Latin American and Caribbean Government at a Glance offers a dashboard of more than 30 indicators to help decision makers and citizens analyze and benchmark government performance both within the LAC region and compared to the OECD countries. The publication focuses in four broad areas: budgeting practices; public sector pay and employment; public procurement and public finances. Furthermore, the policy chapter deepens in the budgetary and fiscal innovations which have taken place for the LAC region in the past years.

Despite the fact that the LAC region has not been so badly affected by the recent Global and Financial crisis, the Latin American an Carribbean Government at a Glance argues that governments need to be more inclusive, transparent, receptive and efficient. For that, they need to improve among other budgetary, employment and procurement practices, as well as increase the transparency levels.

A pesar de que la región lationamericana no ha sido tan gravemente afectada por la reciente crisis financiera y economica global. Panorama de las Administraciones Públicas en América Latina y el Caribe argumenta que los gobiernos deben propender por políticas más incluyentes, transparentes receptivas y eficientes. Para ello, necesitan mejorar, entre otras, las prácticas presupuestarias de empleo público e incrementar los niveles de transparencia.

A concern that many markets around the world share in relation to poor corporate governance is the abuse of related party transactions (RPTs). This is particularly true in markets where controlling ownership is predominant. Judging by the frequent reporting of RPTs, this calls for the relevant authorities and companies to be vigilant and have in place an effective oversight framework through which abusive RPTs can be identified, prevented or stopped. This book presents the findings of an OECD policy dialogue with Indian stakeholders on policies to improve the monitoring and prevension of abusive RPTs in India.

Aporta análisis y recomendaciones sobre cómo mejorar su capacidad para fijar, dirigir e implementar una estrategia nacional plurianual de desarrollo. El informe atiende la coordinación del gobierno central, la toma de decisiones basadas en evidencia, la gobernanza multinivel y las cuestiones relacionadas con una gestión estratégica del recurso humano del sector público integrado, el e-gobierno, y las compras públicas. En general, una agilidad estratégica en la conducción de una administración pública eficiente y efectiva que provea una política sólida a los ciudadanos y a las empresas con el apoyo de una mayor seguridad en el país, el crecimiento y la prosperidad, son clave para que el gobierno de Colombia pueda proporcionar políticas de tal forma que impulse el desarrollo de largo plazo del país, la cohesión, y la agenda de competitividad y prosperidad.

This comprehensive review of public governance in Spain finds that it shares with other OECD countries the need for a whole-of-government approach to reform. This is especially needed given Spain’s high degree of decentralisation and institutional fragmentation throughout the public sector. The experience of OECD countries with administrative reform is that it is successful when it is not perceived as a one-off exercise, but rather as a process of continuous improvement to constantly identify waste, shortcomings, and opportunities to do things better. This is particularly relevant for the public administration to become a positive influence for growth and overcome the effects of the financial crisis Spain has been through.

Developing economies continue to grow faster than more advanced countries. Non-OECD countries’ share in world GDP surpassed that of OECD countries in 2010. Since its first edition in 2010, the annual Perspectives on Global Development has investigated the trends in “shifting wealth”, the increasing economic weight of developing countries in the world economy. “Shifting wealth” has received a boost through the rise of China, which has also led to positive spillover effects on developing economies that supply China’s demand for resource-based products and intermediates. However, even at their higher rates of growth since 2000, the per capita incomes in developing countries – including many middle-income countries – will not reach the levels of developed countries by 2050. Boosting productivity growth in middle-income countries could stem this trend and is the focus of this report. At the same time, this growth needs to be inclusive so a real convergence in living standards can take place.

Regierung und Verwaltung auf einen Blick 2013 enthält eine Reihe wichtiger Indikatoren für die Analyse und den internationalen Vergleich der Leistung des öffentlichen Sektors. Neben Indikatoren zu Staatseinnahmen, Staatsausgaben und Beschäftigung werden dabei auch wichtige Daten zu Ergebnissen und Wirkungen in den Bereichen Bildung und Gesundheitsversorgung vorgestellt. Regierung und Verwaltung auf einen Blick enthält außerdem Indikatoren zu entscheidenden Fragen der Staats- und Regierungsführung und der öffentlichen Verwaltung, z.B. zu transparenter Governance, Regulierungsrahmen, neuen Methoden der öffentlichen Dienstleistungserbringung sowie Personal- und Vergütungspolitik im öffentlichen Dienst. Die Messung der Leistungsfähigkeit des Staats gilt zwar schon seit langem als wichtige Voraussetzung für die Steigerung der Effektivität und Effizienz der öffentlichen Verwaltung, angesichts der Folgen der Wirtschaftskrise und der in vielen Ländern vorgenommenen Straffung der Fiskalpolitik sind die staatlichen Instanzen heute jedoch mehr denn je auf verlässliche Indikatoren angewiesen, um schwere Entscheidungen in voller Kenntnis der Sachlage treffen zu können und das Vertrauen in die staatlichen Institutionen wiederherzustellen.

This publication provides countries with a Framework for Regulatory Policy Evaluation, an overview of evaluation practices in OECD countries and concrete examples. It also reports key findings of three expert papers on the evaluation of regulatory policy that informed the development of the Framework.

Ce rapport analyse les principaux défis de gouvernance à la participation du secteur privé (PSP) au secteur des services de l’eau et de l’assainissement en Tunisie et suggère des recommandations de politiques publiques pour les surmonter, basées sur le corpus analytique et de bonnes pratiques de l’OCDE. Sur la base du diagnostic sur les défis de gouvernance (Chapitre 1), ce rapport identifie trois axes de réflexion et de recommandations principales (Chapitre 2) pour les autorités tunisiennes : i) comprendre la variété des modalités de PSP, leurs objectifs et conditions de succès ; ii) assurer la viabilité financière et la soutenabilité budgétaire de la PSP dans le secteur de l’eau en Tunisie ; et iii) améliorer les mécanismes de transparence et renforcer l’engagement des parties prenantes. Ce rapport comprend également un plan d’actions (Chapitre 3) assorti de mesures concrètes pour mettre en œuvre les recommandations proposées.

Ce rapport s’inscrit dans le cadre du dialogue sur les politiques conduit conjointement par l’OCDE et le Global Water Partnership-Mediterranean (GWP-Med) en Tunisie dans le cadre du projet labellisé par l’Union pour la Méditerranée (UpM) « Gouvernance et Financement du Secteur de l’Eau en Méditerranée », avec le soutien financier du fonds fiduciaire FEMIP de la Banque Européenne d’Investissement.

This report assesses the main governance and financing challenges to private sector participation (PSP) in the water supply and sanitation sector of Jordan, and provides ways forward to address them, based on international experience and OECD compendium of principles and good practices. Using the diagnostic analysis of the governance challenges to PSP in the Jordan water sector (Chapter 1), the report identifies ways forward to overcome bottlenecks focusing on three key pillars (Chapter 2): i) managing public-private partnership in a fiscally constrained environment through appropriate budget processes; ii) reducing the regulatory risks through supporting the development of a high-quality framework; and iii)managing and enhancing stakeholder engagement to improve accountability and buy-in. The report also includes an action plan with concrete measures to implement the recommendations proposed in the report.

The report has been developed as part of a water policy dialogue conducted by the OECD jointly with the Global Water Partnership-Mediterranean (GWP-Med) in the context of the project labelled by the Union for the Mediterranean (UfM) “Governance and Financing for the Mediterranean Water Sector”, with the support of the FEMIP Trust Fund of the European Investment Bank.

Esta “Guía” tiene como fin facilitar la implementación práctica de las Directrices de la OCDE en el área de transparencia y rendición de cuentas para mejorar la gobernación de empresas de propiedad del estado. Provee opciones de políticas viables y un plan de acción de los pasos prácticos que podrían tomarse para implementar las Directrices, apuntando a las dificultades, riesgos y obstáculos típicos que pueden encontrarse durante el proceso de implementación. Provee además ejemplos de buenas prácticas que ilustran la implementación de disposiciones y que pueden servir como referencias e inspiración. La “Guía” ayudará a los gobiernos a evaluar prácticas existentes y a apoyar reformas.

En la mayoría de los países, mejorar la transparencia y la rendición de cuentas en las empresas propiedad del estado implica retos complejos. Afrontar dichos retos, con el apoyo de esta “Guía”, es un paso importante en el proceso de establecer empresas del estado económicamente sólidas y bien gobernadas.

The OECD Budget Practices and Procedures Database provides detailed data on how budgets are made in OECD countries  from formulation, to approval, execution and reporting based on surveys conducted every four to five years. This publication presents the results of the latest survey, conducted in 2012, and compares this with the previous survey, conducted in 2007. It finds that fiscal sustainability is a key issue for countries today. It also highlights the growing use of medium-term expenditure frameworks, capital budgeting and top-down budgeting, and it examines transparency of budgeting as well as budgeting flexibility.

 

This report identifies the key elements needed for the development of a sustainable strategic framework for public administration reform, situating them in the Slovak Republic's administrative, cultural, legal and political context. The report is particularly timely, as it provides insight into the activities conducted by the Slovak Ministry of Interior and other Slovak authorities toward meeting the ex-ante conditions for EU structural and investment funds for 2014-2020.
