This manual has been produced in close collaboration by six organisations — the European Commission, the Food and Agriculture Organization of the United Nations (FAO), the United Nations Human Settlements Programme (UN-Habitat), the International Labour Organization (ILO), the Organisation for Economic Co-operation and Development (OECD) and The World Bank. It presents a harmonised methodology to facilitate international statistical comparisons and to classify the entire territory of a country along an urban-rural continuum. The degree of urbanisation classification defines cities, towns and semi-dense areas, and rural areas.

This manual is intended to complement and not replace the definitions used by national statistical offices (NSOs) and ministries. It has been designed principally as a guide for data producers, suppliers and statisticians so that they have the necessary information to implement the methodology and ensure coherency within their data collections. It may also be of interest to users of subnational statistics so they may better understand, interpret and use official subnational statistics for taking informed decisions and policymaking.

This publication responds to the need for practical guidance for evaluators, evaluation managers, and programme staff to incorporate a human rights and gender equality lens into the six OECD evaluation criteria: relevance, coherence, effectiveness, efficiency, impact, and sustainability.

It aims to support evaluators and evaluation managers in the design, management and delivery of credible and useful evaluations that assess whether and how interventions contribute to realising human rights and gender equality – both, interventions with explicit human rights related objectives and those without. It also provides broader guidance to programme staff in applying the six criteria with a human rights and gender equality lens at the outset of an intervention and addresses the main considerations and challenges in doing so.

Strategic Environmental Assessment (SEA) is one of the main tools available to achieve integration of the principles of sustainable development into country policies and programmes.  This Guidance volume explains the benefits of using SEA in development co-operation and sets out key steps for its application based on recent experiences. Twelve different entry points are identified for the practical application of SEA in development co-operation. For each entry point, the text provides a guidance note: a checklist of questions and hands-on case studies. Evaluation and capacity development for SEA processes are also addressed.

The book introduces several models for assessing health and economic policies in relation to NCDs; shows how the models can be used for different diseases or risk factors; and provides case studies of those models’ application in various countries in the Americas. The ultimate goal is to help policymakers find the best strategies for cost-effective and evidence-based NCD interventions.

Relevance, coherence, effectiveness, efficiency, impact, and sustainability are widely used evaluation criteria, particularly in international development co-operation. They help to determine the merit or worth of various interventions, such as strategies, policies, programmes or projects. This guidance aims to help evaluators and others to better understand those criteria, and improve their use. It starts by describing what they are, and how they are meant to be used. Then the definitions and concepts underpinning each criterion are explained. Finally, examples provide the reader with concrete ideas for using them.

The criteria were originally laid out in the early 2000s by the Network on Development Evaluation (EvalNet) of the OECD Development Assistance Committee (DAC). Although they have been widely used in evaluation, and beyond, this document is the first to comprehensively explore the concepts in detail, explain their intended use and offer practical guidance. It captures current thinking and best practice in evaluation, drawing on the inputs of internationally renowned evaluation experts from EvalNet and beyond.

Experience from decommissioning projects suggests that the decommissioning of nuclear power plants could be made easier if it received greater consideration at the design stage and during the operation of the plants. Better forward planning for decommissioning results in lower worker doses and reduced costs. When appropriate design measures are not taken at an early stage, their introduction later in the project becomes increasingly difficult. Hence, their early consideration may lead to smoother and more effective decommissioning.

It is now common practice to provide a preliminary decommissioning plan as part of the application for a licence to operate a nuclear facility. This means, in turn, that decommissioning issues are being considered during the design process. Although many design provisions aiming at improved operation and maintenance will be beneficial for decommissioning as well, designers also need to consider issues that are specific to decommissioning, such as developing sequential dismantling sequences and providing adequate egress routes. These issues and more are discussed in this report.

This report examined how Finland has been incorporating anticipatory functions within its governance system to deal with complex and future challenges in a systemic way. The report applies a new model of anticipatory innovation governance (AIG), developed by the OECD, addressing a considerable gap in prior knowledge and guidance on how governments prepare for unknowable futures. It consists of three parts: an overview of the anticipatory innovation governance model; the assessment of the anticipatory innovation capacity of the Finnish Government; and the pilot case studies, where the principles and functions of the model are explored in practice.

During several past years countries in Eastern Europe and Central Asia have introduced important anti-corruption reforms. However, corruption remains high in the region. This report identifies progress achieved in the region as well as remaining challenges which require further action by countries. The report analyses three broad areas of anti-corruption work, including anti-corruption policies and institutions, criminalisation of corruption and law-enforcement, and measures to prevent corruption in public administration and in the business sector. The analysis is illustrated by examples of good practice from various countries and comparative cross-country data.


The report focuses on eight countries in the region which participate in the OECD/ACN initiative knows as the Istanbul Anti-Corruption Action Plan which including Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Ukraine and Uzbekistan. It also presents examples from other countries in the region to give a broader perspective for the analysis. The report covers the period between 2008 and 2012, when the second round of monitoring of Istanbul Action Plan countries was implemented, and is based on the results of this monitoring.

The report covers a wide range of issues including public attitudes, civil liberties, existing laws that facilitate the establishment of civil society organisations, freedom of the media, governmental transparency and co-operative partnerships between governments and civil society.

This first edition of the OECD Anti-Corruption and Integrity Outlook analyses Member countries’ efforts to uphold integrity and fight corruption. Based on data from the Public Integrity Indicators, it analyses the performance of countries’ integrity frameworks, and explores how some of the main challenges to governments today (including the green transition, artificial intelligence, and foreign interference) are increasing corruption and integrity risks for countries. It also addresses how the shortcomings in integrity systems can impede countries’ responses to these major challenges. For each area of analysis, the report identifies areas for improvement and provides recommendations.

This pilot monitoring report assesses Moldova’s anti-corruption framework and practices based on the criteria to test the new methodology for the 5th round of monitoring under the Istanbul Anti-Corruption Action Plan. The report analyses Moldova’s anti-corruption policy, including the development of an evidence-based anti-corruption strategy, adoption of legislative provisions and establishment of dedicated bodies responsible for the enforcement of these provisions. For each area of analysis, the report identifies areas for improvement and provides recommendations. 

This pilot report analyses Georgia’s anti-corruption framework and practices based on the criteria to test the new methodology for the 5th round of monitoring under the Istanbul Anti-Corruption Action Plan. The report examines Georgia’s National Anti-Corruption Strategy, reforms of the judiciary and public prosecution system and public trust in the independence and integrity of these institutions. For each area of analysis, the report identifies areas for improvement and provides recommendations.

This pilot report assesses Azerbaijan’s anti-corruption framework and practices based on the criteria to test the new methodology for the 5th round of monitoring under the Istanbul Anti-Corruption Action Plan. The report examines Azerbaijan's anti-corruption policy documents, the investigation and prosecution of corruption offences and the overall enforcement framework. The report also identifies areas for improvement and provides recommendations.

This pilot monitoring report assesses Armenia's anti-corruption reforms and practices based on the criteria to test the new methodology for the 5th round of monitoring under the Istanbul Anti-Corruption Action Plan. The report analyses Armenia’s steps in building anti-corruption institutions and Armenia’s measures to detect, investigate and prosecute high-profile corruption cases. The report also identifies areas for improvement and provides recommendations.
