Altena is a small industrial town in the Land of North Rhine-Westphalia, Germany. The city has experienced a significant decline in its population in recent decades and further substantial decreases are predicted through 2030. In this context, the municipality has come to approach migrant integration as a chance to revive the city, counteract demographic change and fill existing labour force demands. In 2015, the city took on 100 more asylum seekers and refugees than required by federal allocation. In 2017, migrants made up 11.3% of the total population of Altena and the majority (54%) have lived there for longer than ten years. This report presents the way Altena and its state and non-state partners are addressing migrant integration issues and opportunities. In particular, the report sheds light on how refugees and asylum seekers have benefited from housing and civic participation programmes as well as the local responses to the peak in refugee and asylum seeker arrivals since 2015. In such a context, when migrant integration is part of the local development strategy, one key question is “How to encourage migrants stay in Altena?”.

In Amsterdam, the Netherlands, 51.66% of the population was born outside of the country or has at least one parent born abroad. Amsterdam is proud of its cultural and ethnical diversity and actively works to attract international students and high-skilled migrants. Like many European cities, Amsterdam experienced a peak in refugees and asylum seekers arrivals in 2015 and in response has implemented a holistic integration model, which starts at the moment migrants arrive and supports them for their first three years. Migrants are not considered as a minority group with different needs, but rather as one group among others with specific characteristics (such as women, the elderly, the disabled, LGBT) whose outcomes are monitored to identify potential structural gaps in their access to opportunities and services. This work compiles data and qualitative evidence on how local actions for integration, across a number of sectors, are being designed and implemented by the City of Amsterdam and its partners within a multi-level governance framework.


Migrants, including native-born children with migrant parents, account for 23% of Athens’ population (664 046 people), while the number of refugees and asylum seekers has rapidly increased since 2015 and is currently estimated at 18 000. To respond to the refugee inflow, Athens developed bold and innovative initiatives, often beyond their direct responsibilities, and sought supra-national and non-state sources of funding (i.e. Stavros Niarchos Foundation, British American Tobacco, etc.). This emphasis on reception and integration of newcomers is the result of strong political will and cooperation with non-state actors, in line with the city's broader priorities since 2010 including anti-discrimination and improving equal access to social services. Integrating newcomers through jobs is particularly challenging given the high unemployment rate that Greece has experienced. In addition, newcomers often have the desire to continue their journey towards northern European countries, reducing their incentives to integrate and learn Greek. While identifying various innovative practices, the OECD case study of Athens highlights the need for more reliable sources of financing and dialogue among levels of government. Data on migrant integration at the local level would support more evidence-based national, regional and local policy making.

In Barcelona, the rate of foreign residents has quintupled since 2000, and in 2017, 23% of the population was foreign-born. From the late 1990s until today, the municipality has followed an intercultural strategy to implement inclusive measures for local migrant integration. These measures have been recently reinforced to welcome asylum seekers who tripled between 2015 and 2017. For this group, the municipality set up targeted housing and reception policies that complement the national reception system. Migrants have access to municipal measures in key sectors such as housing, minimum living allowances and labour market integration - by the employment service Barcelona Activa - on the same basis as the other residents. Further, Barcelona has developed sensitization initiatives to curb discrimination and improve service delivery in the most disadvantaged neighbourhoods. The municipality has developed local coordination mechanisms with migrant associations and non-governmental organisations that aim to share information, avoid duplication and maximise the access to services such as language classes for migrants. Yet, migrants are particularly affected by socio-economic inequalities particularly following the economic crisis. This report sheds light on how the municipality and non-state partners work together with the other levels of government for sustainable migrant and refugee integration.

Berlin has long been a diverse, multicultural city and today about 1 million – or 30% – of its inhabitants have a migration background, meaning that they – or at least one of their parents – were born without German nationality. Berlin’s authorities perceive diversity as generally accepted in Berlin’s society. This case study takes a close look at the city’s migrant integration programmes and services, examining how all levels of government participate in these programmes, as well as the growing role played by third-sector agencies. It considers how Berlin’s administration reacted to the sharp rise in asylum applications in 2015-16, rapidly updating existing integration measures as well as developing emergency ones. The integration of these newcomers needs to be monitored in order to demonstrate policy impact and to help establish whether such policies can be expanded to help other migrant groups that still experience wide socio-economic gaps compared to native population.

Today, 34% of the population of Gothenburg, Sweden, was born outside of the country or has at least one parent born abroad. The city is growing at a fast pace: 4 400 new residents registered in 2016. Newcomers account for the bulk of demographic growth, of which 12 858 refugees settled in the city between 2010 and 2016. However, migration is not a new phenomenon in Gothenburg, with nearly 41.7% of migrant residents having arrived more than 10 years ago. The Gothenburg municipality has a significant track record in managing the impact of migration on local demand for work, housing, goods and services, cultural and linguistic diversity, and other parts of daily life. This report presents the way Gothenburg municipality and its state and non-state partners are addressing migrant integration issues and opportunities. It compiles data and qualitative evidence on how local integration efforts are designed and implemented within a multi-level governance framework.

Of the requests for asylum in France made in 2016, more than 10 000 applications were made by people in Paris and were made in the context of a rising number of refugees and asylum seekers since 2015. This increase has stirred a debate in France around its “universal” migrant integration model, which aspires to equal treatment for all and for which the main tool has been “Integration Contract” for migrants. At all levels of government, measures are now being designed for “reinforced” support for migrants, helping them to better integrate socially and to better access the  job market; these measures are tailored for all persons with a residency permit, in particular for refugees. This case study examines the City of Paris and its ambitions to successfully integrate its new inhabitants. The municipality sets aside dedicated resources for this and actively involves French citizens in implementing activities to foster social cohesion. The city is still attracting new migrants while socio-economic disparities and segregation remain marked in Paris and its region, in a context of limited emergency accommodation facilities for migrants and a tight housing market. More can be done to improve coherence across levels of government and among partners, in order to prevent fragmented service delivery and to improve how the impact of integration programmes is measured.

This report focuses on the local level integration of migrants in Rome, and provides information on the national framework for integration in Italy. While the study assumes that local authorities are at the forefront of migrant integration – providing information and essential services, ensuring access to education and the labour market, overcoming the barriers for full inclusion in the host society, and managing conflicts – local authorities are not alone. This report stresses the importance of multi-level governance of migrant integration, highlighting the key role of third sector enterprises, NGOs, business, faith-based organisations and unions. It identifies and shares selected local actions and governance practices to manage the short- and long-term effects of migration flows, and provides an international comparative of practices implemented by other EU cities, highlighting the most effective measures and lessons learned.

Fast population growth in the city of Vienna is largely related to international migration.  Long-standing migrant communities represent half of Vienna’s population. In 2016, 50% of the inhabitants had migrant backgrounds, and since 2015, the number of refugees and asylum seekers in the city has increased. Since 1971, the city has developed dedicated administrative structures and local policies for migrants. A dedicated municipal unit (MA17) oversees how departments achieve migration-sensitive standards in their respective policy fields and produces the yearly Vienna Integration and Diversity monitoring report. A good practice is “Start Wien”,  a comprehensive coaching and information programme addressing newcomers (including asylum seekers) for the first two years after arrival. After that, foreign residents benefit from non-targeted measures, for instance from a programme fighting labour market exclusion of low-skilled groups. Vienna has avoided high segregation due to its large and well spread social housing. However migrants can only access it after five years of residency in the city, before which they rely on private rental market. Vienna establishes close contacts with migrant associations and NGOs at the district level and engages public consultations when formulating integration concepts. This report sheds light on how the municipality and non-state partners work together with the other levels of government for sustainable migrant and refugee integration.

While Finland’s foreign-born population remains small by international standards, growth has been amongst the fastest in the OECD. Finland’s foreign-born population have lower employment rates than native-born Finns, and women, in particular, are struggling to integrate and face incentives to stay in the home. Indeed, the employment gap among those arriving from outside the European Union is among the largest in the OECD. This risks long-term implications for the integration of their children, many of whom are struggling to thrive in the Finnish school system. Large inflows of asylum seekers in 2015 put integration squarely on the agenda, and Finland developed a number of innovative integration policies in response. Yet, numbers have since fallen dramatically, raising questions of how to respond to the needs of a large cohort without scaling up the integration system on a permanent basis. This review, the second in a series on the skills and labour market integration of immigrants and their children, provides an assessment of these and other challenges. It includes a holistic assessment of Finland’s integration services – such as the new modular integration training, and the Social Impact Bond – as well as challenges related to settlement, early labour market contact and workplace segregation. An earlier review in the series looked at integration policies in Sweden (2016).

This review is the first in a new series on the skills and labour market integration of immigrants and their children. With 16% of its population born abroad, Sweden has one of the larger immigrant populations among the European OECD countries. Estimates suggest that about half of the foreign-born population originally came to Sweden as refugees or as the family of refugees and Sweden has been the OECD country that has had by far the largest inflows of asylum seekers relative to its population. In all OECD countries, humanitarian migrants and their families face greater challenges to integrate into the labour market than other groups. It is thus not surprising that immigrant versus native-born differences are larger than elsewhere, which also must be seen in the context of high skills and labour market participation among the native-born. For both genders, employment disparities are particularly pronounced among the low-educated, among whom immigrants are heavily overrepresented. These immigrants face particular challenges related to the paucity of low-skilled jobs in Sweden, and policy needs to acknowledge that their integration pathway tends to be a long one. Against this backdrop, Sweden has highly developed and longstanding integration policies that mainly aim at upskilling immigrants while temporarily lowering the cost of hiring, while other tools that work more strongly with the social partners and the civil society are less well developed and need strengthening.

The staff working in schools are the most important resource for today’s education systems, both educationally and financially. This report aims to provide guidance for the design of human resource policies that strengthen, recognise and preserve the positive impact that teachers, school leaders and other school staff have on their students. It offers an in-depth analysis of how human resource policies can make the best use of available resources to create supportive working environments and build both individual and collective professional capacity in schools. This includes the design of entry requirements, career structures, salary schedules and working time arrangements to attract, retain and motivate high-quality staff; the effective and equitable matching of staff with schools through fair and transparent staff funding and recruitment; and informed investments in professional learning, from initial preparation to continuing development. Throughout its analysis, the report looks at implementation challenges and considers under which conditions human resource policy reforms are most likely to have the desired effects on schools and their staff. This report is the third in a series of thematic comparative reports bringing together findings from the OECD School Resources Review.

In a world where the kind of things that are easy to teach and test have also become easy to digitise and automate, it will be our imagination, our awareness and our sense of responsibility that will enable us to harness the opportunities of the 21st century to shape the world for the better. Tomorrow’s schools will need to help students think for themselves and join others, with empathy, in work and citizenship. The 1990s have witnessed growing demand for learning throughout the world. Compelling incentives for individuals, economies and societies to raise education levels have driven increased participation in a widening range of learning activities by people of all ages, from the earliest years through later adulthood. Educational progress has, however, been uneven both across and within countries. This volume sheds light on the comparative performance of education systems, with an analysis that extends to the financial and human resources invested in education, how education and learning systems operate and evolve, and to the returns to educational investment. This publication provides a range of comparable, cross-national education indicators for 19 middle-income non-OECD countries comprising over 50 per cent of the world population.  In particular, it examines the extent to which countries were able to widen participation in higher levels of education between 1995 and 2002/3. Coverage includes data on educational attainment, education expectancy, enrolment rates of different age groups, age ranges of universal primary and secondary education, female participation, upper secondary enrolment patterns, entry rates into upper secondary and tertiary education, graduation rates, grade repetition, population and GDP, expenditure on education, teaching staff, class size, teachers' salaries, and expenditure per student. By examining the data from these countries and comparing it to that of OECD countries,  this volume examines the factors which can generate growth in education in one country and constrain it in another.

The data service contains energy balances for over 150 countries and regions. The figures are expressed in thousand tonnes of oil equivalent (ktoe) and in terajoules. Conversion factors used to calculate energy balances and indicators such as GDP and population are also provided. In general, the data are available for 1971 (1960 for OECD countries) to 2014, with preliminary estimates of 2015 production (and trade when available) for natural gas, primary coal and oil.

Definitions of products and flows, explanatory notes on the individual country data, indicators (including GDP, population, industrial production index and ratios calculated with the energy data) and net calorific values are also included.
