Cette publication rassemble les statistiques sur les échanges internationaux par pays partenaires pour 26 pays de l’OCDE* et des totaux par groupe de pays pour l’Union européenne (UE), la zone euro, les Institutions de l’Union européenne et Hong-Kong, Chine, ainsi que des définitions et des notes méthodologiques. Les données se réfèrent aux échanges entre résidents et non-résidents. Cette publication représente une étape importante vers la mise en place des recommandations du nouveau Manuel des statistiques du commerce international des services.

Ce volume inclut des tableaux récapitulatifs par pays partenaires et par principales catégories de services. Les séries sont exprimées en dollars des États-Unis et couvrent la période 1999-2001.

Les informations contenues dans cette publication conjointe de l'OCDE et d'Eurostat rassemblent les statistiques sur les échanges internationaux par catégorie détaillée de services pour les 30 pays de l’OCDE*, ainsi que des définitions et des notes méthodologiques. Les données sont fournies et publiées selon la cinquième édition du Manuel de la Balance des Paiements du FMI et la Classification élargie des services de la balance des paiements, qui est compatible avec la classification de la balance des paiements tout en étant plus détaillée.

Les Statistiques de l'OCDE sur les échanges internationaux de services inclut des tableaux récapitulatifs par pays et par catégorie de service et des totaux par zone pour l'Union européenne (UE), la zone euro, le G7, l'ALENA, l'OCDE-Asie et Pacifique, l'OCDE-Europe et pour l'ensemble de l'OCDE. Les données par catégorie détaillée de services sont également fournies pour chaque pays, pour l'UE et pour la zone euro. Les séries sont exprimées en dollars des États-Unis et couvrent la période 1992-2001.

China has become one of the world's leading destinations for foreign direct investment (FDI) since the Chinese government opted to reform the economy and open it to foreign trade and investment. Inflows of FDI, which accelerated at the time of China's accession to the WTO in 2001, have been an important factor in promoting rapid economic growth and technological progress. However, there remains substantial potential for a greater inflow of long-term, high-technology, high-value-added FDI from OECD countries.

This study records and evaluates the development so far of an enabling environment for FDI and suggests policy options designed to improve it further. Foreign investors were initially attracted to China by cheap land and labour, the promise of a large market and, to some extent, by fiscal incentives. To sustain and increase large-scale FDI inflows, it is now necessary to move towards a more strongly rules-based attraction strategy, based on structural elements which will include a sound legal system, transparent laws and regulations, streamlined investment approval procedures, good corporate governance, effective competition policy and a sound financial system.
