Structural materials research is a field of growing relevance in the nuclear sector, especially for the different innovative reactor systems being developed within the Generation IV International Forum (GIF), for critical and subcritical transmutation systems, and of interest to the Global Nuclear Energy Partnership (GNEP). Under the auspices of the NEA Nuclear Science Committee (NSC) the Workshop on Structural Materials for Innovative Nuclear Systems (SMINS) was organised in collaboration with the Forschungszentrum Karlsruhe in Germany. The objectives of the workshop were to exchange information on structural materials research issues and to discuss ongoing programmes, both experimental and in the field of advanced modelling. These proceedings include the papers and the poster session materials presented at the workshop, representing the international state of the art in this domain.

Global value chains are radically altering how goods and services are produced. Parts made in one country, for instance, are increasingly assembled in another and sold in a third. The globalisation of production has changed the industrial structure within OECD countries, and in some sectors blunted their competitiveness. Another major consequence has been fears of job losses. This volume is a compilation of the studies that underlie the synthesis report on global value chains, entitled Staying Competitive in the Global Economy: Moving Up the Value Chain.  It includes papers on the measurement of globalisation, SMEs in global value chains, the changing nature of manufacturing, impact of international sourcing, foreign affiliates, offshoring and productivity, and the internationalisation of R&D.
Is life getting better? Are our societies making progress? Indeed, what does “progress” mean to the world’s citizens? For a good portion of the 20th century there was an implicit assumption that economic growth was synonymous with progress: an assumption that a growing GDP meant life must be getting better. But we now recognise that it isn’t quite as simple as that. Access to accurate information is vital when we come to judge our politicians and hold them accountable. But access to a comprehensive and intelligible portrait of that most important of questions - whether or not life has got and is likely to get better - is lacking in many societies.

The OECD’s 2nd World Forum on Statistics, Knowledge and Policy 'Measuring and Fostering the Progress of Societies' held in Istanbul in June 2007 brought together a diverse group of leaders from more than 130 countries to debate these issues. These proceedings contain 40 papers presented at the Forum.

International anti-corruption treaties, including the UN Convention against Corruption, require member states to establish two types of anti-corruption institutions – one to prevent corruption and the other to combat corruption through law enforcement. The treaties also establish standards for such anti-corruption institutions – they should be independent, specialised and have sufficient resources to meet their challenging tasks. This book analyses the main functions of prevention and combating corruption and discusses practical ways to ensure the independence, specialisation and resources of anti-corruption bodies.

The book further studies the different forms of specialisation which exist in different countries and describes 14 anti-corruption agencies from around the world, including preventive, law-enforcement and combined or multipurpose agencies. Analysis of key factors which can lead anti-corruption bodies to success or failure, together with a rich body of country specific information, practical facts and contact details will make this book a useful tool for those policy-makers who seek to strengthen anti-corruption institutions in their countries.

This book examines the contributions that space technologies can make in tackling some of the serious problems posed by climate change. Focusing on examples of water management, marine resources and maritime transport, it sets out the rationale for further developing satellite systems to measure and monitor climate change and help mitigate its consequences. The report underlines the need to consider satellites not just as research and development systems, but as an important component of a critical communication- and information-based infrastructure for modern societies. The tool box for decision makers that concludes the book reviews different methodological options for deciding on investments in space-based earth observation.

Too many workers leave the labour market permanently due to health problems, and yet too many people with a disabling condition are denied the opportunity to work. This third report in the OECD series Sickness, Disability and Work explores the possible factors behind this paradox. It looks specifically at the cases of Denmark, Finland, Ireland and the Netherlands, and highlights the roles of institutions and policies. A range of reform recommendations is put forward to deal with specific challenges facing the four countries.

The Southeast Asian region has experienced remarkable economic dynamism in the past few decades. An interesting feature of recent developments in the region, is that in spite of its diversity, several initiatives have been launched towards integration.

The peer review mechanism has been a tried and tested instrument for OECD member states to work together successfully over the past decades. This tool could benefit the Southeast Asian region as it helps identify good practices, establish standards and principles and ultimately improve the performance of participating economies. This publication presents the proceedings of a conference in which  the possible application of peer reviews to address regional and domestic challenges in Southeast Asia were discussed.

Gives a brief overview of regional issues and the history of education in South Africa and describes the development of education in the country over the past 15 years. It presents an analysis of the education system, identifying key directions for the reinforcement of the reforms in light of the challenges encountered by officials, communities, enterprises, educators, parents and students under very dynamic conditions. It concludes with a set of key recommendations concerning the structure of the system and its labour market relevance; access and equity; financing; governance and management; internationalisation; and research, development and innovation.

Scotland consistently performs at a very high standard in OECD’s Programme for International Student Assessment (PISA) and has one of the most equitable school systems in the OECD. This review examines the strengths of Scotland’s schools and the challenges they face in securing high standards for all children. One major challenge is an achievement gap that opens up late in primary education and widens through junior secondary years: children from poorer backgrounds are more likely than others to under-achieve. A second challenge for Scotland is to achieve broader and more successful participation in upper secondary education and greater equity in higher education. The review assesses the performance of Scottish schools, using PISA findings and national test and examination results. It also examines educational reforms in Scotland in the light of reforms in countries facing similar challenges.

Elle présente aussi une étude spéciale sur les pouvoirs fiscaux des administrations infranationales.

Small and medium enterprises (SMEs) are the backbone of Western Balkan economies but until recently received relatively little attention from policy makers. Governments focused on consolidating macroeconomic stabilisation and the restructuring and privatisation of large companies. The adoption in 2003 of the European Charter for Small Enterprises contributed to a change in policy perspective.

The SME Policy Index 2007 presents the first comprehensive and comparative assessment of progress made in implementing the Charter. The assessment is based on the SME Policy Index, an analytical tool designed by the OECD Investment Compact and the European Commission, and uses collaborative benchmarking to measure progress in the ten dimensions of the Charter:

• Education and training for entrepreneurship
• Cheaper and faster start-up
• Better legislation and regulation
• Availability of skills
• Improving online access for tax filing and company registration
• Getting more out of the single market
• Taxation and financial matters
• Strengthening the technological capacity of small enterprises
• Successful e-business models and top class business support
• Developing stronger, more effective representation of small enterprises

Governments of the region have already started to take action based on the results of the report through the creation in April 2007 of a South East European Investment Committee which aims to develop detailed guidelines on how to implement reforms in priority areas including the SME environment.

Albania, Bosnia and Herzegovina, Croatia, FYR Macedonia, Montenegro, Serbia and UNMIK/Kosovo are assessed in this report. A second SME Policy evaluation will be conducted and published in 2009.

Renewables Information provides a comprehensive review of historical and current market trends in renewable and waste energy sources in OECD countries. Part I of the publication provides an overview of the development of renewables and waste in the world over the 1990 to 2006 period. A greater focus is given to OECD countries with a review of electricity generation and capacity from renewable and waste energy sources. Part II of the publication provides a corresponding statistical overview of developments in the world and OECD renewables and waste market. Part III provides, in tabular form, for each of the 30 OECD member countries energy indicators, generating capacity, electricity and heat production from renewable and waste sources, as well as production and consumption of renewables and waste.

Although SMEs are a major source of growth and job creation, SMEs appear to be under-represented in the international economy relative to their contribution in national and local economies. Two original OECD-APEC surveys investigated how SME policy makers and SMEs perceive the barriers to SME access to international markets. This proceedings presents a report on the results of the surveys, a synthesis of the conference discussions, and the main outcome of the conference: the Athens Action Plan for Removing Barriers to SME Access to International Markets.

Film and video products take a huge variety of forms from modest training or promotion audio-visuals to blockbuster feature films that earn very large amounts of money from worldwide distribution. Production and distribution for any film or video product involve an extremely wide array of commercial interests often with quite different strategies. This study focuses on commercial entertainment products and production and distribution of films and television programs. It analyses the impact of digital content creation, distribution and use on value chains and business models of the film and video industry and explores the policy implications of these changes to identify how digital content may affect the function and position of participants in the industry along the value chain.

Regulating the long-term safety of geological disposal of radioactive waste is a key part of making progress on the radioactive waste management issue. A survey of member countries has shown that differences exist both in the protection criteria being applied and in the methods for demonstrating compliance, reflecting historical and cultural differences between countries which in turn result in a diversity of decision-making approaches and frameworks. This conference proceedings presents discussions focused on diversity in regulatory processes; the basis and tools for assuring long-term protection; ethical responsibilities of one generation to later generations and how these can be discharged; and adapting regulatory processes to the long time frames involved in implementing geological disposal. These proceedings include a summary of the viewpoints expressed as well as the 22 papers presented at the workshop.

EU accession in 2004 has confirmed Hungary’s successful transformation from a centrally planned economy into a functioning market economy operating within the framework of a multi-party democracy. However, the country’s output per capita is still well below the EU average, and public expenditures exceed revenues by a large margin. This report looks at ongoing efforts to restore fiscal balance and promote sustainable growth to accelerate the convergence process. Drawing on the experience of OECD member countries it proposes structural reforms to achieve these objectives, covering the following topics:

• Fiscal policy: Deficit reduction and making taxes and expenditures more growth friendly.
• Health care reform: Improving efficiency and quality of care.
• Pension reform: Providing old-age income security in the face of population ageing.
• Employment and social policies: Making formal employment more attractive.
• Education reform: Improving human capital formation.
• SME promotion:  Increasing competitiveness and fostering successful entrepreneurship.
• Innovation: Fostering rapid productivity growth.
• Energy policy and the environment: Responding to the threat of climate change.
• Public administration reform: Improving the performance of the public sector.
• E-government: Using technical progress to improve public service delivery.

An overview chapter synthesises the findings, highlighting the interdependence of policy actions in the various areas.

Policy coherence is increasingly in the interest of OECD countries and developing countries alike, given their growing economic, social and environmental interdependence. This report presents scenarios showing numerical results of changes to individual policies as well as policy packages implemented simultaneously by OECD and developing countries. The results can be used to anticipate the outcomes of decisions and implement the appropriate set of policies. The scenarios also show how policy combinations could substantially improve both economic and environmental outcomes together, confirming the need for policy coherence.
