Citizenship and residency by investment (CBI/RBI) programmes are government-administered programmes that grant citizenship or residency to foreign investors by expediting or bypassing normal migration processes. These programmes can help spur economic growth through foreign direct investment, but they are also attractive to criminals and corrupt officials seeking to evade justice and launder the proceeds of crime reaching into the billions of dollars.

This report highlights how CBI programmes can allow criminals more global mobility and help them hide their identity and criminal activities behind shell companies in other jurisdictions. It highlights the vulnerabilities of these complex and international investment migration programmes, including the frequent use of intermediaries, involvement of multiple government agencies, abuse by professional enablers and lack of proper governance of the CBI/RBI programmes. The report proposes measures and examples of good practice, that can help policy makers and those responsible for managing the investment migration programmes address these risks. These include an in-depth analysis and understanding of how criminals can exploit CBI or RBI programmes and incorporating risk mitigation measures, such as multi-layer due diligence, in the design of the investment migration programme.

Located in the state of Western Australia, the Pilbara is a large region and one of the least densely populated within the OECD. The Pilbara's mining sector is a top supplier of iron ore in the world, which has fuelled the economic growth of both the state and the country. While Pilbara’s industrialisation is relatively recent, dating back to the 1960s, First Nations peoples have inhabited the region for approximately 50 000 years.

Despite the wealth generated by mining and extractive industries, the Pilbara faces important challenges to improve its attractiveness and well-being standards, especially for First Nations and non-mining workers. Well-being challenges also stifle growth opportunities and responsible mining investments in the region.

The green transition presents the Pilbara with an opportunity to diversify its economy and improve well-being conditions of its communities, while becoming a strategic player in the global shift towards more sustainable mining. This study offers guidance on how the Pilbara can shape a more inclusive and sustainable development model that supports economic diversification and prioritises improving the living conditions of its communities, particularly First Nations.

Antofagasta is a world leader in copper and lithium production, with strategic importance for the global energy transition and for the economic development of Chile. Located in north Chile, Antofagasta is carved by the natural contours of the Atacama Desert and home to diverse Indigenous communities. Despite the wealth brought by mining, communities in Antofagasta lag on a number of well-being dimensions. At the same time, Antofagasta’s mining industry is entering a new phase of development, driven by the expected surge in global demand for its minerals and the imperative to adapt to the green and digital transitions.

Against this backdrop, a new development vision with a long-term strategy is warranted in the region to leverage mining benefits to improve well-being standards and take advantage of the opportunities brought by the digital and green transition in mining. This study presents the diagnosis, rationale and building blocks for a new mining strategy in the region of Antofagasta, Chile that prioritises well-being standards and opportunities for local communities. This medium and long-term strategy aims to create a new pact amongst different societal stakeholders to build trust and unite efforts for more inclusive and sustainable growth in the region.

The report Measuring Progress towards Inclusive and Sustainable Growth in Japan is the outcome of a collaboration with the Japanese Ministry of Economy, Trade and Industry which aims to monitor progress in key areas crucial to realising the Japanese government’s vision for a “New Form of Capitalism”. Building on the OECD Framework for Policy Action on Inclusive Growth, the report includes a set of key indicators to support measures for the government to deliver on its vision as well as inform on best practices in other major advanced economies. A central message is that creating the equality of opportunity in Japan requires a balanced approach of taking both efficiency and equity concerns into account. The report presents the main dynamics for policy consideration to strengthen sustainability of the Japanese growth model, with due attention paid to specific issues that matter for different groups of Japanese population. Underpinned by rigorous statistical analysis at a sufficiently disaggregated level, the report helps to better understand some of the main drivers of well-being and economic success in Japan.

El Salvador has made significant development progress in the past 30 years. The end of the civil war in 1992 marked the establishment of a liberal democracy and an open export-led development model, which led to a reduction in poverty and inequality. However, with economic growth averaging a modest 2.4% in the years before the COVID-19 pandemic, and productivity growth of 0.1% over the past decade, the post-war model has not generated the economic momentum or the jobs that the country needs. Decisive action is necessary to kickstart more robust, inclusive and sustainable development. Based on a multi-dimensional analysis of development in El Salvador, this report makes four priority recommendations: 1) build the conditions for a productive transformation and modernisation of the economy; 2) increase the quantity, quality and relevance of education; 3) manage water resources better to deliver water and sanitation for all in a sustainable manner; and 4) modernise the State so it can effectively deliver key public goods, from security to education to health, and successfully steer the next stage in the country’s development.

Ireland has launched an ambitious strategy to build a more inclusive, efficient and sustainable justice sector. Irish citizens recognise these efforts: Ireland is one of the OECD countries with a higher percentage of citizens trusting their government and courts, according to the recent OECD Survey on the Drivers of Trust in Public Institutions. This study aims to support these efforts by analysing the judicial workforce and relevant support structures and processes currently employed by the Irish courts. In particular, the study seeks to contribute to the deliberations of the Irish Judicial Planning Working Group, which was established to identify reform initiatives and evaluate staffing needs to enhance the efficient administration of justice over the next five years.

A Recomendação da OCDE sobre Integridade Pública coloca a gestão de riscos no centro de qualquer estratégia ou abordagem para garantir e promover a integridade pública. Este relatório analisa a metodologia atual de avaliação de riscos para a integridade no Poder Executivo federal brasileiro, sob a ótica de insights comportamentais e do uso de dados. Após apresentar a metodologia e analisar os desafios relacionados à sua implementação, o relatório fornece três caminhos concretos para o fortalecimento e modernização da abordagem atual: reconhecer e enfrentar barreiras cognitivas e sociais, alavancar esforços contínuos para melhorar o uso de dados e análises para fins preventivos e fortalecer o apoio organizacional à gestão dos riscos para a integridade, promovendo uma cultura de gestão de riscos nas instituições públicas do Poder Executivo federal.

The OECD Recommendation on Public Integrity puts risk management at the heart of any strategy or approach to ensure and promote public integrity. This report reviews the current integrity risk assessment methodology in the Brazilian federal executive branch through the lens of behavioural insights and the use of data. After presenting the methodology and analysing the challenges related to its implementation, the report provides three concrete avenues for strengthening and modernising the current approach: acknowledging and addressing cognitive and social barriers, leveraging ongoing efforts to improve the use of data and analytics for preventive purposes, and strengthening the organisational support to integrity risk management to promote a risk management culture in public entities of the federal executive.

The Western Balkans region has come a long way over the last two decades in achieving economic and social progress. Its people are the region’s greatest asset. Yet faced with a lack of opportunities many, particularly the young, decide to emigrate. To make the most of its future the region must invest in its attractiveness as a place to live, work and invest in.

This report comes as a follow-up to the earlier publication Multi-dimensional Review of the Western Balkans: Assessing Opportunities and Constraints. It builds on an extensive peer-learning process that brought together experts from across the region and beyond. The report provides suggestions and recommendations for three strategic priorities that can help create opportunities and boost the quality of life. First, better education and more competencies are the basis for raising productivity, creating jobs, encouraging civic participation and making the region an attractive destination. Second, social cohesion is the bedrock of resilient societies and requires stronger labour market policies and effective social protection that can cushion people’s hardship and provide them with new opportunities. Third, cleaner air and more sustainable energy are indispensable for boosting the region’s quality of life and economic opportunities.

This report examines why freight carriers and shippers choose one transport mode over others. It analyses the main determinants for using road, rail, inland waterways, coastal shipping or pipelines to move goods and assesses government policies to influence it. The study also reviews how shifting freight to more sustainable modes could reduce the contribution of goods transport to climate change and provides recommendations for more effective policies. The role of mode choice in alleviating congestion and making goods transport safer is also addressed. Three case studies from China, Canada and the Netherlands highlight modal-shift policies.

En la última década, España ha llevado a cabo una serie de reformas para fortalecer la capacidad de la administración de prestar servicios de alta calidad a los ciudadanos y a las empresas, fomentando así la transparencia y la rendición de cuentas. Uno de los principales esfuerzos encabezados por la Oficina Nacional de Auditoría (ONA), entidad dependiente de la Intervención General de la Administración del Estado (IGAE), es el sistema de supervisión continua (SSC), una metodología basada en análisis de riesgos que actúa como prueba de fuego para la salud financiera, y la eficacia y la sostenibilidad de las instituciones públicas. Basándose en entrevistas, un análisis comparativo de las principales prácticas e investigaciones posteriores, este informe ofrece recomendaciones para apoyar a la ONA en el fortalecimiento de su gestión del SSC mediante la mejora de su estrategia, el uso de datos y los mecanismos de coordinación a nivel gubernamental.

This report looks at crucial elements of reforms to growth-friendly recurrent taxes on immovable property. Tax design practices in place in OECD and partner countries are compared and analysed through the lenses of economic theory and empirical analysis. A set of good principles and options for reforming recurrent taxes on immovable property based on the latest experience of property tax reforms around the world are presented that are particularly relevant to the Chinese context, where broader use of recurrent taxes on residential properties is needed to make local public finances more sustainable. Challenges and practices related to the administration of property taxes are explored as well as their interplay with different tax designs. In addition, the main political and administrative hurdles in approving and implementing property tax reforms are discussed, and the approaches commonly employed in successfully dealing with them are examined. Although there are major challenges in designing, reforming and managing a recurrent property tax system, it is possible to overcome these in a manner that allows society to reap benefits in terms of a better allocation of resources, more stable house prices and a fairer income distribution.

The COVID-19 pandemic has underscored the need for high-quality data and evidence to address complex policy challenges. This report takes stock of the capacity for evidence-informed decision making (EIDM) and policy evaluation at the centre of government in Lithuania. Like many other OECD countries, Lithuania faces challenges in supplying quality evidence and ensuring that it is used for decision making. In light of recent reforms, the report analyses gaps in the EIDM system and offers a set of comprehensive recommendations to address them in the short, medium and long terms. It also discusses how the newly created Strategic Analysis Centre could champion evidence-informed decision making in Lithuania.

Andalusia is the largest mining producer in Spain, the second-largest copper producer in the EU and a leader in marble and gypsum production. The region benefits from two distinct mining subsectors, each with a rich network of suppliers that are relevant for local development: the metallic mining sector (e.g. copper and zinc), which accounts for most of the regional mining production, and the non-metallic sector (ornamental rocks, aggregates and industrial minerals), which is highly dispersed across the territory. The regional mining value chain has the potential to leverage the increasing global and EU demand for sustainable raw materials and thus become a frontrunner in leading technologies and circular processes for environmentally sustainable mining. This study identifies how Andalusia can build on its strengths and address current and future challenges to improve regional productivity and well-being while accelerating the transition to a low-carbon economy and assisting EU climate goals.

The Western Balkans region has come a long way over the last two decades in achieving economic and social progress. With a population of 17.6 million, the region today boasts a combined gross domestic product (GDP) of close to EUR 100 billion, an average GDP per capita of about EUR 5 400 and a comprehensive process of integration with the European Union.

This report provides multi-dimensional assessments across the economic, social, finance, governance and environmental pillars of sustainable development for five economies of the region. The region’s location, its deep relationships with Europe and its academic tradition present many opportunities for future development, especially at a time when distances are shrinking further with digitalisation. Making the most of this potential will require collaboration in tackling challenges, which have been further exposed during the COVID-19 pandemic. Boosting competences and education, strengthening social cohesion and ensuring a green transformation towards clean energy and the valuation of the region’s natural wealth, emerge as strategic priorities. Beyond practical and financial constraints, future solutions must address considerable institutional and governance challenges that remain across the region.

El camino hacia el desarrollo sostenible atañe a toda la sociedad y requiere la interacción del sector público con la ciudadanía, el sector privado y las organizaciones de la sociedad civil. Con este objetivo en mente, en 2014 el Gobierno de Nuevo León (México) estableció el Consejo Nuevo León para la Planeación Estratégica, con el fin, entre otros, de elaborar un Plan Estratégico 2015-2030. El presente estudio examina el sistema de monitoreo y evaluación de Nuevo León para su Plan Estratégico, cómo herramientas esenciales para lograr objetivos a largo plazo y obtener resultados. Asimismo, analiza la función del Consejo en el asesoramiento sobre políticas públicas. El estudio se basa en experiencias internacionales de promoción del desarrollo sostenible por la vía de la planeación a largo plazo, así como en prácticas de monitoreo y la evaluación de prioridades de políticas públicas mediante procesos incluyentes y participativos. Las recomendaciones de este estudio tienen como objeto propiciar un enfoque de gobernanza pública basado en la evidencia, para, en última instancia, ayudar a Nuevo León a brindar mejores resultados a los ciudadanos, allanando el camino hacia un desarrollo inclusivo y sostenible.

Pursuing sustainable development requires a whole-of-society effort, where the public sector engages with citizens, the private sector and civil society organisations. With this goal in mind, in 2014, the Nuevo León (Mexico) government created the Nuevo León’s Council for Strategic Planning to develop, inter alia, a 2015-2030 Strategic Plan.

This review provides an assessment of Nuevo León’s monitoring and evaluation systems for this Strategic Plan, as essential tools for achieving long-term objectives and delivering results. The review also assesses the general role of the Council in providing policy advice. It draws on a wealth of comparative international experiences in promoting sustainable development through long-term planning, as well as in monitoring and evaluation of policy priorities through inclusive and participatory processes.

The report’s recommendations seek to promote an evidence-informed approach to public governance, and, ultimately, help Nuevo León deliver better results for citizens, paving the way for inclusive and sustainable development.
