, capacity mechanisms and price caps, among other instruments, play a large role in promoting adequate investment or hindering it.

What are the measures and strategies already taken by OECD countries to reduce or stabilise greenhouse gases from road transport? What frameworks exist to evaluate the impact and efficiency of these measures and strategies? And how effective are they?

With the continued growth forecast in car ownership and distance travelled, what are the expected trends in CO2 emissions and their consequences for the potential achievement of the Kyoto Protocol? What models are available to predict the level of CO2 emissions? Are they useful?

This report, which has been prepared by an OECD Working Group, uses a number of illustrative and pragmatic cases to provide important insights into these major questions.

These workshop proceedings present the history leading up to the Decision in Principle of Finland on the final disposal facility for spent nuclear fuel and examine future perspectives with an emphasis on stakeholder involvement. The workshop was highly interactive and focused on three main topics: the stepwise decision-making process, stakeholder involvement and confidence building. All relevant stakeholder voices were heard and their viewpoints debated. An account of the individual presentations and the discussions that took place are provided in these proceedings.

This edition records trends in road accidents statistics for the period 1999-2000 in 41 ECMT Member countries, 5 associate member countries (Australia, Canada, Japan, New-Zealand and the United States) and one observer country (Morocco). It provides data on the trends from 1990 to 2000 in these countries, individually and as a whole, in numbers of motor vehicles, accidents causing casualties, and in numbers of killed and casualties (killed and injured). It also highlights a number of factors to be taken into account in any analysis of road accidents.

The idea of organising a seminar came from a presentation by a Swedish representative of the "Vision Zero" programme. The basic idea of "Vision Zero" is that no person should be killed or seriously and permanently impaired in a road traffic accident. At the invitation of the Czech authorities, the seminar was held in March 2002 in Prague. How widespread is student disaffection with school in different education systems? What policies and practices are most effective in fostering students’ sense of belonging and participation in school? These questions are of great concern to educators in many countries, not only because of the interrelationship between student engagement at school and learning outcomes, but also because student engagement represents a valued outcome in itself. The OECD PISA provides not only information on students’ literacy skills, but also on their attitudes and values, their social backgrounds, and on important features of the schools they attend.

Private investment by Small and Medium-sized Enterprises (SMEs)1 is a key generator of economic growth and social change in OECD member country economies. In most countries world-wide over 90% of all enterprises are SMEs. It is now widely accepted that the contribution of SMEs to new jobs, exports, innovation, competitiveness and regional development is vital to national development. How to benefit from and maximise this contribution is a continuous challenge for all countries. It is a particular challenge for countries undertaking the transition to full market economies. This Enterprise Policy Performance Assessment seeks to help address that question for Montenegro and highlights issues that require attention and priority action.
