The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences.

Fossil fuels, notably coal, still dominate the energy and electricity generation mix of the Czech Republic, but new climate targets at the European level will make coal less and less competitive. Therefore, the question is no longer if, but when, coal will exit the country’s energy mix. To boost investor confidence and ensure adequate electricity generation up to 2030 and beyond, the government will need to establish a firm pathway for phasing out coal. The phase-out of coal use and mining also poses important economic and social challenges, which the government is currently addressing by providing support for the economic restructuring and fair transformation of mining areas.

Although the Czech Republic has decoupled economic growth from energy consumption since 2009, the country’s energy intensity remains above the IEA average. This highlights the need to make energy efficiency the “first principle” of energy policy making.

This report includes a series of recommendations to support the Czech Republic’s efforts to tackle these challenges and to meet its energy and climate goals.

Tackling methane emissions from fossil fuel operations represents one of the best near-term opportunities for limiting the worse effects of climate change because of its short-lived nature in the atmosphere and the large scope for cost-effective abatement, particularly in the oil and gas sector. This report explores practical measures that governments and companies can take to secure a 75% reduction in methane emissions from fossil fuel operations as envisioned in the IEA’s Net Zero by 2050 Roadmap.

Building on the estimates of emissions and abatement options in the IEA Methane Tracker and our Regulatory Roadmap and Toolkit, we quantify the potential impact of a range of measures, including policy and regulatory action, voluntary industry initiatives and improvements in transparency of emissions data. By identifying the different measures and approaches that can limit methane emissions, this analysis aims to provide insights and guidance for decision-makers in the lead-up to COP26 and beyond.

The International Energy Agency (IEA) completed this report, Cross-Border Electricity Trading for Tajikistan, as part of the EU4Energy programme, a five-year initiative funded by the European Union. The programme aims to support the development of evidence-based energy policy design and data capabilities within the countries of the Eastern Partnership and Central Asia.

The central purpose of this report is to guide policy making at all levels to facilitate effective cross-border integration of electricity markets to the benefit of Tajikistan as well as the region. This report can serve as a roadmap to support the Tajikistan’s National Development Strategy for 2030, which includes goals to export at least 10 TWh of its hydropower generation and to undertake reforms to improve the performance and sustainability of its power sector.

Cross-border electricity trading can bring many benefits in terms of optimising resource allocation among the countries involved. The availability of generation technologies, geography, socio-economic factors, and political agreements will determine the potential for cross-border electricity trading that countries could develop and subsequently the benefits that could be achieved. Therefore, the focus of this roadmap is to assess the feasibility and extent of electricity trade with Tajikistan’s neighbours and to lay out policy requirements for implementation. As the focus here is Tajikistan, the recommendations are based on the Tajik context.

The inaugural edition of the Critical Minerals Market Review provides a major update on the investment, market, technology and policy trends of the critical minerals sector in 2022 and an initial reading of the emerging picture for 2023. Through in-depth analyses of clean energy and mineral market trends, this report assesses the progress made by countries and businesses in scaling up future supplies, diversifying sources of supply, and improving sustainable and responsible practices. It also examines major trends for individual minerals and discusses key policy implications.

The report will be followed by a forthcoming analysis that will feature comprehensive demand and supply projections for key materials and a number of deep-dives on key issues. It also makes available an online tool, the Critical Minerals Data Explorer, which allow users to explore interactively the latest IEA projections.

Air conditioners in passenger cars, vans, buses and freight trucks – collectively known as mobile air conditioning – consume large amounts of energy. The fuel they use and their leaks of refrigerant are also responsible for a significant amount of greenhouse gas emissions.

This report explores the current global energy consumption from mobile air conditioning systems, along with the resulting greenhouse gas emissions from the energy consumption and the leaking refrigerants. With no further policy action, energy use from mobile air conditioning may almost triple to over 5.7 million barrels of oil equivalent per day by 2050. At the same time, annual combined emissions from energy consumption and refrigerant leakage could more than triple to 1 300 million tons of CO2 equivalent.

The report provides a summary review of the technical opportunities for improving the efficiency of mobile air conditioning. This is complemented with a review of the different types of alternative cooling refrigerants, and their potential impact on global warming. These two analyses are combined to develop a scenario of high efficiency and low global warming potential. The report’s analysis is based on a study of the literature and makes use of the IEA’s Mobility Model, which provides insights into the current and expected future stock of road vehicles.

Finally, the report explores the role government policy can play in supporting the development and installation of more efficient mobile air conditioning systems.

In IEA member countries, electrical appliances are the fastest growing energy users, after automobiles. Cost-effective technology exists that could improve the energy efficiency of appliances by more than one-third in ten years. The greenhouse gases emitted as a result of the use of appliances alone could be slashed by the equivalent of 322 million tonnes of CO2 per year by 2010. This book assesses the potential energy savings and carbon reductions to be achieved through technical improvements to appliances.

This report, commissioned by France’s Ministry for the Ecological Transition and written jointly by the International Energy Agency and RTE, the French Transmission System Operator, examines the conditions and requirements needed to assess the technical feasibility of scenarios with very high shares of variable renewable energy in France’s power system. The report looks into trends for energy demand and renewable resource availability in the 2020 National Low-Carbon Strategy (Stratégie nationale bas-carbone, or SNBC). Several scenarios of high shares of renewables are examined: mainly based on onshore wind, mainly based on offshore wind expansion and mainly based on distributed PV. Building on these scenarios, the report looks at changes in the system’s flexibility needs and how the range from short-term to long-term flexibility can be satisfied by new technologies such as flexible charging of electrified transport, battery storage, demand-side flexibility and sector coupling. The report then looks to essential questions on electricity security, i.e. addressing the issue of keeping system stability in the context of decreasing system inertia, ensuring adequacy of the system and the sizing available reserves under a scenario of large shares of variable renewables. Finally, the report evaluates the VRE integration capacity of the existing French transmission network, as well as necessary modifications and expansion beyond 2035. The recommendations and findings of this report form the basis for further detailed technical and economic assessments that are to be carried out by RTE in 2021.

Coming In from the Cold provides a road map of options to help transition economy policy makers sort through key district heating issues.  It finds that district heating systems in formerly socialist countries could save the equivalent of 80 billion cubic meters of natural gas a year through supply-side efficiency improvements.  This is greater than total annual natural gas consumption in Italy!  It provides detailed suggestions regarding reforms in regulation, competition, investment policy, and ownership and management structures that could save significant amounts of energy, and thereby boost energy security and help the environment.

Indian coal reserves are the third largest in the world, after the United States and China. India is the third largest coal producer in the world and the eighth largest importer. With annual production of 310 million tonnes and imports of almost 25 million tonnes, coal provides one-third of energy supply in India.

The Indian government forecasts huge increases in electricity capacity based on coal. Massive increases in coal supply would be required if these plans are realised, although it is not clear if they are feasible. The principal objective of Indian coal policy should be to improve the financial performance of the industry by creating a freely competitive coal industry. A financially viable electricity industry will be necessary to support reforms in the coal industry.

This report describes the Indian coal sector, and comments on government policies and the performance of India’s largely state-owned coal companies. There is a substantial need for reforms in India’s coal sector to improve efficiency and competitiveness.

China is the world’s largest producer and consumer of coal, and an increasingly important participant on the international coal market. Paradoxically, while China is now a major coal exporter, it is also a coal importer. As China commits itself to further economic reform and increased involvement in the global economy, its coal industry faces major challenges of rationalisation and structural reform. Coal has been significantly affected by the recent slow-down in the Chinese economy. These pressures have provoked a major overhaul of the State coal administration, radical cuts in production, the restructuring of key state-owned coal mines and the planned closure of over 25,000 small mines. Coal will, however, remain the dominant energy source in China for the foreseeable future despite the strenuous efforts of the authorities to diversify the energy mix. The environmental consequences of continued heavy use of coal raise important issues not just for China but for all those committed to tackling climate change. This timely desktop report on coal in China, prepared by the Member companies of the IEA’s Coal Industry Advisory Board, examines the overriding importance of coal in China’s energy mix, recent technological developments and market trends, and the major challenges which China now faces.
