This report takes the reader into the lives of young people in Finland, Greece, Israel, the Netherlands and Portugal to explore the question: how do 15-year-olds learn English? Gone are the days when learners only encountered English for a couple of hours a week in a classroom. For today's teens, English is often the preferred language of communication in increasingly diverse online and offline communities. Yet relatively little is known internationally about how students learn English inside and outside school, and the resources available to help them. This report presents country findings from interviews with 15-year-olds, English-language teachers and school principals and wider background research, as well as a comparative chapter on key international insights. The report also explores how today’s digital technologies can support learners to develop foreign language proficiency. These findings support the forthcoming PISA 2025 Foreign Language Assessment through which the OECD will generate comparable data on students’ proficiency in English in different countries and on the factors related to it.

Under the BEPS Action 5 minimum standard, members of the OECD/G20 Inclusive Framework on Base Erosion and Profit Shifting (BEPS) have committed to counter harmful tax practices with a focus on improving transparency. One part of the Action 5 minimum standard is the transparency framework for compulsory spontaneous exchange of information on certain tax rulings. The exchange on tax rulings is a critical tool in improving access of tax administrations to information relevant to assess the corporate tax affairs of their taxpayers and to efficiently tackle tax avoidance and other BEPS risks. Over 140 countries and jurisdictions participate in the Inclusive Framework on BEPS and take part in the peer review process to assess their compliance with the transparency framework. Specific terms of reference and a methodology have been agreed for the peer reviews, focusing the assessment on five key elements: information gathering process, exchange of information, confidentiality of the information received, statistics on the exchanges on rulings, and transparency on certain aspects of intellectual property regimes. This report reflects the outcome of the seventh annual peer review of the implementation of the Action 5 minimum standard.

Health at a Glance provides a comprehensive set of indicators on population health and health system performance across OECD members and key emerging economies. These cover health status, risk factors for health, access to and quality of healthcare, and health system resources. Analysis draws from the latest comparable official national statistics and other sources.

Alongside indicator-by-indicator analysis, an overview chapter summarises the comparative performance of countries and major trends. This edition also has a special focus on digital health, which measures the digital readiness of OECD countries’ health systems, and outlines what countries need to do accelerate the digital health transformation.

As in most OECD countries, obtaining good-quality housing in a location facilitating access to jobs, public services and amenities can be very challenging for Italian households with low or unstable income. This book sheds light on access to housing in Italy from two different, complementary vantage points. First, it puts the Italian housing market in international perspective using OECD statistics and analysis to compare housing policies and outcomes in Italy to other OECD countries. Second, it zooms in on selected Italian innovative housing projects, where it asks residents and other stakeholders about their experiences with these initiatives: what were their difficulties, how have the projects been designed and developed, what did the projects bring to them?

Good mental health is a vital part of people’s well-being. This report uses the OECD Well-being Framework to systematically review how people’s economic, social, relational, civic and environmental experiences shape and are, in turn, shaped by their mental health. Based on this evidence, examples of co-benefits, or policy interventions that can jointly improve both mental health and other well-being outcomes, are identified for a range of government departments. Implementing and sustaining such co-benefits requires resources, incentives and working arrangements that enable all relevant stakeholders to contribute to tackling the upstream determinants of mental health. Selected mental health initiatives across OECD countries are reviewed to illustrate how policy makers have been realigning action across government agencies; redesigning policy formulation to address the joint factors influencing mental health; refocusing efforts towards the promotion of positive mental health; and reconnecting with societal stakeholders beyond government, including those with lived experience, youth, civil society and research institutions. How to Make Societies Thrive? Coordinating Approaches to Promote Well-being and Mental Health is the second of two reports as part of a broader OECD project on mental health and well-being.

Si bien muchos países de América Latina y el Caribe (ALC) se han comprometido a lograr la neutralidad climática y desarrollar resiliencia, es imperativo traducir estos compromisos en acciones. Esto requiere, por ejemplo, una mejor gestión de los crecientes riesgos derivados del cambio climático y la variabilidad climática, así como una reducción de las emisiones de gases de efecto invernadero (GEI) mediante la promoción de innovación y las inversiones verdes. Lograr estos objetivos requerirá una planificación estratégica y financiera integral a largo plazo, un enfoque más integrado e inclusivo, que alinee mejor las políticas y medidas de adaptación y mitigación en diferentes sectores, aunque a un nivel diferenciado.

This handbook was developed to help companies embed environmental considerations into their mineral supply chain due diligence procedures. The handbook builds on the leading international, government-backed standards on supply chain due diligence and responsible business conduct: the OECD Guidelines for Multinational Enterprises on Responsible Business Conduct, the OECD Due Diligence Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High-Risk Areas and the OECD Due Diligence Guidance for Responsible Business Conduct. This handbook demonstrates how OECD instruments on due diligence can be applied to address environmental risks and impacts in mineral supply chains by contextualising existing recommendations and directing users towards useful resources.

The Handbook on Measuring Digital Trade sets out a conceptual and measurement framework for digital trade which aligns with the broader standards for macro-economic statistics. It aims to help statistical compilers to address policymakers’ needs for statistical evidence on digital trade. It includes extensive compilation guidance, drawing upon substantive inputs and case studies from both developed and developing economies and covering a variety of survey and non-survey sources. A reporting template is also proposed to support compilers in the production and dissemination of digital trade statistics.

“New space”, characterised by new commercial players bringing cutting-edge business techniques and funding methods to space activities, has brought disruptive innovation and democratised access to space. But there also reasons for concern, as this has led to an intensified use of the orbital environment, creating more congestion and debris. Furthermore, the vitality of the “new space” ecosystem is under threat from economic shocks and market entrenchment. This G20 background paper examines the emergence of the “new space” ecosystem over the last 15 years, its impact on the space sector and society at large and the role of governments in ensuring sustained and sustainable growth of the sector. The paper provides a definition of “new space” activities to better target policy responses and suggests policy options to address these challenges.

The Health System Performance Assessment (HSPA) framework for Estonia acts as a tool for stakeholders and policy makers to guide health reforms in an evidence-based and targeted manner. This report outlines the Estonian HSPA framework and documents its development through a highly inclusive and consultative process. It also reports on indicators that were selected to populate the first Estonian HSPA report, their selection criteria and core methodologies, and describes the HSPA governance structure, implementation plan, and HSPA capacity building. The report provides a guideline to embed the HSPA in Estonian governance processes in a sustainable manner. Implementing the HSPA will improve systematised public reporting on the health system performance in Estonia, thus increasing transparency and accountability of stakeholders and public awareness and involvement in the health system policy making.

Household choices – such as what to eat, how to get to work and how to heat our homes – have significant implications for the environment. With the urgency of environmental action and the need to shift to more sustainable consumption patterns, making more sustainable choices holds great potential to reduce environmental impacts. Yet in the context of interlocking crises, governments face challenges in supporting households with policies that realise this potential.

How Green is Household Behaviour? presents an overview of results from the 2022 OECD Survey on Environmental Policies and Individual Behaviour Change. The survey investigates household attitudes and behaviour with respect to energy, transport, waste and food systems. It was carried out across more than 17 000 households in 9 countries, including Belgium, Canada, Israel, France, the Netherlands, Sweden, Switzerland, the United Kingdom and the United States. The data collected also include information on self-reported motivations and barriers to change, providing a unique source of empirical evidence to inform policy efforts to shift to more sustainable consumption patterns.

The health system performance assessment (HSPA) framework for the Czech Republic is an initiative designed to help the Czech health system improve policy planning, monitoring, and decision taking. This report describes the HSPA framework for the Czech Republic, its development process, governance structure and implementation roadmap. It also details the Czech HSPA framework domains, populated by indicators selected through a comprehensive review process. As such, the framework enables the assessment of strengths and weaknesses of the Czech health system. Its implementation will increase the accountability of national authorities and principal healthcare stakeholders, improve public involvement, smooth flow of information across the health sector, and allow reform planning and monitoring.

This second edition of Health at a Glance: Latin America and the Caribbean, prepared jointly by OECD and the World Bank, presents a set of key indicators of health status, determinants of health, healthcare resources and utilisation, healthcare expenditure and financing, quality of care, health workforce, and ageing across 33 Latin America and the Caribbean countries. Each of the indicators is presented in a user-friendly format, consisting of charts illustrating variations across countries, and over time, brief descriptive analyses highlighting the major findings conveyed by the data, and a methodological box on the definition of the indicators and any limitations in data comparability. National Statistical Offices face a growing policy demand for better statistics on digital platform employment and work. New statistical definitions are needed to avoid undercounting the number of people involved in these jobs. In addition, new sources of data, including non-official ones, may be needed to meet the statistical challenges of measuring digital platform employment and work. The OECD, the International Labour Organisation and the European Commission have joined forces to produce this Handbook on Measuring Digital Platform Employment and Work, which assesses measurement options and provides first recommendations on these issues. The Handbook first proposes a general definition of digital platform work and a conceptual framework that helps identify the key features of digital platform employment and work, which statisticians should bear in mind when designing their research objectives and operational protocol. The Handbook then reviews the main statistical vehicles used for measuring digital platform employment, and discusses previous statistical initiatives by National Statistical Offices through the lens of its conceptual framework.

European and global natural gas markets are not yet out of the danger created by Russia’s cuts to pipeline deliveries of gas. If gas exports from Russia drop to zero and China’s LNG imports rebound to 2021 levels, there is a risk of a shortfall gas supplies in 2023. Measures already taken by EU governments on energy efficiency, renewables and heat pumps should help reduce the size of this potential natural gas supply-demand gap in 2023. A recovery in nuclear and hydropower output from their decade-low levels in 2022 should also help narrow the gap. Despite all of this, the EU’s potential gas supply-demand gap could reach 27 billion cubic metres in 2023.

This new report provides the IEA’s latest analysis of the extent of the EU's potential gas supply-demand gap in 2023 and sets out the practical actions that can close that gap while avoiding excessive strains for European consumers and for international markets. The analysis includes real-world examples of measures that could be implemented and quantifies their impacts. The measures offer a pathway to a more secure and balanced EU gas market in 2023 and are consistent with the EU’s climate goals.
