This series presents the results of country peer reviews of regulatory reform in OECD countries. They present an integrated assessment of regulatory reform in framework areas such as the quality of the public sector, competition policy and enforcement, and market openness. They also contain chapters on sectors such as telecommunications, electricity, road and rail freight, and an assessment of the macroeconomic context for reform. The policy recommendations present a balanced plan of action for both short and longer term based on best international regulatory practices.

This comprehensive review of Mexican regulatory policy outlines progress made by Mexico since the 1999 review conducted by the OECD, and makes recommendations for further reforms aimed at promoting investment and boosting productivity and competitiveness.  In particular, the review examines the government's capacity to assure high quality regulation, the extent of market openness, and the performance of regulatory agencies for energy, water, financial services, and telecommunications.  A special chapter looks at electricity, for which OECD recommends important changes.

    Mexico has made significant progress in implementing regulatory policies. A range of measures were introduced since the 1999 OECD Review on Regulatory Policy in Mexico. They reformed public institutions and modified legal and policy instruments, in order to improve regulatory quality.

    This chapter analyses governance arrangements for four regulatory agencies in Mexico, dealing with vital economic sectors: water, energy, telecommunications and financial services. The chapter sets the agencies in their economic and historical context, analysing in detail their functions, powers and institutional design. This leads to stressing the need for independence and accountability and for a clear decision-making framework.

    This chapter analyses the current regulatory framework in the electricity sector. While noting the accomplishments that have been made, the chapter calls for significant changes. This should help to improve efficiency, secure adequate future investment, reduce the investment burden on public finances, and generally support the future competitiveness of the Mexican economy.
