World leaders have pledged to act to change the energy future. Some new policies are in place. But the trends in energy demand, imports, coal use and greenhouse gas emissions to 2030 in this year’s World Energy Outlook are even worse than projected in WEO 2006.  China and India are the emerging giants of the world economy. Their unprecedented pace of economic development will require ever more energy, but it will transform living standards for billions. There can be no question of asking them selectively to curb growth so as to solve problems which are global. So how is the transition to be achieved to a more secure, lower-carbon energy system?  WEO 2007 provides the answers. With extensive statistics, projections in three scenarios, analysis and advice, it shows China, India and the rest of the world why we need to co-operate to change the energy future and how to do it.

India’s rooftop solar targets represent a major opportunity for sustainable development and for women’s employment. While India has shown a strong commitment towards a clean energy transition through its renewable electricity installation target for 2022, deployment of rooftop solar technology has been slow. With the potential to create a large number of jobs in general, the rooftop solar sector also generates the types of jobs attractive to highly skilled women in particular, a largely untapped pool in India.

Our analysis, based on a survey of rooftop solar companies as well as qualitative interviews with women currently employed in the sector, seeks to identify opportunities for better gender balance at work, as well as barriers to achieving it. Women currently account for only 11% of the workforce in the companies we surveyed. Participation of women is particularly low in roles involving frequent travel and a required onsite presence at project sites.

We recommend that the government enhance policies to scale up the rooftop solar market by addressing the general challenges facing this sector, and introduce gender-targeted policies to enable and encourage companies to advance actions that effectively support women’s employment in this sector.

In recent years, the BCIS governments have incorporated the goal of reducing poverty and inequality into their approaches to more sustainable growth and have enacted some reforms in that direction. Tackling inequality traps requires improving economic opportunities for all, and this covers a variety of policy actions. Labour market and social policies have an important role to play, as they directly or indirectly affect household incomes. In countries with significant labour market segmentation between formal and informal employment, policies and measures directed exclusively at the formal labour market have a small influence, limiting their impact on reducing poverty and inequality. But, labour market policies can have a considerable impact on maintaining this labour market duality by making employment expensive and favouring underemployment and informality. In this kind of configuration, they could even become counterproductive with respect to reducing poverty and inequality.

This article examines recent micro-evidence on the productivity of Indian firms, helping to explain why India’s manufacturing sector has not performed as well as many observers expected. A series of structural distortions are documented, all of which may depress the performance of manufacturing, and thus the economy as a whole.

These distortions exist at multiple levels, and reflect long-standing problems with the reallocation of labour across sectors, the excessively small scale of firms, low firm turnover, poor product market integration, high industry concentration and persistent state ownership. Combined, these phenomena represent severe restraints on the level and growth of productivity in manufacturing, and suggest that much remains to be done to improve the strength and sustainability of India’s development path.

A combination of rapidly increasing energy demand and fuel imports plus growing concern about economic and environmental consequences is generating growing calls for effective and thorough energy governance in India. Numerous policy reforms over the past 20 years have shifted the country’s energy sector from a state-dominated system towards one that is based on market principles. However, with the reform process left unfinished, India now finds itself trapped halfway along the transition to an open and well-performing energy sector.

India suffered from the largest power outage ever in late July 2012, affecting nearly half of the population. While this incident highlights the importance of modern and smart energy systems, it indicates that the country is increasingly unable to deliver a secure supply of energy to its population, a quarter of which still lacks access to electricity.
 
Understanding Energy Challenges in India aims to provide an informative and holistic understanding of India’s energy sector to stakeholders in India as well as the broad public.

The publication explores in detail the policies, players and issues of the country’s power, coal, oil and gas, renewables and nuclear sectors. It also highlights the key challenges India faces, challenges that must be resolved for the evolution of the fast-growing country’s energy sector towards a sustainable energy future and eventually critical for the prospects of the Indian and global economies.

India is home to a dynamic and vibrant community of civil society organisations (CSOs). Indian CSOs are often innovating to bridge development gaps and cater to the needs of marginalised and vulnerable groups. Historically, India is a pioneer of triangular co‑operation with first projects dating back to India’s independence in 1947. Over the past decade, triangular co-operation has gathered momentum at the global level and India has been a champion of this. A specific Indian model of triangular co-operation is emerging through which India and its partners aim to leverage domestic development innovations and the strengths of India’s diverse landscape of civil society organisations by scaling up bilateral co-operation and partnerships via triangular initiatives. Especially in African and neighbouring Asian countries there is a high demand to learn from Indian innovations and expertise, as they are considered to be easier to adapt to the local contexts. This paper provides insights into different ways of engaging in triangular co‑operation with India and sets out opportunities as well as challenges in enhancing triangular co-operation in the future with a broad range of CSO and government partners.

The chapter describes the evolution of agricultural policies in India since 2000, focusing on current policy settings and institutional structures established to implement such policies. It also presents a quantitative evaluation of support provided through India’s domestic and trade policies, based on the support indicators developed by the OECD (including, among others, the Producer Support Estimate, the Consumer Support Estimate, and Total Support Estimate).

The legal system in India is based on English common law. It operates based on statutory laws and the constitution of India, which provide the basic structure of the judiciary and the powers of judicial review to the High Courts and the Supreme Court.
