Morocco is exposed to a variety of risks of natural, industrial or human-induced origin. Among these risks, the greatest in terms of potential impact on the human population and economy, are floods, drought, earthquakes and tsunami. These risks could affect numerous regions across the country. This chapter provides an overview of the main risks threatening Morocco and it examines their corresponding socio-economic vulnerabilities. Factors aggravating these vulnerabilities – such as climate change – must be taken into consideration in the future. These risks are therefore of growing concern for Morocco.
The Open Government Review of Morocco is the first of its kind analysing a country’s open government policies and practices and their institutional and legal frameworks for implementation against OECD instruments. By bringing together a multitude of OECD instruments and expertise in different areas of public governance, the Review provides Moroccan policy makers, public sector officials and civil society activists with practical indications on how to improve and successfully implement their national open government agenda. In addition, the Review contains a list of recommendations on which to build Morocco’s Action Plan for the Open Government Partnership.
This study analyses initiatives undertaken in Morocco to support the management of critical risks. It covers steps taken by central government and local authorities, research centres, the private sector, and civil society. It focuses particularly on questions relating to the governance of risks, co-ordination, and the engagement of key stakeholders. The analysis looks at the entire risk management cycle, including risk assessment, prevention and mitigation, emergency response and management, recovery and reconstruction. It also identifies the challenges that Morocco still needs address in order to improve the resilience of its economy and society to critical risks.
This Investment Policy Review examines Morocco’s achievements in developing an open and transparent investment regime and its efforts to reduce restrictions on international investment.
In recognition of its progress in pursuing investment policy reforms and improving the business climate, Morocco became in November 2009 the 42nd country to adhere to the OECD Declaration on International Investment and Multinational Enterprises. As an adherent to the Declaration, Morocco commits to providing national treatment to foreign investors and to promoting responsible business conduct. In turn, the country benefits from similar assurance from other adherents to treat Moroccan investors abroad fairly.
This chapter establishes the total numbers of Moroccan-born emigrants residing in OECD countries. The main destination countries of Moroccan emigrants are identified, and the chapter determines their composition by age and gender. Changes in numbers and locations between 2000/01 and 2010/11 are discussed. Comparisons are made notably between Moroccanborn individuals and Moroccan citizens living abroad as well as between Moroccan emigrants and other emigrants from major origin countries or from the Middle East and North Africa (MENA) region. The chapter also presents evidence on emigrants’ reasons for migration and on international students.

This chapter presents Morocco’s taxpayer education programme. It first gives an overview of the whole programme and its objectives, followed by a focus on one specific element, the education of children in tax compliance. It subsequently looks at the impacts and lessons learnt of the initiative, followed by an outlook on next steps.
