Nuclear sites around the world are being decommissioned and remedial actions are being undertaken to enable sites, or parts of sites, to be reused. Although such activities are relatively straightforward for most sites, experience has suggested that preventative action is needed to minimise the impact of remediation activities on the environment and the potential burden to future generations. Removing all  contamination  in  order  to  make  a  site  suitable  for  any  use  generates  waste  and  has  associated environmental,  social  and  economic  drawbacks  and  benefits.  Site  remediation  should  thus  be sustainable and result in an overall net benefit.

This report draws on recent experience of NEA member countries in nuclear site remediation during decommissioning  in  order  to  identify  strategic  considerations  for  the  sustainable  remediation of  subsurface  contamination  –  predominantly  contaminated  soil  and  groundwater  –  to  describe good  practice,  and  to  make  recommendations  for  further  research  and  development. It  provides insights  for  the  decision  makers,  regulators,  implementers  and  stakeholders  involved  in  nuclear  site decommissioning so as to ensure the sustainable remediation of nuclear sites, now and in the future.

The world is getting more violent, and violence is occurring in surprising places. Over the past 15 years, 3.34 billion people, or almost half of the world’s population, have been affected by violence. The number of violent conflicts is decreasing, but conflicts are killing more people: conflict-related deaths have tripled since 2003. Violent extremism and terrorism are also on the rise. The economic cost of violence is rising too: the global economic impact of violence is a staggering USD 13.6 trillion, equivalent to 13.3% of Global GDP. And civilians, especially children and women, are most at risk.

States of Fragility 2016: Understanding Violence takes a long hard look at violence in the world – and what we should do about it. The report showcases emerging thinking about violence, presents a new risk-based approach to monitoring various dimensions of fragility, and looks at financial flows in support of fragile contexts. Understanding Violence finds that development, peace and security efforts in the developing world have not kept pace with the new reality of violence. We need to dedicate more resources and attention to violence. And to be effective, we need to put people – especially youth – at the centre of our efforts.

An estimated 22% of the world’s largest firms are now effectively under state control, this is the highest percentage in decades. These firms are likely to remain a prominent feature of the global marketplace in the near future. The upsurge of state-owned enterprises (SOEs) as global competitors has given rise to concerns related to a level playing field.  Some business competitors and observers claim that preferential treatment granted by governments to SOEs in return for public policy obligations carried out at home can give SOEs a competitive edge in their foreign expansion. The OECD has taken a multidisciplinary approach, looking at the issue from the competition, investment, corporate governance and trade policy perspectives.  The report aims to sort fact from fiction, and develop a stronger understanding, based on empirical evidence, on how to address growing policy concerns with regard to SOE internationalisation. The report concludes that although there is no clear evidence of systematic abusive behaviour by SOE investors, frictions need to be addressed, in view of keeping the global economy open to trade and investment.

Start-ups are gaining momentum in Latin America. Start-up Latin America 2016: Building an innovative future reviews the dynamics of start-ups and the policies for start-up promotion in four countries in the region –  Chile, Colombia, Mexico and Peru. The report reviews the policy mix for start-up promotion and highlights the progress made by each country and future challenges. It identifies good practices in promoting start-ups and lessons learned in Latin America in the design and implementation of policies.

Radioactive waste management is embedded in broader societal issues such as the environment, risk management, energy, health policy and sustainability. In all these fields, there is an increasing demand for public involvement and engagement. This 2015 update of Stakeholder Involvement Techniques: Short Guide and Annotated Bibliography, assists practitioners and non-specialists by outlining the steps and issues associated with stakeholder involvement in decision making and by facilitating access to useful online resources (handbooks, toolboxes and case studies). The updated guide has been considerably enriched with experiences since 2004 and includes extensive references to the literature. It is published alongside the release of an online annotated bibliography that will be updated regularly.

This is the eighth edition of Society at a Glance, the biennial OECD overview of social indicators. This report addresses the growing demand for quantitative evidence on social well-being and its trends. It updates some indicators included in the previous editions published since 2001 and introduces several new ones, with 25 indicators in total. It includes data for the 35 OECD member countries and where available data for key partners (Brazil, China, India, Indonesia, Russia and South Africa); other G20 countries (Argentina and Saudi Arabia) are also included. The report features a special chapter on the NEET challenge and what can be done for jobless and disengaged youth. It also provides a guide to help readers in understanding the structure of OECD social indicators. All indicators are available as a web book and an e-book on OECD iLibrary.

Recent interest in small modular reactors (SMRs) is being driven by a desire to reduce the total capital costs associated with nuclear power plants and to provide power to small grid systems. According to estimates available today, if all the competitive advantages of SMRs were realised, including serial production, optimised supply chains and smaller financing costs, SMRs could be expected to have lower absolute and specific (per-kWe) construction costs than large reactors. Although the economic parameters of SMRs are not yet fully determined, a potential market exists for this technology, particularly in energy mixes with large shares of renewables.

This report assesses the size of the market for SMRs that are currently being developed and that have the potential to broaden the ways of deploying nuclear power in different parts of the world. The study focuses on light water SMRs that are expected to be constructed in the coming decades and that strongly rely on serial, factory-based production of reactor modules. In a high-case scenario, up to 21 GWe of SMRs could be added globally by 2035, representing approximately 3% of total installed nuclear capacity.

In the wake of the technological revolution that began in the last decades of the 20th century, labour market demand for information-processing and other high-level cognitive and interpersonal skills is growing substantially. The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some of these key skills in society and how they are used at work and at home. The first survey of its kind, it directly measures proficiency in several information-processing skills – namely literacy, numeracy and problem solving in technology-rich environments.

This volume reports results from the 24 countries and regions that participated in the first round of the survey in 2011-12 (first published in OECD Skills Outlook 2013: First Results from the Survey of Adult Skills) and from the nine additional countries that participated in the second round in 2014-15 (Chile, Greece, Indonesia [Jakarta], Israel, Lithuania, New Zealand, Singapore, Slovenia and Turkey). It describes adults’ proficiency in the three information-processing skills assessed, and examines how skills proficiency is related to labour market and social outcomes. Another related report, The Survey of Adult Skills: Reader’s Companion, Second Edition, describes the design and methodology of the survey and its relationship to other international assessments of young students and adults.

This document provides guidance for policy makers on both developing new or selecting existing indicators of risk to human health and the environment from the use of crop protection products (i.e., pesticides). These pesticide risk indicators are tools, based on modelling or actual data from monitoring studies or surveys, which predict the potential risk from the use of pesticides, and help policy makers assess the sustainability of pesticide use.

The OECD Teaching and Learning International Survey (TALIS) is the largest international survey of teachers and school leaders. Using the TALIS database, this report looks at different approaches to school leadership and the impact of school leadership on professional learning communities and on the learning climate in individual schools.

It looks at principals’ instructional and distributed leadership across different education systems and levels. Instructional leadership comprises leadership practices that involve the planning, evaluation, co-ordination and improvement of teaching and learning. Distributed leadership in schools explores the degree of involvement of staff, parents or guardians, and students in school decisions.

How are principals’ and schools’ characteristics related to instructional and distributed leadership? What types of leadership are favoured across countries? What impact do they have on the establishment of professional learning communities and positive learning environments? The report notes that teacher collaboration is more common in schools with strong instructional leadership. However, about one in three principals does not actively encourage collaboration among the teaching staff in his or her school. There is room for improvement; and both policy and practice can help achieve it. The report offers a series of policy recommendations to help strengthen school leadership.

They also provide considerations on pathogenicity factors in assessing the potential adverse health effects of bacteria, and the low level presence of transgenic plants in seed and grain commodities.
The consensus documents contain information for use during the regulatory assessment of products of modern biotechnology, i.e. transgenic organisms (plants, animals, micro-organisms), when intended for release in the environment. As such, it should be of value to applicants for use of genetically-engineered organisms in agriculture mainly, to regulators and risk assessors in national authorities for their biosafety assessments, as well as the wider scientific community. The report is intended to contribute to the implementation of policies in a post-conflict Libya to promote private sector development. The report analyses the structural economic and framework conditions prevalent in Libya, highlights potential drivers of development and considers the role of SMEs and entrepreneurship promotion in driving post-conflict recovery. Based on international experience and practices, and considering the context of the country, the report identifies the necessary legal frameworks, institutions and policies for the promotion of SME and entrepreneurship. The document is part of a wider MENA Transition Fund project to support the design and implementation of SME policies in Libya.

This report examines Israel’s performance in stimulating SMEs and entrepreneurship and makes recommendations for government policy. A dual economy has gradually emerged in Israel, in which high rates of successful technology-based entrepreneurship contrast with low average productivity and growth in traditional SMEs. Israel has excellent framework conditions and programmes for technology-based start-ups and SMEs in areas such as R&D, high-level skills generation and venture capital finance. These strengths need to be maintained. At the same time, more needs to be done to spread success to all types of SMEs and all groups of the Israeli population. This report recommends a range of new and expanded interventions for example in access to credit, broad innovation, workforce skills development, management support and entrepreneurship education. It recommends underpinning these actions with a national SME and entrepreneurship policy strategy and new arrangements for inter-ministerial co-ordination.

The SME Policy Index is a benchmarking tool designed for emerging economies to assess SME policy frameworks and monitor progress in policy implementation over time. The Index has been developed by the OECD in partnership with the European Commission (EC), the European Bank for Reconstruction and Development (EBRD), and the European Training Foundation (ETF) in 2006 for the Western Balkans. The South East European Centre for Entrepreneurial Learning (SEECEL) joined as an additional partner in 2014. The SME Policy Index has since 2006 been applied in four regions and nine assessment rounds overall.

The SME Policy Index: Western Balkans and Turkey 2016 presents the results of the fourth assessment of the Small Business Act for Europe in the Western Balkans and, since 2012, Turkey. The assessment framework is structured around the ten principles of the Small Business Act for Europe (SBA). It provides a wide-range of pro-enterprise measures to guide the design and implementation of SME policies based on good practices promoted by the EU and the OECD.

The Index identifies strengths and weaknesses in policy design, implementation and monitoring. It allows for comparison across countries and measures convergence towards good practices and relevant policy standards. It aims to support governments in setting targets for SME policy development and to identify strategic priorities to further improve the business environment. It also helps to engage governments in policy dialogue and exchange good practices within the region and with OECD and EU members.

The IRTAD Road Safety Annual Report 2016 provides an overview for road safety performance for 2014 in 40 countries, with preliminary data for 2015, and detailed reports for each country. It includes tables with cross country comparisons on key safety indicators.

The report outlines the most recent safety data in IRTAD countries, including detailed analysis by road user, age group and type of road. It describes the crash data collection process in IRTAD countries, the road safety strategies and targets in place and information on recent trends in speeding, drink-driving and other aspects of road user behaviour.


Transport infrastructure opens new routes and creates connections. It increases prosperity by generating economic opportunities, reducing transport costs and supporting agglomeration economies. However, the increased traffic flows also generate environmental and social costs. In Korea, the amount of paved roads increased dramatically between 1951 and 2014, from 580 kilometres to over 87 000 kilometres. This expansion of Korea’s expressway, highway and major road network has created benefits for cities and rural areas across the country, contributing to both economic growth and inclusiveness. This rapid development of road infrastructure and motorisation has also resulted in relatively high traffic fatality rates. This report combines empirical research on the relationship between road infrastructure, inclusive economic development and traffic safety with an assessment of policies and governance structures to help governments find ways to create effective, safe and inclusive transport infrastructures.

Taking risks is a fundamental driving force in business and entrepreneurship. To reap the full rewards of risk-taking, however, firms need to have in place effective risk management practices. This publication provides a stocktaking of ways in which SOEs and those exercising the state’s ownership role address the issue of risk management from the perspective of corporate governance (“risk governance”), as recommended in the OECD Guidelines on Corporate Governance of State-Owned Enterprises. The report looks at this issue from three perspectives: by taking stock, first, of national legal and regulatory SOE risk management frameworks, and then by taking stock of risk-management practices at the level of the SOE and then at the level of the state.
