La déréglementation et la privatisation dans le secteur des transports ont certes entraîné, en général, des gains de productivité, mais les espoirs suscités par les réformes ne se sont pas tous matérialisés. En particulier, la réforme de la fourniture de services d’infrastructure n’a pas mobilisé des capitaux privés comme prévu. En outre, les relations contractuelles se sont révélées moins stables et leur efficience s’est moins améliorée que l’on ne s’y attendait. While deregulation and privatisation in the transport sector have led to increases in productivity in general, not all reform hopes have materialised. In particular, the reform of the provision of infrastructure services has not caused the expected mobilisation of private resources, and concession relations have been less stable and less efficiency-enhancing than expected. This second OECD Economic Survey of Brazil makes a detailed examination of macroeconomic policies, financial markets, the regulatory framework and social policies and expenditure.  It finds that the Brazilian economy is bouncing back and is achieving more balanced growth, but that it needs to continue the consolidation of macroeconomic stabilisation.  It suggests that the main challenges Brazil faces are improving the quality of fiscal consolidation, enhancing the investment climate, and improving the cost-effectiveness of social programmes.
